Resource allocation and target setting: a CSW-DEA based approach

Resource allocation and target setting is part of the strategic management process of an organization. In this paper, we address the important issue of "optimally" allocating additional resources to the different operating units. Three different managerial interpretations of this question are presented, differing on the assumptions on the expected output increases. In each case, using multiplier data envelopment analysis (DEA) models and common set of weights (CSW), a new procedure for resource allocation and target setting is proposed. The proposed approach is innovative in its use of CSW and multi objective optimization, both of which are consistent with the centralized decision making character of the problem. The validity and usefulness of the proposed CSW-DEA models is shown using different datasets.

Economies are constrained by a variety of economic, social, and political factors to attempt a reduction in environmental impacts such as global warming. While improvements in technology are commonly the expected general solution, lifestyle changes and modifications on consumption are also necessary to effectively reduce pollution. Such regulations may modify production activities, thus altering economic and social stability. Therefore, analyses need to consider numerous different aspects to locate suitable sectors in the economy in which emission reduction can be accomplished with the least socio-economic impact. Through an extended input-output analysis, this paper gives an insight into the intricate relationship of the sectors of an economic region and their respective greenhouse gas (GHG) emissions. Taking both a producer and a consumer-based perspective, sectors are analysed and categorised through various socio-economic and environmental indicators. The descriptive approach discerns between emission inventories of production activities and embodied emissions of consumption patterns, thus assigning a different responsibility to the carbon footprint of industrial activities. Further, an innovative multi-objective optimisation model is developed with consideration of Gross Domestic Product (GDP), GHG emissions, and employment. This methodology enables mapping an optimised space of scenarios for emission reduction through consumption limitation with a minimal socio-economic loss. The Australian economy was used as a case study. Results show a substantial difference in the allocation of emissions from a producer and a consumer perspective, indicating that many sectors rely on a small number of emissions-intensive sectors for their activities. Through the optimisation, all possible emission reductions are linked to consumption limit scenarios of minimised economic and employment losses. A multi-objective approach to determine alternative targets in data envelopment analysis

The choice for radial projections of classic data envelopment analysis (DEA) models, resulting in a number of projections onto the Pareto-inefficient portion of the frontier, has been seen lately as a disadvantage in DEA. The search for a non-radial projection method resulted in developments such as preference structure models. These models consider a priori preference incorporation, using weights in the search for the most preferred efficient target, although presenting some implementation difficulties. In this paper, we propose a multi-objective approach that determines the bases for a posteriori preference incorporation, through individual projections of each variable ( input or output) as an objective function, thus allowing one to obtain a target at every extreme-efficient point on the frontier. This multi-objective approach is shown to be equivalent to the preference structure models, yet presenting some advantages, such as the mapping of the possible weights, assigned to partial efficiencies of an observed unit, in order to reach a specific target.

As we are faced with more uncertainty problems in the real world, it is necessary to provide models that can provide appropriate solutions for dealing with these issues. In this study, we proposed a new approach to solving linear programming problem in the fuzzy environment based on solving a related multi-objective model. This kind of problem can be reduced to a fuzzy linear semi-infinite programming problem. In this way, we present a new mixed multi-objective linear Semi-Infinite programming (MOLSIP) model to solve the main problem, furthermore, as a practical case, we consider a fuzzy Data Envelopment Analysis (DEA) model which is a concern to an evaluation of the performance of Decision-Making Units (DMUs) in uncertainty environment, The new models show the advantage of our method over the previous ones in terms of certainty. Finally, numerical examples are included to illustrate the suggested solution procedure.

In this paper, we build a new queuing algorithm based on multi-objective linear programming about the ophthalmic hospital sickbeds arrangement. In the new algorithm we divide the traditional queue into four subqueues depending on the different treatment of diseases and following the law of FCFS. We find a random day for reference and count the data of this day, and then we focus on the arrangement of the next day, which means to choose how many patients from each of the four subqueues to be settled into hospital in the next day. Considering the fair principle, the utilization of sickbeds, and the waiting time of the patients, we found an objective function with several constraint conditions to calculate the arrangement of the next day. In order to simplify the constraint conditions, we transfer the length of the queues into the waiting time of patients and finally get the result through programming by Lingo software.

Life cycle based multi-criteria optimization for optimal allocation of commercial delivery truck fleet in the United States

Parcel delivery trucks, due to their intensive stop-and-go operational patterns, have relative lower fuel efficiency and higher environmental impacts to urban areas. The adoption of alternative fuel trucks may mitigate the environmental impacts, however, the first cost of these trucks is higher than those of traditional diesel trucks. To this end, based on environmental, social, and economic indicators, a model that provides optimized solutions for a fleet consists of 30 commercial delivery trucks is studied in this paper. An economic input-output based hybrid life cycle assessment is performed in conjunction with multi-objective linear programming to evaluate various delivery truck fleet combinations and to provide a comprehensive analysis of fleet performance. Furthermore, six specific scenarios, representing different utilization levels and fuel economy levels, have been taken into consideration to reflect the sensitivity of fleet performance with respect to real word operation. The performances of the vehicles are evaluated based on three criteria: economic aspects, environmental concerns, and public health impacts. Furthermore, the results are considered from two perspectives, the first being a case in which no constraints are taken into account, and the second case being considered under tailpipe emission constraints. The results indicate that when fuel economy is high and annual mileage is low, current diesel trucks are able to fulfill the requirement in both cases with reasonably low costs. Conversely, in scenarios with low fuel economy and high utilization levels, hybrid vehicles are preferred. However, the optimization model selects more electric trucks when tailpipe emission constraints are accounted.

The scale and distribution of electric multiple unit maintenance base are important to improve the efficiency and capacity of high-speed railway network, but it is less studied in previous papers. On the basis of studying foreign experiences of distribution of electric multiple unit maintenance base, and examination and repair method, the paper analyzes the characteristics and affecting factors of maintenance base in China. With analytic hierarchy process, a comprehensive evaluation model is established for selecting candidate cities as locations of maintenance base. The result is obtained with expert scoring method. With the result, a multi-objective linear programming model is constructed for solving the problem of distribution of maintenance bases The model is solved with some hypothetical data and some reasonable conclusions are obtained. Therefore, the method for determining the scale and distribution of electric multiple unit maintenance bases is applicable.

Optimizing blood assignment in a donation–transfusion system

A multi-product, multi-period, multi-objective linear programming model has been built as a contribution to good management of a blood donation–transfusion system in order to determine the best assignment of blood resources to demand, which minimizes the quantity of blood imported from outside the system and stabilizes the quantities assigned daily. The model has been applied to the Italian Red Cross (CRI) blood donation–transfusion system in Rome and to each hospital belonging to such a system, producing interesting results. Ecological restoration of degraded wetland ecosystem can be achieved by planning experts according to ground investigation, but with low efficiencies. We report that satellite sensors, maximizing ecosystem service values and minimizing ecological restoration cost improve ecological restoration efficiency. In particular, multi-objective linear programming (MOLIP), an optimal programming, improves ecological restoration efficiency by more than 250% in the return on investment of ecological restoration, using TM satellite as area sensors. MOLIP also enables efficient introduction of ecological restoration management without introduction of planning experts and ground investigation.

The integrated circular economy model of farming and stock raising(ICEMFSR)has attracted increased attention as an effective model for solving the current irrational allocation of agricultural resources and realizing the agricultural value-added industrial *** study uses emergy analysis to comprehensively examine and evaluate the economic benefits,environmental pressures,and sustainable development levels of ICEMFSR in Shucheng County,*** results show that the ICEMFSR possesses the value of popularization with optimally allocated resources in the studied region,in which the emergy yield ratio(EYR),emergy loading ratio(ELR),and emergy sustainable index(ESI)in this model accounted for 3.59,1.25,and 2.89,*** result indicates a leading position in the national agricultural ***,this study constructs a new model based on the coupling of emergy evaluation and multi-objective linear programming to study ***,the EYR,ELR,and ESI respectively varied by +24.23%,10.40%,and +38.06%after replanning of *** variation implies a significant improvement in the sustainable development level of the *** addition,the optimized scenario design for key substances is proposed based on traceability and the reduce-reuse-recycle principle,including biogasification of crop straw and enhancement of crop scientific planting capacity.
