This paper offers an introduction to a new paradigm for resampling filters (both downsampling and upsampling filters), with an emphasis on a new performance metric - the roundtrip (down, up) high resolution reconstruction quality. Existing philosophy in the construction of resampling filters is to design them individually to minimize aliasing artifacts caused by the resampling process. The net result of a roundtrip high-to-low-to-high resolution reconstruction while using such filters certainly minimizes aliasing, but misses an important opportunity -- to capture more information in the lower resolution signal which, though aliased, can contribute to higher quality reconstruction when paired with an appropriately designed upsampling filter. While the criterion of high-resolution reconstruction quality is not new, alias control has been so heavily emphasized to date that surprisingly little work has been done in the literature to specifically address this important metric. We provide a setting for this new theory in the context of Laplace Pyramids, and develop specific resampling filters that outperform previous state-of-the-art filters in our context. Our filters were first developed and proposed in the course of the ISO/ITU Joint Video Team's scalable Video coding (SVC) standardization project.

Recent work has highlighted the importance of incorporating geometry information into the compression of depth maps. In prior approaches however the geometry information is not resolution scalable nor amenable to embedded coding. In this paper we propose a novel compression strategy for depth maps that incorporates geometry information while achieving the goals of scalability and embedded representation. Our scheme involves two separate image pyramid structures, one for breakpoints and other for sub-band samples produced by a breakpoint-adaptive transform. Breakpoints capture geometric attributes and are amenable to scalable coding. We develop an R-D optimization framework for the breakpoint data. We also use a variation of the EBCOT scheme to produce embedded bit-streams for both the breakpoint and sub-band data, allowing them to be independently and incrementally sequenced based on R-D considerations.

In this paper, we present a 6.8-32 kbit/s scalable speech and audio coder using a modified-discrete-cosine-transform (MDCT)-based bandwidth extension on top of a 6.8 kbit/s code-excited-linear-prediction (CELP) coder. The proposed coder comprises a 6.8 kbit/s narrowband CELP as its core-layer and eight enhancement layers with the bitrates of 0.8, 1.2, 3.2, or 4.0 kbit/s. After encoding of a narrowband signal by the core-layer, the first enhancement layer extends the bandwidth of a narrowband decoded signal, and the other enhancement layers increase the fidelity of an extended wideband signal or robustness against frame erasure conditions. Subjective evaluation test results demonstrate that the proposed coder outperforms G.729.1 for music signals at 16 and 24 kbit/s in particular with competitive or even better performance in other conditions like clean speech, background noise, and frame erasure.

We identify an issue in multi-task learnable compression, in which a representation learned for one task does not positively contribute to the rate-distortion performance of a different task as much as expected, given the estimated amount of information available in it. We interpret this issue using the predictive V-information framework. In learnable scalable coding, previous work increased the utilization of side-information for input reconstruction by also rewarding input reconstruction when learning this shared representation. We evaluate the impact of this idea in the context of input reconstruction more rigorously and extended it to other computer vision tasks. We perform experiments using representations trained for object detection on COCO 2017 and depth estimation on the Cityscapes dataset, and use them to assist in image reconstruction and semantic segmentation tasks. The results show considerable improvements in the rate-distortion performance of the assisted tasks. Moreover, using the proposed representations, the performance of the base tasks are also improved. Results suggest that the proposed method induces simpler representations that are more compatible with downstream processes.

In this paper, a coefficient-parameter reduction method is proposed for invertible deinterlacing with variable coefficients. Invertible deinterlacing, which the authors have developed before, can be used as a preprocess of frame-based motion picture codec, such as Motion-JPEG2000 (MJP2), for interlaced videos. When the conventional field-interleaving is used instead, comb-tooth artifacts appear around edges of moving objects. On the other hand, the invertible deinterlacing technique allows us to suppress the comb-tooth artifacts and also to recover an original picture on demand. As previous works, the authors have developed a variable coefficient scheme with a motion detection filter, which realizes adaptability to local characteristics of given pictures. When applying this deinterlacing technique to an image codec, it is required to send coefficient parameters to receivers for original picture recovery. This work proposes a parameter decimation technique and shows that this reduction approach can be achieved without significant loss of comb-tooth suppression capability and improves the quality at high bit-rate decoding.

ITU-T has selected the candidate submitted by Ericsson, Nokia, Motorola, VoiceAge, and Texas Instruments as the baseline for the ***-VBR coding standard. ***-VBR is an embedded scalable speech codec that uses state-of-the-art technology to provide the most efficient encoded speech available for various real-time applications. EV-VBR encodes both narrowband (NB) and wideband (WB) speech signals starting at 8kbps. Near perfect wideband representation is achieved at 32kbps for all signal types. The bit stream is divided into five robust layers, providing sufficient granularity, in particular for VoIP applications. In addition, an extension to the codec will provide super-wideband and stereo capability by adding layers to the codec. Extensive listening tests were conducted during the ITU-T selection phase to support selection of the best-performing candidate. The selected EV-VBR candidate passed 69 of 70 required and 25 of 28 objective terms of reference [1].

Image information service systems have been actively developed. It takes, however, very long transmission time for a multilevel image over narrow band channel, because the image information has a large amount of data. A variety of progressive or scalable transmission schemes have been proposed to reduce this disadvantage, which enable the receivers to recognize the image contents at the earlier transmission stage. Among these scalable transmission schemes, there are some schemes in which use bit plane coding techniques. These schemes have good performances because the resolution or the number of multi-levels can be improved independently. However, the effects of the half-tone representation at the earlier transmission stages are not good because of using the natural binary planes. In this paper, we propose a new scalable and lossless transmission method of multi-level images using the minimized average error method, which gives good quality of the half-tone reproduction. The simulation results show that our method gives good image quality at the first stage of the transmission.

In human visual system the spatial resolution of a scene under view decreases uniformly at points of increasing distance from the point of gaze, also called foveation point. This phenomenon is referred to as foveation and has been exploited in foveated imaging to allocate bits in image and video coding according to spatially varying perceived resolution. Several digital image processing techniques have been proposed in the past to realize foveated images and video, In most cases a single foveation point is assumed in a scene[1-3]. Recently there has been a significant interest in dynamic as well as multi-point foveation. The complexity involved in identification of foveation points is however significantly high in the proposed approaches [4-5]. In this paper, an adaptive multi-point foveation technique for video data based on the concepts of regions of interests (ROIs) is proposed and its performance is investigated. The points of interest are assumed to be centroid of moving objects and dynamically determined by the foveation algorithm proposed. Fast algorithm for implementing region based multi-foveation processing is proposed. The proposed adaptive multi-foveation fully integrates with existing video codec standard in both spatial and DCT domain.

This paper presents an efficient approach for supporting wireless interactive multimedia streaming services. One of the main goals of wireless video interactive services is to provide priority including dedicated bandwidth, controlled jitter (required by some real-time and interactive traffic), and minimum additional resources on the load on the server and the decoder complexity. The proposed method is based on storing multiple differently encoded versions of interactive video streams at the server. The corresponding video streams are obtained by encoding the original uncompressed video file as a sequence of I-P(M) frames using different GOP pattern. Mechanisms for controlling the interactive request are also presented and their effectiveness is assessed through extensive simulations. Wireless interactive video services are supported with a minimum of additional resources on the server load, network bandwidth, decoder complexity and acceptable visual quality at the wireless client - end.

In this paper, we present a wireless video streaming system that securely and efficiently streams video to the heterogeneous clients within the home network, over time-varying communication links. We study the problem of secure and efficient video streaming over an IEEE 802.11e based wireless network and also address the issues concerning digital rights management (DRM). The importance of fine granularity scalability - moving picture experts group - 4 (FGS-MPEG-4), a form of scalable video formats is discussed and its characteristics are exploited for efficient and secure video streaming. We have evaluated our proposed technique via NS2 based simulations and found that keeping the base layer encrypted and giving it a higher priority do not only fulfill the requirements of the DRM, but also help improve the overall quality of service (QoS). These findings are significant because they give the content providers a high level of security and also enhance the viewing experience of the mobile users.
