This study presents a comparative analysis of the concept of fiscal sustainability based on the methodologies developed by international institutions and its meaning in practice of the various European countries and beyond. Synthesizing, the various modalities to define fiscal sustainability based on inter-temporal budget constraint are: stability, solvability, liquidity, vulnerability, capacity and willingness to sustain all the obligations assumed by the governments on long term, consistency, safety, equilibrium, fiscal criterions imposed by Maastricht Treaty.

The use of the Prony algorithm in a predictive RAKE receiver has been proposed, and it has been found that these predictive RAKE receivers perform particularly well at high Doppler frequencies as compared with similar receivers using alpha-trackers. Predictive RAKE receivers using the Prony algorithm would therefore be particularly effective for mobile communications involving high vehicle velocities or low sampling frequencies. It has also been found that the number of data points correctly decoded before the first error burst is very sensitive to the amount of noise on the taps, so that performance may be enhanced further if a way can be found of quantifying the value of the SNR on the taps during the training period, enabling the intervals between training periods to be optimised for a given level of performance demanded.

Methane is a powerful greenhouse gas and several organizations in multiple countries are taking significant steps toward sharply reducing emissions from the oil and gas sector [1] [2]. A large portion of such emissions come from a small fraction of "super-emitting" sources. Airborne infrared hyperspectral imaging can visualize and quantify these emissions and gas leaks under various environmental conditions and industrial contexts. The capabilities of the Telops airborne-based methane emission detection system was demonstrated in multiple controlled releases with methane flow rates varying from 3 to 55 m(3)/h. Results show that the system is able to detect methane emission rates as low as 3 m(3)/h (1968 g/h or 2543 ft(3)/day). This is in good agreement with performance simulations. The system's detection limit depends on atmospheric parameters such as wind speed, humidity and thermal contrast. Emission rate quantification accuracy depends on the wind measurement accuracy, the fit of the results show a parity slope of 0.99 (R-2 = 0.89), thus very good agreement between commanded leak rate and retrieved leak rate.

To realize images high speed and real-time transfer, the high speed USB2.0 interface which is based on TMS320DM642'sHPI and the CY7C68013A'sGPIF was designed. The projects of the hardware interface, firmware and application program were also presented. The interface implements the Bulk transfer mode, which makes the throughput meet requirement. The system makes the lossless transfer of the images possible, write speed of which is up to 30.7MB/s and read speed is up to 25.6MB/s. The result shows the design can meet powerful data transfer requirements.
