The electronic information services market in Europe is not at all a homogenous market as it is in the United States. The European market is fragmented by different languages and technical, legal, and administrative barriers. Therefore, in July 1988, the Comission of the European Communities initiated an information Market Policy Action (IMPACT) program to promote a common European market. The Information Market Observatory (IMO) is a part of this program that aims to improve the understanding of the market. Thus, the IMO conducts a user and executive panel survey, as well as a host and database provider survey. The IMO also procures market studies and maintains an in-house market information database. Workshops provide a forum for wider interaction with the information services market players. The results of all these activities are made public through the IMO's annual report and a series of IMO working papers.

As part of the National Information Infrastructure, the U.S. federal government is establishing a Government Information Locator Service (GILS). GILS will identify and describe public information resources throughout the federal government and provide assistance in obtaining the information. It will be decentralized and will supplement other agency and commercial information dissemination mechanisms. The public will use GILS directly or through intermediaries, including the Government Printing Office and the National Technical Information Service, as well as federal depository libraries, other public libraries, and private sector information services. Direct users will have access to a GILS Core accessible on the Internet without charge. Intermediate access may include kiosks, 800 numbers, electronic mail, bulletin boards, FAX, and offline media such as floppy disks, CD-ROM, and printed works. GILS will use network technology and the American National Standards Institute Z39.50 standard for information search and retrieval so that information can be retrieved in a variety of ways. Direct users may have access to many other major federal and nonfederal information resources, linkages to data systems, and electronic delivery of information products. An Office of Management and Budget Bulletin in 1994 will provide implementing guidance to agencies. The National Institute of Standards and Technology will also establish a Federal Information Processing Standard specifying a GILS Profile and its application for agencies establishing information locators.

Discussion of the role and status of academic libraries in China focuses on automation efforts. Microcomputer-based applications are described; problems are discussed; and technological advances are considered. The concept of the electronic workstation for the information specialist an/or client or user of information services has been made possible by various recent developments in information technology. These include the availability of fast, hi-tech local networks;interface capabilities to connect these to wide area (digital) networks;large, commercially-available source and referral databases: local online systems such as CD-ROM databases;and integrated and intelligent software with which relevant information may be downloaded and repackaged. Reasonably-priced, high-speed microcomputers, with which these electronic facilities may be accessed, are now a common phenomenon. The term 'knowledge gateways' is already in use. This paper addresses the challenges of the information specialist of today to utilise fully the processing and communication power of the electronic workstation to deliver information services to the right client, at the right time, in the right format and at the right cost. Various studies have already described how information technology (IT) has been used to integrate or centralise various information sources. However, knowledge on the skills and intellectual input needed by the information specialist to implement IT effectively, must still be investigated fully. Topics to be covered in this paper refer not only to extensive, new developments aimed at creating infrastructures and facilities to achieve integration at workstation level, but also to negative issues, such as the shortcomings of tertiary training programmes, ineffective or even non-existent in-service training, lack of awareness of how to use IT. and lack of motivation among senior staff. The emphasis will be, apart from international trends, on the South African scene, with special reference to the academic or university environment.
