Existing quantization parameter (QP) adjustment methods in video coding often focus solely on coding efficiency and ignore the impact of bit-rate fluctuations on video transmission and bandwidth waste. This is mainly because intra pictures, in a hierarchical coding structure, are allocated smaller QP and thus consume more bits. To address this issue, we propose an adaptive block-level QP adjustment method. Specifically, intra picture importance (IPI) is first introduced to evaluate the adjustability of intra picture QP. For intra pictures whose QP can be adjusted, we further propose block importance (BI) to determine their optimal block-level QP adjustment. Experimental results show that our proposed method reduce the bit-rate fluctuations while basically maintaining the coding performance. Notably, significant improvements can be observed in high-resolution videos, with a reduction of approximately 11% in bit-rate fluctuations.

In this paper, a novel two-pass rate control scheme is proposed to achieve a consistent visual quality media for variable bit rate (VBR) video streaming. The rate-distortion (RD) characteristics of each frame is used to establish a frame complexity model, which is later used along with statistics collected in the first-pass to derive an optimal quantization parameter for encoding the frame in the second-pass. The experimental results demonstrate that the proposed rate control scheme significantly outperforms the existing rate control mechanism in the Joint Model (JM) reference software in terms of the Peak Signal to Noise Ratio (PSNR) and consistent perceptual visual quality while achieving the target bit rate. Further, the proposed scheme is validated through implementation on a miniature test-bed.

quantization in video coding plays an important role in controlling the bitrate of compressed bitstream to adjust with the allowed bandwidth of delivery networks and storage. Since Scalable Video Coding (SVC) being currently standardized exhibits highly dependent coding nature not only between frames but also lower and higher layers, we propose a dependent quantization scheme for SVC and compare its performance in visual qualities and bitrates with the current technique in JSVM reference software. The experimental results show that the dependent quantization outperforms the current technique in JSVM reference software with 0.5 similar to 1.25 dB PSNR increment or 5 similar to 20% bits saving for the enhancement layer of SVC.

Saliency represents the probability of human attention over the image therefore is important in understanding the importance of different areas in the image. In this paper, we consider how to utilize the saliency information in HEVC video coding. The graph-based visual saliency is incorporated with the quantization control in HEVC to reduce the bit rate of compressed video by using larger quantization parameter for the coding unit which has lower probability of attention. As shown in our experiments, the proposed method achieves up to 12% bit rate reduction without perceptual quality loss.

In the transport sector, the rapid development of applications in communications and information technologies has led to the evolution of the intelligent transportation system (ITS). For sustainable development of road transport and traffic management, ITS played a vital role, especially in traffic efficiency and safety. However, with better road infrastructure, the growing number of vehicles on the road, and fast-track highways, vehicle detection in real-time is an important and challenging task. The real-time vehicle detection systems must distinguish and find vehicles in foggy, cloudy, and rainy environments, as these environmental conditions may reflect the noise effect in the captured videos. Therefore, in this work, the effect of video quality on object detection in self-driving scenarios is analyzed and tested. Deep learning algorithms, ResNet and YOLO, trained with high-quality video streams, are used for object detection in lower quality video streams. In this regard, the video quality is reduced with the increase in the quantization parameter using H.264, by the addition of Gaussian noise, and by introducing motion blur. Following this, the encoded videos are processed for vehicle detection, and it is found that with an increase in quantization parameters the effect on vehicle detection is negligible. In the degraded video through the Gaussian noise, the vehicles' detection fails above 1.5 dB added noise, while in the case of motion blur the detection failed when the motion blur exceeded 53 %.

In the era of COVID-19 pandemic, videos are very important to the billions of people staying and working at home. Two-pass video encoding allows for a refinement of parameters based on statistics obtained from the first pass. Given the variety of characteristics in user-generated content, there is opportunity to make this refinement optimal for this type of content. We show how we can replace the traditional models used for rate control in video coding with better prediction models with linear and nonlinear model functions. Moreover, we can utilize these first-pass statistics to further refine the traditional encoding recipes that are typically used for all input video sequences. Our work can provide much-needed bitrate savings for many different encoders, and we highlight it by testing on typical Facebook video content.

A highly adaptive deblocking algorithm is proposed for MPEG video in this research. In comparison with previous work in this area, the proposed deblocking filter improves in three aspects. First, the proposed algorithm is adaptive to the change of the quantization parameter (QP). Since blocking artifacts between two blocks encoded with different QPs tend to be more visible due to quality difference, filters should be able to adapt dynamically to the QP change between blocks. Second, the proposed algorithm classifies the block boundary into three different region modes based on local region characteristics. The three modes are active, smooth and dormant regions. The active region represents a complex region with details and high activities while the smooth and the dormant regions refer to moderately flat and extremely flat regions, respectively. By applying different filters of different strengths to each region mode, the proposed algorithm can minimize the undesirable blur so that both subjective and objective qualities improve for various types of sequences at a wide range of bitrates. Finally, the proposed algorithm also provides a way to determine the threshold values. The proposed adaptive deblocking algorithms require several thresholds in determining proper region modes and filters. Since the quality of image sequences after filtering depends largely on the threshold values, they have to be determined carefully. In the proposed algorithm, thresholds are determined adaptively to the strength of the blocking artifact and, as a result, to various encoding parameters such as QP, absolute difference between QPs, the coding type, and motion vectors. It is shown by experimental results that the proposed algorithm can achieve 0.2-0.4 dB gains for I- and P-frames, and 0.1-0.3 dB gains for the B-frarne when bit streams are encoded using the TM5 rate control algorithm.

The joint temporal-spatial rate control problem was examined in [1] to achieve proper temporal-spatial quality trade-off. Theoretical analysis and the performance benchmark of several optimal/suboptimal algorithms were presented. However, the high computational complexity of these solutions prevents them from being used in practical applications. To address this problem, good rate-distortion (R-D) models used to approximate empirical R-D curves are developed in this work. The complexity caused by actual encoding is reduced so that the process of finding the optimal/suboptimal solutions is significantly expedited. Different approximating R-D models are proposed for INTRA, INTER and skipped frames, respectively, by considering both coding and interpolation dependencies among successive frames. Simulation results show that the approximation error of the proposed R-D models are very small, which results in small degradation of coded video quality.

An improved rate control strategy is proposed, which allocates the target number of bits at first on picture layer. And then different types of pictures respectively are processed on the basis of frondose picture characteristics when each frame is coded. Finally a quantization parameter is selected for each macroblock with different characteristics in a coded frame. As a result, the number of bits for each frame picture is allocated more reasonably, and the subjective and objective quality of the picture constructed at the decoding end can be raised, especially in some important detailed parts. The experiment shows that this rate control strategy can effectively avoid the overflow and underflow of the encoder buffer, and the output bit rates incline to stabilization.

The new video coding standard H.264/AVC employs the rate-distortion optimization (RDO) method for choosing the best coding mode. However, since it increases the encoder complexity tremendously, it is not suitable for real-time applications, such as IPTV broadcasting services. Therefore we need a fast mode decision algorithm to reduce its encoding time. In this paper, we propose a fast mode decision algorithm considering quantization parameter (QP) because we have noticed that the frequency of best modes depends on QP. In order to consider these characteristics, we use the coded block pattern (CBP) that has "0" value when all quantized discrete cosine transform (DCT) coefficients are zero. We also use both the early SKIP mode and early 16x16 mode decisions. Experimental results show that the proposed algorithm reduces the encoding time by 74.6% for the baseline profile and 72.8% for the main profile, compared to the H.264/AVC reference software.
