In the discussions about urban road pricing, parking pricing has mostly been treated as a separate issue, although parking is a component of every trip. This paper describes a system, using only the hardware needed for cordon pricing, based on information from all cars travelling in a zone, that allows separation of the time needed to drive through a zone in current traffic conditions, thus providing, by subtraction from the total time spent in the zone by each car, the time spent parking. This allows separate cost functions for circulation and parking, and increases flexibility of traffic management through pricing.
