Funding for assistance in areas of violent conflict is variable, and access for aid organisations is sometimes limited. Faced with financial and logistical constraints, donors and NGOs appeal to their moral perspective to justify their approach. Is this strategic, and what does it achieve? Drawing on research into the UK's Department for International Development (DFID) and the work of NGOs in southern Sudan, this article argues that the language employed whilst apparently intended to be persuasive - can be counterproductive: it can create an unwarranted sense of moral ease on the part of aid staff, and it can provoke uncooperative behaviour in the people towards whom it is directed.

Challenging some of the existing analyses on the role of political leadership during peace processes, this article argues that it is more important to emphasise the multiplicity of roles that a leader is likely to undertake during a peace process rather than focus on any primary role. However, the article further argues that in the context of Northern Ireland the multiplicity of roles led to a degree of role confusion and role conflict among the elite not least because many of their roles seemed often contradictory or incompatible with one another. It concludes that such confusions, conflict and contradictions have the potential to further cloud our understandings of political leadership during the Northern Ireland peace process rather than crystallise the phenomenon.

In the digital music market (and accompanying digital players), use of different digital rights management (DRM) systems, have effectively locked-in consumers to proprietary technologies of respective companies. Currently, no single DRM standard exists for digital music, therefore, music purchased from one competitor may not be compatible with another competitor's jukebox software or digital player. There is little incentive for leading competitors to license their technology or provide support for other technologies to enable interoperability of different technologies. Consequently, consumers purchasing from such competitors in-effect become locked into their proprietary technology and its accompanying DRM systems. This paper examines the consequences of such market behaviour focusing on the most popular music store iTunes (owned by Apple), its dominance in the industry and the implications of Apple's decision not to open its FairPlay DRM scheme that controls all music purchased from iTunes. It discusses the attempt by RealNetworks to secure interoperability with Apple's FairPlay scheme and the resultant response of Apple. Finally, it examines the potential benefits, problems and legal issues raised by the actions of RealNetworks and argues for interoperability. [ABSTRACT FROM AUTHOR]

The article discusses the new model to analyze the human rights violations of the state and non-state armed groups in the U.S. Human rights groups and observers had realize that human right violation are not only committed by the state but by non-state groups as well. The article focuses on the Serious Crimes Panel for East Timor and the Indonesian Human Rights Court as new tribunal models to redress human rights violations. It analyzes the nature of the conflict in East Timor as well as the types of crimes that were committed. It also examines the debate over the creation of a tribunal in East Timor and Indonesia and some of the limitations brought about by the negotiations. The article also discusses the structure of both tribunals and finally conclude by examining issues of concern and the current status of each tribunal.
