数字化乡村治理现状研究可为乡村振兴战略的推动提供参考借鉴。崇左市大新县落实自治区关于建设数字乡村的政策要求,进行数字乡村试点,N村作为其中一个重要试点村庄,具有较高的典型性和研究价值。文章着力探究N村在数字化乡村治理方面的现状,针对其遭遇的数字治理内驱动力不足、资源支撑匮乏、公共服务薄弱的困境,提出了数字党建引领、系统规划设计、公共服务保障、发展资源支撑、产业数字应用、基层协同共治六个应对策略,为该村乃至各地数字乡村治理高质量发展提供具有实践意义的路径参考。The research on the current situation of digital rural governance can provide a reference for the promotion of rural revitalization strategies. Daxin County in Chongzuo City has implemented the policy requirements of the autonomous region for the construction of digital countryside and carried out a pilot project for digital countryside. As one of the important pilot villages, N Village has high typicality and research value. This article focuses on exploring the current situation of N Village in digital rural governance. In response to its challenges of insufficient internal driving force, lack of resource support, and weak public services in digital governance, six response strategies are proposed: digital party building guidance, system planning and design, public service guarantee, development resource support, industrial digital application, and grassroots collaborative governance. These strategies provide a practical reference for the high-quality development of digital rural governance in the village and even in various regions.
推动师生共同参与大学治理建设是实现高等教育内涵式发展的关键一步。本文基于“三圈理论”的视角,从价值圈、能力圈和支持圈三个层面分析学生参与大学治理的现实困境,可以发现学生在参与大学治理过程中存在的价值认知偏差、实践能力不足、支持力度不够的问题,要通过营造学生参与大学治理的良好氛围、端正学生参与大学治理的动机、提高大学生的思想道德修养、增强大学治理的知识与技能、明确学生参与大学治理的范围及方式、优化学生参与大学治理的渠道,优化学生参与大学治理的“耐克区”。Promoting the joint participation of teachers and students in the construction of university governance is a key step towards achieving the connotative development of higher education. This article is based on the perspective of the “Three Circles Theory” and analyzes the practical difficulties of students’ participation in university governance from three levels: value circle, ability circle, and support circle. It can be found that students have problems with value cognition bias, insufficient practical ability, and insufficient support in the process of participating in university governance. To achieve this, we need to create a good atmosphere for students to participate in university governance, correct their motivation to participate, improve their ideological and moral cultivation, enhance their knowledge and skills in university governance, clarify the scope and methods of student participation in university governance, optimize the channels for student participation in university governance, and optimize the “Nike zone” for student participation in university governance.
本文探究来宾市兴宾区多元主体参与社区治理的现状,从中对多元主体参与社区治理的满意度进行研究,分析来宾市兴宾区多元主体参与社区治理居民满意度的影响因素,发现其中存在的问题,以提高社区治理满意度为切入点,围绕提高城市社区治理能力的目标,提出相应的对策和建议,进一步提高居民对社区治理的满意度。This paper explores the current situation of multiple subjects participating in community governance in Xingbin District, Laibin City, from which the satisfaction of multiple subjects participating in community governance is studied, analyzes the influencing factors of residents’ satisfaction with the participation of multiple subjects in community governance in Xingbin District, Laibin City, discovers the problems that exist therein, and puts forward the corresponding countermeasures and suggestions around the goal of improving the governance capacity of the urban community with the aim of improving the satisfaction with the governance of the community as an entry point, to further improve residents’ satisfaction with community governance.
近年来,广西边境地区在国家战略部署下,通过富民兴边大会战,尤其是依托边关文旅资源,推动了边境地区的高质量发展。崇左市通过打响“壮美边关”等品牌,推动文化旅游产业蓬勃发展,成功申报多项世界及国家级文化遗产,创建高品质旅游景区,实现了旅游收入大幅增长。为深化边境全域旅游发展,广西出台了多项行动计划,提出打造“最美边关风景道”等品牌,促进了文化旅游的高质量发展。崇左市在交通网络、旅游产品多样性、宣传推介模式等方面不断创新,形成了多元化、立体化的旅游体系,并通过党建引领乡村发展,推进合作区建设,提高了对外开放水平。然而,崇左市边关风情旅游带仍面临旅游产品需要进一步提升、同质性竞争压力大、跨境合作区建设需加强等问题。为进一步提升旅游业发展,崇左市需强化品牌效应,提升旅游体验感,凝练旅游特色,深化跨境旅游合作,以推动边境地区文化旅游高质量发展和新时代兴边富民行动。In recent years, Guangxi’s border areas have promoted the high-quality development of the border areas through the General Battle for the Enrichment of the People and the Promotion of Border Areas under the strategic deployment of the State, especially by relying on the cultural and tourism resources of the border passes.
