This paper deals with the mathematical modelling of a scheduling problem in a heterogeneous CPU/FPGA architecture with communication delay in order to minimize the makespan, C-max. This study was motivated by the quality of the available solvers for Mixed Integer Program. The proposed model includes the communication delay constraints in a general form in a heterogeneous case depending at the same time on tasks and computing units. These constraints are linearized without adding any extra variables and the obtained linear model is reduced to make its solving with Cplex 12.5x faster. Computational results show that the proposed model is promising. For an average sized problem up to 50 tasks and 5 computing units the solving time under Cplex is about few seconds.

Economics and the refinery's CO₂ emissions allocation problem

The establishment of a market for CO2 emission rights in Europe leads oil-refining companies to add a cost associated with carbon emissions to the objective function of linear programming models used to manage refineries. These models may be used to compute the marginal contribution of each finished product to the CO2 emissions of the refinery. Babusiaux (Oil. Gas Sci. Technol., 58, 2003, 685-692) has shown that, under some conditions, this marginal contribution is a relevant means of allocating the carbon emissions of the refinery. Thus, it can be used in a well-to-wheel Life Cycle Assessment. In fact, this result holds if the demand equations are the only binding constraints with a non-zero right-hand side coefficient. This is not the case for short-run models with fixed capacity. Then, allocating CO2 emissions on a marginal basis tends to overvalue (or undervalue) the total volume of emissions. In order to extend the existing methodology, we discuss two distinct solutions to this problem, inspired by economic theory: adapting either the Aumann-Shapley cost sharing method (Values of non-atomic games, 1974, Princeton University Press) or the Ramsey pricing formula (Econ. J., 37, 1927, 47-61;J. Econ. Theory, 3, 1971, 219-240). We compare these two solutions, with a strong argument in favour of Ramsey prices, based on the determination of the optimal environmental tax rate to which imported finished products should be subject.

A linear program model is developed to represent the problem of real-time control of traffic in an overloaded circuit-switched network. Circuit groups and exchanges are modeled approximately as saturating devices. Circuit groups saturate with respect to carried traffic, and exchanges saturate with respect to the rate of attempts served. A linear objective function is chosen. Methods for the size of the linear program model are introduced, and techniques for computing its solution are described. The solution of the linear program is in the form of quotas for all the streams of call attempts entering the network. Detailed call-by-call routing decisions are devolved to individual nodes or regional network management centers.

European Union farming systems: Insights for a more sustainable land use

The diversity of agricultural systems in European Union (EU) regions and countries is vast and vulnerable to the Common Agricultural Policy (CAP) reforms. The CAP instruments have suffered several significant changes over the last decades to take into account the new contexts from the various EU enlargements and problems caused by former measures. This dynamic evolution of the farming system calls for updated assessment to better understand the respective policy impacts and to support the design of new and adjusted instruments. In this context, with this research, the intention is to highlight the most recent characteristics of the EU farming system and to assess the respective impacts from CAP measures. To achieve these aims, we considered statistical information from the Farm Accountancy Data Network (FADN) which was exploited through linear programming models. The main findings reveal that EU subsidies have no implication on the structure of EU farming systems. In other words, the most profitable farming systems are the same whether they were provided with the CAP financial support or not, namely those from the 1st Pillar. On the other hand, the CAP rules condition the farmers' options, sometimes towards adopting a more subsidised production, but with lower margins. These frameworks would not be problematic, if the farming systems were more socially and environmentally sustainable, but this is not always the case. In a future scenario of a farming sector which more regulated by the market and less so by the CAP instruments, the environmental impacts will be more short-term than medium- or long-term, where the main problem will be with energy consumption.

In this paper, wepresent specification, design and implementation aspects of a network resource provisioning module introduced for the Polish Initiative of Future Internet called System IIP. In particular, we propose a set of novel LP optimization models of network resource provisioning designed to minimize the network resource consumption, either bandwidth or node's computational power, as well as to maximize the residual capacity. Next, we analyze characteristics of the proposed models, outline the most important implementation aspects of our network resource provisioning module, as well as the issues of integration of this module with the respective network management module of System IIP.

One of the major requirements of distributed multimedia applications is the need to maintain often complex, real-time synchronization constraints, More specifically, it is necessary to be able to manage arbitrary intra- and inter-media synchronization across activities in the distributed environment. Furthermore, it is important that such developments are integrated into emerging object-oriented standards for distributed computing. This paper presents an object-oriented programming model and associated implementation to meet these requirements. The main concepts behind the proposed approach are, firstly, the use of reactive objects for real-time control and synchronization and, secondly, quality of service controlled bindings for predictable communication between objects, The flexibility of the approach is demonstrated by three contrasting examples of real-time synchronization. The implementation extends the realtime capabilities of the Chorus micro-kernel by introducing the concepts of rtports, rthandlers and quality of service controlled connections, The paper demonstrates how reactive objects and bindings are realized on this infrastructure.

Improved affine arithmetic based optimisation model for interval power flow analysis

Power flow (PF) problem need to be further studied when confronted with uncertainties brought in by the increasing use of renewable energy. This study proposes a new solution method based on linear approximation of the affine arithmetic (AA) based PF model and optimal solution technique incorporated with boundary load flow framework under generation and load data uncertainties. In each iteration solution step, non-linear interval PF problem is modelled by the approximation technique with AA. Boundaries of state variables are explored by solving linear programming models with constraints reformed at given operating points. After optimisation process, new operating point is obtained and updated for further iteration solution step. Application of the proposed methodology is implemented in several IEEE benchmark test systems and results are demonstrated in details. Comparisons between the previous interval method and Monte Carlo simulations verify the effectiveness and better performance of the proposed method.

Large scale portfolio selection with synergies

The paper presents a multi-objective mixed integer linear programming model for portfolio selection of research and development (R and D) projects with synergies. Partial assignment of funds is allowed to different tasks of the project, while synergies are considered at the task and the project level. A synergy is active if a number of its elements sufficiently supported is within certain bounds. The risk associated with insufficient support is introduced. Numerical results are presented to demonstrate the efficiency of the proposed approach for large scale instances.

A 2N CONSTRAINT FORMULATION FOR THE CAPACITATED MINIMAL SPANNING TREE PROBLEM

In this paper we present a new formulation for the Capacitated Minimal Spanning Tree (CMST) problem. One advantage of the new formulation is that ii is more compact (in the number of constraints) than a well-known formulation. Additionally, we show that the linear programming relaxation of both formulations produces optimal solutions with the same cost. We present a brief discussion concerning valid inequalities for the CMST which are directly derived from the new formulation. We show that some of the new inequalities are nor dominated by some sets of facet-inducing inequalities for the CMST. We derive some Lagrangian relaxation-based methods from the new formulation and present computational evidence showing that reasonable improvements on the original linear programming bounds can be obtained if these methods are strengthened by the use of cutting planes. The reported computational results indicate that one of the methods presented in this paper dominates, in most of the cases, the previous best methods reported in the literature. The most significant improvements are obtained in the instances with the root in the corner.
