In Intelligent Networks (IN), processing of services is taken out of the switches and placed (as "middleware") in separated and distributed computer nodes. Thus, "service integrators" (and not only equipment manufacturers or network operators) can design, deploy and administrate telecom processes tailored to the specific needs of targeted customers (individuals or groups). Education is centered on communications, so IN can be used to enhance learning management {1.s (LMS), with no space boundaries and in total compliance with community goals. Proprietary IN platforms are used mostly by telecom operators, but open source platforms, using Java APIs (e.g. Mobicents) are nowadays available for educational service creation in universities - which represents the subject of this paper.

The logic operating voltage is required to suppress for the battery-operated slow application, while the minimum operating voltage of SRAM increase due to the increase in the random threshold-voltage (Vt) fluctuation of the cell transistor (Tr) and the memory capacitance embedded in SoCs with scaling. To suppress the random Vt fluctuation and to guarantee the stable operation over the large memory capacitance at low voltage, a reduced-Vt (LVt) SRAM cell has been proposed. The random Vt fluctuation was suppressed by the proposed LVt cell (Vt=1.0mV) and increase the static noise margin (SNM) for the data-retention at low voltage compared with conventional higher Vt cell (Vt=300mV). Another unique disturb-free biasing scheme has also been proposed to cancel the substantial trade-off relationship between SNM and the write margin (WRTM) of SRAM cell. With a 45-nm CMOS technology, these proposed techniques improved the SNM over 6-σ random Vt fluctuation with the 0.5-V data-retention voltage and the 0.7-V logic bias voltage. Operating current was reduced by 31. at 32-Kbit SRAM module.

This paper desires to explore the role of barcode technology in blood bank information systems via addressing its upgrade and the consequent impact. Firstly, it briefs the application and effect of barcode technology in blood donation and transfusion service. In the second, the barcode paradigms of Macau Codabar and ISBT 1.8 are carefully examined and compared in accordance with the procedure and specifications of barcode upgrade. Then, the impact due to upgrade is assessed from the perspectives of blood bank information system, blood banks, and even blood donation and transfusion service. It finally discusses the considerations on implementing the upgrade of barcode technology in blood bank information systems. © 2006 Springer science+Business Media, Inc.

An approach for restoring the images of a suspected person taken by a security camera with dirty lens is proposed In the approach, the peculiar facts concerning the security camera system that all the things in the image except the suspected person itself are usually preserved and that can be used for investigations are to be used as fully as possible. As the first trial for realizing the proposed approach, a method of restoring an image of a person's face taken by a camera with dirty lens under strong oblique illumination is proposed and its practical application is demonstrated experimentally. The importance of pursuing the proposed approach is discussed from the viewpoints of not only the novelty in image processing technology but also the viewpoints of the efficiency in criminal investigation and social security. ©2006 IEEE.

Creating a good quality Adaptive Educational Hypermedia (AEH) system involves a great expenditure of time, effort and money, especially to author the materials in order to implement adaptivity. Moreover, authoring AEH systems is as hard as maintaining them. Furthermore, with the new advances in AEH development, the authored content in a given system can become outdated very rapidly. When the massive overhead in authoring is combined with the possibility of the current AEH system becoming unavailable due to lack of maintenance, providing interoperability of adaptive systems becomes necessary. This paper describes our research on providing interoperability of user models between different AEH systems via a one-to-one conversion between two AEH systems, MOT and WHURLE. Here, we identify the differences and commonalities and address how these influence the efficiency of the conversion of the two systems' user models. Although this conversion is done via simple peer-to-peer interaction, it can be easily extended to make use of semantic web technologies, as for example RDF or XML conversion formats, or web services for user model exchange. Therefore, we consider that our work on feature extractions sets the basis for such conversions for the Web and Semantic Web. Copyright 2006 ACM.

We have studied the hydrostatic pressure dependence of Ge nanocrystals embedded in a SiO2 matrix on a Si substrate by Raman scattering at room temperature. During the first cycle of increasing pressure, we observed a step change in the Ge Raman mode from 31..4 to 31..8cm−1.at ∼23kbar. The linear pressure coefficients α obtained before and after the step change at ∼23kbar are 0.42 and 0.64cm−1.bar−1. respectively. Upon decreasing pressure, the Ge mode follows a single slope of pressure coefficient α=0.64cm−1.bar−1. A finite-element analysis was carried out to investigate the elastic-field distribution in the Ge/SiO2/Si nanocrystal system, where the discontinuity of the specific geometric configuration with different elastic constants causes local areas of stress concentration around the interface. The step change of the Raman shifts with pressure at ∼23kbar was attributed to complete delamination between the SiO2 film and the Si substrate.

This paper proposes a norm-type discrete algebraic Riccati Equation, which is a generalized version of the well-known standard discrete algebraic Riccati Equation, and has additional norm terms. Under stabilizability and assumption that the additional terms are not too large, the existence of a positive semidefinite solution is guaranteed. There is a growing recognition that current manufacturing enterprises must be agile, and the use of virtual enterprise (VE) is becoming increasingly prevalent in recent years. It is a very important and difficult activity in forming a virtual enterprise to select appropriate business partners, because each enterprise considers not only pursuing its profit but also sharing the risk to join the virtual enterprise. At first we propose a VE coalition algorithm based on multi-agent paradigm. Then we develop a computer simulation model to evaluate the proposed method by forming a virtual enterprise through multiple negotiations amongst several potential members in the negotiation domain. Finally, we clarify the coalition dynamism with the negotiation process. The effectiveness of the proposed concept in the agile manufacturing is discussed with several simulation experiments.
