Streaming media refers to the media format transmitted on the Internet by the way of streaming transmission; its appearance provides new means for video and audio publishing and transmitting on the Internet. Developing network course based on the streaming media solves the problem of continuous and quickly playing teaching videos and audios on Internet to serve for online learning. This paper talked about the network course and the advantage of using streaming media technology in network course, and conducted comparative analysis on several streaming video formats, then provided strategies of how to select streaming media in developing network course.

The main purpose of public organisations is to serve the citizens by executing the electoral mandate and mission, and thus creating values for the stakeholders. The key to the success of public organisations is to create the maximum value for the main stakeholders with simultaneous maintenance of the costs at a reasonable level. It is not an easy task due to the limited resources allocated for satisfying public needs, growing social expectations, increase in the scepticism towards public institutions and strong emphasis on providing public services at a level that is satisfactory for the stakeholders. Public organisations are not able to execute their tasks, create public value and effectively react to changes in the surroundings without devoting due attention to their resources. The resources are understood as a collection of all assets, skills, competencies, processes, characteristics, information, knowledge and many other elements controlled by organisation, which allow changing and introducing strategies aimed at increasing performance and effectiveness. Eisenhardt and Martin (2000) find dynamic capabilities to be allowing the organisations to focus on their resources. Dynamic capabilities are processes that use resources to adapt the organisation to the market changes, or even to invoke the changes. These are organisational and strategic routines used by the organisations to develop new resource configurations. The concept of dynamic capabilities, which is successfully used in private sector organisations, is slowly permeating to public sector organisations. The paper tries to answer the question formed by many researchers: can the concept of dynamic capabilities be used in public sector organisations? This deliberation is theoretical and it constitutes a starting point for further empirical studies.

Extracting and fusing part features have become the key of fined-grained image recognition. Recently, Non-local (NL) module has shown excellent improvement in image recognition. However, it lacks the mechanism to model the interactions between multi-scale part features, which is vital for fine-grained recognition. In this paper, we propose a novel cross-layer non-local (CNL) module to associate multi-scale receptive fields by two operations. First, CNL computes correlations between features of a query layer and all response layers. Second, all response features are weighted according to the correlations and are added to the query features. Due to the interactions of cross-layer features, our model builds spatial dependencies among multi-level layers and learns more discriminative features. In addition, we can reduce the aggregation cost if we set low-dimensional deep layer as query layer. Experiments are conducted to show our model achieves or surpasses state-of-the-art results on three benchmark datasets of fine-grained classification. A fully integrated VCO has been fabricated in a standard single poly 4-metal 0.35 /spl mu/m 3.3 volt digital CMOS process, using a complementary negative G/sub M/ topology. PMOS inversion-mode varactors are used for frequency tuning. A phase noise of -97 dBc/Hz at 100 kHz offset has been measured using a single-ended test setup. The measured tuning range is 16 percent. Unbuffered and buffered versions of the oscillator were fabricated on the same die. The buffered version has an output power of nearly 0 dBm. The unbuffered core of the oscillator has a power dissipation of 35 mW.
