In this paper, the COPRAS (Complex Proportional Assessment) method is extended for interval-valued q-rung orthopair fuzzy numbers (IVq-ROFNs) to solve multi-attribute group decision-making (MAGDM) problems. A novel distance measure for IVq-ROFNs is proposed, and its properties are also probed. This distance measure is used in an improved weights determination method for decision-makers. A weighted projection optimization model is developed to evaluate the completely unknown attributes' weights. The projection of assessment values is defined by the positive and negative ideal solutions, which determine the resemblance between two objects by considering their directional angle. An Indian cities' ranking problem for a better solid waste management infrastructure is solved using the proposed approach based on composite indicators, like recycling waste, greenhouse gas emissions, waste generation, landfilling waste, recycling rate, waste-to-energy rate, and composting waste. Numerical comparisons, sensitivity analysis, and other relevant analyses are performed for validation.

Existing decision-making methods cannot work under the probabilistic uncertain linguistic environment where the decision makers give different uncertain linguistic terms as their assessments and the weights of assessments are different. In this paper, a novel concept called probabilistic uncertain linguistic term set is proposed, which is composed of some possible uncertain linguistic terms associated with the corresponding probabilities. Then, the normalization process, comparison method, basic operations, and aggregation operators are studied for probabilistic uncertain linguistic term sets. After that, an extended technique for order preference by similarity to an ideal solution method and an aggregation-based method are developed to rank the alternatives and then select the best one for multi-attribute group decision-making with probabilistic uncertain linguistic information. Finally, a practical case concerning the selection of Cloud storage services is shown to illustrate the applicability of probabilistic uncertain linguistic term sets.

Probabilistic linguistic term sets perform a particularly active role in the field of decision-making, particularly regarding decision-makers (DMs) who are inclined to convey evaluative information through natural linguistic variables. To effectively improve the current dilemma of multi-attribute group decision-making (MAGDM), this article put forward a new probabilistic linguistic MAGDM method with weighted Moment estimation. First, taking into account the psychological aspect of regret aversion among DMs, we use regret theory to transform the original decision-making matrix into the utility matrix, in which DMs usually exhibit limited rationality during the process of MAGDM. Then, a combined weighting method and a weighted Moment estimation model are investigated to determine the attribute weights, which are more scientifically and reasonably. Subsequently, in the process of consensus reaching process, a new trust propagation mechanism is designed to derive the weights of experts and the adjustment coefficients, in which we consider the shortest and longest propagation paths among DMs. Finally, an empirical validation of the MAGDM method's applicability is conducted utilizing raw coal quality assessment, accompanied by sensitivity and comparative analyses that underscore its advantages and robustness.

A Novel multi-attribute group decision-making Method Based on q-Rung Dual Hesitant Fuzzy Information and Extended Power Average Operators

multi-attribute group decision-making (MAGDM) is one of the most active research fields in modern social cognition and decision science theory. An obvious challenge in MAGDM problems is that it is not easy to appropriately describe decision-makers' (DMs') cognitive information, which is because the cognition of DMs is usually diverse and contains a lot of uncertainties and fuzziness. The recently proposed q-rung dual hesitant fuzzy set (q-RDHFS), encompassing diverse cognition and providing wide information space, has been proved to be effective to depict DMs' cognitive information in the MAGDM process. However, existing operations and aggregation operators of q-RDHFSs still have limitations, which result in the weakness of existing q-RDHFS-based MAGDM methods. Therefore, this paper aims at introducing new operational rules and aggregation operators to deal with q-rung dual hesitant fuzzy information. To this end, we first propose a wide range of generalized operations for q-rung dual hesitant fuzzy elements (q-RDHFEs) based on Archimedean t-norm and t-conorm. Second, we put forward some new aggregation operators by generalizing the recently invented extended power average (EPA) operator into q-RDHFSs. Existing literature has revealed the powerfulness and flexibility of the EPA operator over the classical power average operator. Finally, a new MAGDM approach based on the proposed operators is developed. Our proposed method can effectively handle MAGDM problems with q-rung dual hesitant fuzzy cognitive information. Some numerical examples are conducted to demonstrate the validity of the new MAGDM method. Further, we conduct parameter analysis and comparative analysis to prove the flexibility and superiority of our proposed MAGDM method, respectively. In a word, this paper contributes to a new q-rung dual hesitant fuzzy MAGDM method, which absorbs the advantages of EPA operator and Archimedean operations. With respect to the multi-attribute group decision-making (MAGDM) problems with the interval grey uncertain linguistic variables (IGULVs), the MAGDM method based on the interval grey uncertain linguistic generalized hybrid averaging (IGULGHA) operator is proposed. Firstly, the operation rules, the properties and the comparing method of the IGUVs are introduced. Then, some aggregation operators such as interval grey uncertain linguistic generalized ordered weighted aggregation (IGULGOWA) operator and interval grey uncertain linguistic generalized hybrid aggregation (IGULGHA) operator are defined, and some properties such as idempotency, commutativity, monotonicity and boundedness are proved, and then, the decision-making methods based on these operators are presented to solve the group decision-making problems. Finally, a numerical example is used to show the proposed method, and the influence of the different position weight vector w and the different parameter lambda on decision-making is analysed. The result shows that the method is simple and effective.

A new interval type-2 trapezoid fuzzy multi-attribute group decision-making method and its application to the evaluation of sponge city construction

The concept of sponge city receives more and more attention by Chinese government, and the evaluation of sponge city construction is an important aspect. To cope with the complexity and uncertainty of the evaluation process, this paper adopts interval type-2 trapezoidal fuzzy numbers (IT2TFNs) to express decision-making information and develops an approach for evaluating sponge city construction. To do these, two prioritized-guided interval type-2 trapezoidal fuzzy Hamacher operators are first defined to infuse IT2TFNs offered by experts, which can cope with the situation where there is prioritization among experts/attributes. In order to further consider the interactions among experts/attributes, two generalized-Shapley interval type-2 trapezoidal fuzzy prioritized Hamacher Choquet integral operators are presented. To measure the discrimination degree between IT2TFNs, a new interval type-2 trapezoidal fuzzy cross-entropy is defined. After that, cross-entropy based models for obtaining the optimal fuzzy measure on the expert/attribute set are constructed to handle the situation where the weighting information is interactive and partly known. Furthermore, an interval type-2 trapezoidal fuzzy multi-attribute group decision-making approach is developed. Finally, a practical example about the evaluation of residential land design plans in sponge city is provided to illustrate the utilization of the new method, and comparison analysis is provided.

Problems often encountered in the modeling of uncertain linguistic multi-attribute group decision-making in targeted poverty alleviation are how to describe and aggregate uncertain and imprecise information more effectively. In this paper, in order to effectively describe the fuzziness and reliability of linguistic evaluation information, and emphasize the role of linguistic evaluation value, we firstly propose this concept of the intuitionistic principal value Z-linguistic set. Then, we propose intuitionistic principal value Z-linguistic hybrid geometric operator regarding the position and ordered weight to aggregate linguistic evaluation information more effectively. Finally, an example of targeted poverty alleviation is given to illustrate effectiveness and superiority based on the operator with different position weights.

Two New Approaches for multi-attribute group decision-making With Interval-Valued Neutrosophic Frank Aggregation Operators and Incomplete Weights

This paper investigates some Frank aggregation operators of interval-valued neutrosophic numbers (IVNNs) and applies to multi-attribute group decision-making (MAGDM) problems. First, the Frank t-conorm and t-norm are extended to interval-valued neutrosophic environment. Some new operational laws for IVNNs are defined and their related properties are investigated. Based on these new operational laws, some new aggregation operators for IVNNs are developed including the interval-valued neutrosophic Frank weighted averaging (IVNFWA) operator and the interval-valued neutrosophic Frank weighted geometric (IVNFWG) operator. Then some desirable properties and special cases of these new operators are further discussed. To solve the MAGDM with IVNNs, the weights of decision makers (DMs) are determined by using extended technique for order preference by similarity to ideal solution (TOPSIS) method based on cross-entropy. Additionally, attribute weights are determined based on the similarity degrees between alternatives and the absolute ideal solutions. Further, two new decision-making approaches for MAGDM with IVNNs are put forward by means of the IVNFWA and IVNFWG operators, respectively. Finally, a case study of selecting an agricultural socialization service provider is analyzed to illustrate the practicality and effectiveness of the developed two approaches.

Fractional programming methodology for multi-attribute group decision-making using IFS

Owing to more vague concepts frequently represented in decision data, mathematical objects introduced by K. T. Atanassov and studied under the name "intuitionistic fuzzy set'' (IFS) are more flexibly used to model real-life decision situations. The aim of this paper is to develop a new methodology for solving multi-attribute group decision-making problems using IFS, in which multiple attributes are explicitly considered. In this methodology, for each decision maker in the group two auxiliary fractional programming models are derived from the TOPSIS to determine the relative closeness coefficient intervals of alternatives, which are aggregated for the group to generate the ranking order of all alternatives by computing their optimal degrees of membership based on the ranking method of interval numbers. Novel Cross-Entropy Based on multi-attribute group decision-making with Unknown Experts' Weights Under Interval-Valued Intuitionistic Fuzzy Environment

This paper studies the multi-attribute group decision-making problems with unknown experts' weights under interval-valued intuitionistic fuzzy environment. First, in order to provide more flexibilities for decision-makers in actual decision-making problems, a novel cross-entropy measure with parameter of interval-valued intuitionistic fuzzy set (IVIFS) based on J-divergence is proposed. The novel cross-entropy measure can obtain more flexible and practical optimal ranking results by adjusting the parameter. Then, by using the designed cross-entropy measure, two models are established to obtain experts' weights, which consider the influence of experts' experience and professional knowledge on experts' weights. Finally, two examples are provided to illustrate the effectiveness and applicability of optimizing the group decision-making approach. (C) 2020 The Authors. Published by Atlantis Press B.V.
