MAKING IT HAPPEN IN A DEPOSITORY LIBRARY - THOSE PESKY CD-ROMS

CD-ROMs, when first distributed through the Government Printing Office's depository library program, overwhelmed the Government Documents/ Microforms Department of Georgetown University's Lauinger Library. In an effort to incorporate the format into public services, library administration committed substantial resources to overcome technical and financial barriers, and the depository adopted a strategy of accomplishing one activity at a time. Confidence increased, and staff's comfort and experiences with electronic products led to experimenting with automated information technologies. Two lessons were learned providing public access to electronic information requires perseverance and a determined willingness to commit resources;and, success breeds success.

NETWORKING CD-ROMS - AN EVALUATION WITH IMPLICATIONS FOR IMPROVING SERVICE

An evaluation of a CD-ROM wide-area network was undertaken at the University of Pittsburgh Libraries. The authors interviewed reference staff on their use of and satisfaction with the network, polled student assistants on the type and amount of assistance they offer users, surveyed users to gauge their satisfaction with the network and CD-ROM searching, and analyzed computer-generated reports of users' search strategies. The authors discuss the findings and plans for future enhancements to the CD network.

INFORMATION DISTRIBUTION PRACTICES OF FEDERAL STATISTICAL AGENCIES - THE CENSUS BUREAU EXAMPLE

U.S. government agencies collect statistical data either under a Constitutional mandate (as in the case of the decennial census) or by legislative mandate or administrative decree. The preeminent example is the Bureau of the Census which, for the 1990 decennial census, collected and distributed some 50 gigabytes (the equivalent of over 100 CD-ROMs) of data, if digitized map boundaries are included. Some major agencies producing public statistics include the Bureau of Labor Statistics, Social Security Administration, Bureau of Economic Analysis, Energy Information Administration, Departments of Education and Agriculture, and National Center for Health Statistics. The pricing and distribution practices of these agencies vary widely, with some agencies encouraging widespread distribution of data and others looking on distribution to the public as not within their mandate. This article elucidates issues of reasonable distribution policies and adaptation to technological change of such agencies by focusing on the distribution activities, both currently and historically, of the Bureau of the Census.

The electronic information services market in Europe is not at all a homogenous market as it is in the United States. The European market is fragmented by different languages and technical, legal, and administrative barriers. Therefore, in July 1988, the Comission of the European Communities initiated an information Market Policy Action (IMPACT) program to promote a common European market. The Information Market Observatory (IMO) is a part of this program that aims to improve the understanding of the market. Thus, the IMO conducts a user and executive panel survey, as well as a host and database provider survey. The IMO also procures market studies and maintains an in-house market information database. Workshops provide a forum for wider interaction with the information services market players. The results of all these activities are made public through the IMO's annual report and a series of IMO working papers.

The acquisition of CD-ROM products for the local area network environment presents several new challenges to the acquisitions function. Subscription and pricing options vary widely, licensing issues complicate and extend the order process, and the library's local area network application must be clearly understood and defined. The author presents an analysis of these issues as they impact the role of the acquisition librarian.

SCENARIOS FOR THE DEVELOPMENT OF EDUCATIONAL HYPERMEDIA

This paper describes the typical types of cooperation which allow publishers, electronic and software companies to share expertise and resources while developing hypermedia. (S)GML is proposed as an effective and flexible way to describe semantic attributes between the concept entities in the hypermedia resources. It gives the opportunity to describe the meaning of concept relations at a declarative level without actually changing the information itself. The preparation of hypermedia programs for CD-I, CD-ROM(XA) and CDTV is described in six preliminary steps, adding meta-information by domain experts and secondary authors. After these steps, eight phases of multimedia production are distinguished. The role of a hypermedia tool in these eight phases is essential. It should primarily relieve the hypermedia developer from keeping track of all the assigned relations in the hypermedia database. The technique of (S)GML-based design is of importance to those projects which prefer to be generic for all types of media such as CBT (computer-based training), books, hypermedia or combinations of the three.

The National CD-ROM Sampler is a collection of significant Extension material collected from across the United States, and was a project requested by the National Agricultural Library (NAL) and the Extension Service/United States Department of Agriculture (ES/USDA0 to investigate and evaluate the use of CD-ROM technology as a means for storing and distributing Extension-related information. This article recounts the experiences of the Interactive Design and Development (IDD) staff in producing the Sampler. Also included are major evaluation findings from the project and recommendations sent forth to NAL and ES/USDA. © 1993 Taylor & Francis Group, LLC.

ONLINE SEARCHING AND CD-ROM IN BRITISH SCHOOLS

In recent years, there have been a number of research projects, carried out under the auspices of the British Library with a brief to investigate ways in which new technology could be used effectively in schools and then to disseminate this information to a wider audience. Two such projects were reported in 1990: CD-ROMs in School Libraries and Wider Horizons. Online Information in Schools. School use of PRESTEL, CAMPUS 2000, NERIS and ECCTIS is discussed, and the implications of these online services and CD-ROM products considered. A report is given on the CHI RP project (Computer Hotline for Information Re-Packaging), designed by the author and a colleague, to teach information skills in a way that was motivating to pupils and relevant to the 1990s.
