The marine pollution problem is mainly related to inputs to the ocean directly or indirectly through the atmosphere, from land-based sources or land-based activities of society. The management of this is essentially associated with managing in an adequate way our activities on land. Monitoring, evaluation and adaptation are necessary to ensure that marine management measures are both effective and efficient. Marine environmental carrying capacity monitoring system is a monitoring framework to achieve marine environment adaptive management, the core of the system is monitoring marine environmental carrying capacity under DPSIR model. This paper introduces a definition of marine environmental carrying capacity and the conceptual framework for marine environmental carrying capacity monitoring system.

This paper presents an extension to an indoor positioning system leveraging the camera which is built into current mobile phones to detect steps. Current indoor positioning systems on mobile phones based on pedestrian dead reckoning (PDR) often rely on step length and step frequency estimation. Usually the accelerometer is used to determine these values. Depending on the attitude of the device or the smoothness of the movement sometimes steps are not correctly detected. We propose to use the camera as additional sensor element to detect the forward section of both feet appear and disappear in the camera image and detect the steps based on this information. A comparison to an accelerometer based approach is provided.

In order to verify design factors of Marlin TLP related to extreme tension response, a statistical study on the tension data recorded during Hurricane Ivan is conducted. We discuss the effect of the bandwidth and nonstationarity on the extreme tension estimate and conclude that the direct application of the Weibull method overestimates the extreme tension. Then, a normalization method is proposed to minimize the effect of nonstationarity. We apply this method to both stationary and nonstationary simulated data to show its robustness and effectiveness. We then apply this method to recorded tension data to calculate the observed peak factors(1) (PF) during each time interval. Finally, the peak factor distributions (histograms) are calculated and compared with those of Gaussian processes. The study results are also compared with design factors.
