With the advancement of information technology in the recent decades, digital and online services have become essential components of everyday life in Europe. Montenegro is no different in this regard. However, as digital literacy in the country is still in a developing phase in comparison with most countries of the EU, a higher portion of its citizens may rely on assistive technical communication. In this paper, we provide a case study on the assistive technical communication of Montenegrin eServices. The work addresses the sectors of online banking, healthcare services, higher education, national administrative services, and utilities. Our findings highlight the diversity in terms of implemented assistive technical communication, and distinguish usage contexts on the level of adequacy. Yet as the functionalities of Montenegrin eServices are expected to gradually expand in the upcoming years, assistive technical communication must aim to handle the higher extents of service complexity.

Disease detection based on blood type using inference forward chaining method

Blood type is a permanent and irreversible innate human being. In general, there are 4 types of blood, A, B, O and AB. According to the nature, blood is the key to the entire human immune system, as well as creating antibodies to ward off various diseases and infections. There is a correlation between a disease with a certain blood type. But the knowledge about causes of diseases by blood type is still rarely known by public. This paper presents an implementation of the forward chaining method in the diagnosis diseases based on blood type in getting early knowledge about disease. The Forward Chaining method is used as an inference engine to work based on the fact and symptoms to get the conclusion or result. By utilizing expert system technology and the inference forward chaining method, an android based mobile application is designed to provide early information about diseases that can be caused by blood type. This method will analyze the diagnosis based-on disease database. Testing system using 20 data samples, the diagnostic results showed 17 samples were successfully diagnosed with a match of 80%, and 3 samples with a match of 85%. Based on the test results, the percentage of success reached 81%. Finally, it can be concluded that the disease detection application based on blood type can be used to help user to diagnose diseases earlier and know how to make the prevention against these diseases without meet medical experts. It is more efficient with time, cost, and energy.

In underground sewage a few sorts of unsafe things happened to the specialists. Because of inward breath of harmful gases, they experience the ill effects of various kinds of lung illnesses and furthermore because of the great seepage level a few wounds were happened to the waste laborers, now and then it prompts passing. Yet, the evacuation of seepage squanders is a fundamental one to every one individual to lead the solid life. There are various kinds of framework accessible to screen the laborers in underground. The current framework utilizes IoT as a method of correspondence between the laborers and the comparing specialists. Yet, the proposed framework utilizes Li-Fi as a correspondence mechanism for the laborers. In this way, the framework comprises of transmitter and beneficiary, the correspondence happens through apparent light. The framework screens the climate of waste territory and wellbeing level of the specialist and communicate those qualities to the client by means of TX. The specialists have the current circumstance of the underground seepage, so in the event of any issue happens the safety measure can be taken by the comparing authority.

We investigate the distance function δKφ from an arbitrary closed subset K of a finite-dimensional Banach space (Rn, φ), equipped with a uniformly convex C2-norm φ. These spaces are known as Minkowski spaces and they are one of the fundamental spaces of Finslerian geometry (see [MSW01]). We prove that the gradient of δKφ satisfies a Lipschitz property on the complement of the φ-cut-locus of K (a.k.a. the medial axis of Rn ∼K) and we prove a structural result for the set of points outside K where δKφ is pointwise twice differentiable, providing an answer to a question raised by Hiriart-Urruty in [HU82]. Our results give sharp generalisations of some classical results in the theory of distance functions and they are motivated by critical low-regularity examples for which the available results gives no meaningful or very restricted informations. In this paper, we propose multi-input multi-output (MIMO) beamforming designs towards joint radar sensing and multi-user communications. We employ the Cramér-Rao bound (CRB) as a performance metric of target estimation, under both point and extended target scenarios. We then propose minimizing the CRB of radar sensing while guaranteeing a pre-defined level of signal-to-interference-plus-noise ratio (SINR) for each communication user. For the single-user scenario, we derive a closed form for the optimal solution for both cases of point and extended targets. For the multi-user scenario, we show that both problems can be relaxed into semidefinite programming by using the semidefinite relaxation approach, and prove that the global optimum can always be obtained. Finally, we demonstrate numerically that the globally optimal solutions are reachable via the proposed methods, which provide significant gains in target estimation performance over state-of-the-art benchmarks.
