国有企业作为国家经济的重要支柱,其合规管理体系水平的提升对于维护社会经济安全和公共利益至关重要。当前国有企业在合规管理上取得一定成绩,但存在组织架构不健全、合规意识薄弱、制度体系不完善、执行力度不足、合规培训和文化建设不足等问题。这些问题不仅增加了企业的经营风险,也影响了企业的可持续发展。针对这些问题,本文提出了加强组织领导和责任落实、强化合规意识教育、完善合规管理制度、强化合规培训和文化建设、加强合规风险管理等改进策略。这些策略旨在帮助国有企业建立健全合规管理体系,提升合规管理水平,从而为企业稳健发展提供有力保障。State-owned enterprises (SOEs) are an important pillar of the national economy, and enhancing the level of their compliance management is crucial for maintaining socio-economic security and public interests. Although SOEs have made certain achievements in compliance management, there are still issues such as an incomplete organizational structure weak compliance awareness, an imperfect system of regulations, insufficient enforcement, and inadequate compliance training and cultural development. These issues not only increase the operational risks of the enterprises also affect their sustainable development. In response to these issues, this paper proposes improvement strategies such as strengthening organizational leadership and responsibility implementation, enhancing compliance awareness education, improving the compliance management system, reinforcing compliance training and cultural development, and strengthening compliance risk management. These strategies aim to help SOEs establish and improve their compliance management systems enhance their compliance management levels, and thus provide a strong guarantee for the stable development of the enterprises.
