In countries with regulations and applied standards, there is still a need for reducing fatality rates. Research on new safety equipment is one area in which IEEE Industry Applications Society members are making an impact. I'd like to highlight three articles on this subject. First, "New Generation Tester to Assess the Electrical Safety in Low -Voltage Distribution Systems," by Mitolo and Bajzek, was published in the January/February 2019 issue of IRPF Transactions on Industry Applications. This article described a tester that checks for a high -impedance ground/earth connection that could re sult in a high step potential if there is a fault condition. This tester could be used for industrial, commercial, and household electrical systems and incorporated into existing testers that check for residual current/ground-fault circuit interrupters.

The combination of TF and DF, which is used as the method of feature selection, and TF-EDF algorithm, which is used as feature weighting, are frequently used in the text categorization. But for a small training set, the combination of TF and DF will filter out many low-frequency words which have a strong capability of the feature discrimination. Hence the weight is directly influenced. In this paper, an algorithm of feature selection and feature weighting adjustment based on Chinese FrameNet (CFN) are presented which aims at solving the problem mentioned above. The experimental result indicates that the precision which is greater than the traditional algorithm can reach to 67.3% and can fits the small training set very well.

The Chinese FrameNet Project is creating a lexical resource for Chinese, based on the principles of Frame Semantics and supported by corpus evidence. Due to the fact that syntactic and semantic role labeling (SSRL) is very necessary for deep natural language processing, a method based on cascaded conditional random fields (CCRFs) is proposed for the SSRL task, and the CCRFs model is trained to label the predicates' semantic roles, Phrase Types and Grammatical Functions in a sentence. The key of the methods is parameter estimation and feature selection. There are three category features for the CCRFs algorithm: features based on segmentation words, features based on the Part of Speech (POS) of the relative words, and features based on the position relative to the targets. Evaluation on the datasets of the pre-release version of Chinese FrameNet shows that the method can obtain satisfying performance and can achieve 70.45% F for syntactic & semantic role labeling.

We have developed a rule-based system, which is called Chinese question answering system for reading comprehension (Cqarc). This paper systematically introduces and discusses key techniques in the Cqarc, describes the processing mechanism of the Cqarc, presents processing strategies and methods in the Cqarc. Cqarc uses heuristic rules to look for lexical and semantic clues in the question and the story. Finally we have tested Cqarc on Chinese reading comprehension corpus (CRCC). Overall, Cqarc found the correct sentence 42% of the time, which is encouraging given the simplicity of its rules. To the best of our knowledge, this is the first work that reports that the use of a rule-based approach achieves satisfying results on answering questions for Chinese reading comprehension tests.
