This paper presents a method to improve the short-term wind power prediction at a given turbine using information from numerical weather prediction (NWP) and from multiple observation points which correspond to locations of nearby turbines at a particular wind farm site. The prediction of wind power is achieved in two stages;in the first stage wind speed is predicted using our proposed method. In the second stage, wind speed to output power conversion is accomplished using our proposed power curve (PC) model based on the historical wind speed and power observations at the given wind farm. The proposed wind power prediction method is tested using real measurements and NWP data from one of the wind farm sites in Australia. The performance is compared with the persistence and Grey predictor model in terms of the mean absolute percentage error. The analysis and simulation results demonstrate that the proposed approach gives better performance.

Today's legislation lags behind the needs and practices of the Internet, electronic governance and digital economy in general. It is widely believed that enhancement of the legal system with IT to facilitate law-making and law enforcement can contribute to improvement of business and social environment, as well as people's quality of life. Our paper is a study of foundations and means for building Legal Knowledge-Based Systems and transition to the so-called computational law. Particularly, we outline the application of legal and regulatory documents indexing technologies for legal language processing (LLP) and construct domain ontology for real estate legislation. The implementation of the approach may decrease the number of errors, over-complexities and ambiguities in legal texts, allow automated search for relevant documents, and categorize complicated legal relations. These should save the practitioners from spending too much time on routine tasks, simplify decision-making in law enforcement and reduce the subjectivity, and ultimately contribute to creating uniform and consistent legislation.

Distributions of emission centers (ECs) on planar explosive emission dielectric (velvet) cathodes at moderate electric fields of 30-70kV/cm and pulse durations of similar to2mus with the use of a fast framing camera have been investigated. The experimental results suggest a link between the ECs distribution and current conduction paths through which the electron current is supplied to the cathode plasma. On bare velvets, the surrounding metal electrode was shown not to be of primary importance for the current conduction, instead, the current is supplied to explosive emission plasma mainly through the base of the velvet fabric. A development of a circle of brighter and larger ECs along the perimeter of the cathode was normally observed shortly after the beginning of the high voltage pulse. These ECs were found to be a major factor in the diode perveance growth and instability. Domination of the ECs on the cathode periphery has been suppressed by adding a pattern of well defined current conduction points, e.g. perforations of the velvet fabric, to the cathode design.

In the last decade, data analysis and visualization have become increasingly essential in goal sports such as basketball, soccer, and rugby. Furthermore, in these goal sports, tracking systems have been widely used to obtain player and ball tracking data. Against this backdrop, several simulation-based methods have been proposed to generate informative data from player and ball tracking data of basketball matches, which are aimed to help fans, including viewers of match broadcasting or streaming, better understand plays and tactics. Among these methods, one involves a simulation- and optimization-based method for computing optimal dribbling routes to scoring areas in basketball. However, there was potential for further improvement. This study aims to improve this method by incorporating enhancements related to both a cost function for dribble routes and shootable areas. Additionally, this enhanced method is validated by using player and ball tracking data from the National Basketball Association (NBA).
