Admission and Traffic Control Schemes Suitable for QoS Applications in WLAN Systems

This paper proposes the use of admission and traffic control schemes for real-time applications. The admission control scheme determines the admission of high-priority real-time applications such as voice and video streams in terms of their bandwidth utilization time (medium time), whereas the traffic control scheme maintains the communication quality of applications permitted admission by restricting other traffic. Owing to the use of contention-based access, a conventional scheme without admission control will degrade the communication quality when the number of terminals using high-priority applications increases. Moreover, only the capabilities (i.e., frame and sequence procedures) of admission control are defined in the IEEE 802.11e standard;the detailed usage in terms of the application characteristics is not specified, and it may be difficult to achieve a sufficient level of quality of service (QoS). The proposed schemes achieve the optimum QoS for actual services. The software used in the proposed schemes was implemented into hardware at the access point, and was evaluated experimentally. Based on the evaluation results, excellent performances with high QoS applications were obtained.

The Health Care Bill

作者： McIntyre, Louis F. On Christmas Eve the Senate approved health care legislation HR 3590 by a strict party-line vote of 60 to 39 just enough votes to prevent further debate or filibuster. The bill now heads for reconciliation with the House version with the President hopeful that he will have something to sign before the State of the Union message in January. The Editors were constrained in their comments on health care by their duty to remain true to their mission of promoting the dissemination of the scientific literature on orthopaedic arthroscopic surgery. As we have recently witnessed with the climate science literature scandal scientific journals and politics should not be mixed and I applaud the Editors for their restraint. As chair of the AANA Health Policy and Practice Committee and as our representative to the Coding Coverage and Reimbursement Committee I have an obligation to share my thoughts on this bill with our membership. What follows is my opinion regarding the bill and its content. Both the AAOS and AANA have joined a coalition of 13 other specialties in opposition to the bill through Physicians United for Patients (***). That our parent and specialty organizations have come out publicly against this bill speaks to its many deficiencies. They include: ? The creation of an Independent Payment Advisory Board that will have the power to determine coverage decisions. The Board will be made of unelected appointees that must submit coverage policy to the President and Congress. This will politicize treatment decisions best left to physician and patients. It may be hard fighting with insurance companies imagine having to go to Congress to affect treatment decisions! ? New Comparative Effectiveness Research Programs (CER) similar to the NICE (National Institute for Health and Clinical Excellence) board in the United Kingdom that rations care and leads to as many as 15 000 premature cancer deaths in that country per year according to the National Cancer Intelligence Network. ? WDM-PON is known as a promising technology for future access network. This paper investigates the performance of a novel 2.5Gbps WDM-PON network architecture which employs new PON optical add/drop multiplexer (OADM), in order to support high coverage in unlimited scaling. Based on the architecture, higher installation and maintenance costs can be reduced, and the access network design can support symmetric transmission rate 10Gbps for distance up to 30 km is demonstrated.

(S'75–S'79–M'79–SM'86) received the Ph.D. degree from Southern Methodist University Dallas TX in 1979. He spent the next two years working as a Visiting Professor in Egypt after which he moved to Ottawa Canada in 1982. He assumed teaching and research positions in Carleton and Manitoba Univerities and later moved to Concordia University Montreal Canada in 1983 where he is now a Professor in the Electrical and Computer Engineering Department. He has published numerous papers in IEEE and international journals in the areas of spread spectrum and networking. He is a well-known expert in these areas and serves as a consultant to many companies. His current research interests include wide-band metropolitan networks switching architectures and performance of on-board multibeam satellites acquisitionless CDMA networks code distribution and orthogonalization of CDMA signals responsive congestion control for ATM-based networks ARQ techniques and investigation of the novel SUGAR CDMA systems in fading channels. Dr. Elhakeem is a Senior Member of the Canadian Electrical Engineering Society and Armed Forces Association. He has chaired numerous technical sessions in IEEE Conferences was the Technical Program Chairman for IEEE Montech 1986 Montreal Canada. Dr. Elhakeem is the key guest editor of theIEEE Journal of Selected Areas in Communicationsfor the May June issues 1993 covering CDMA networks. In this paper, the performance of a new movable boundary accessing (MBA) technique for future integrated services multibeam satellite systems is studied. The multiservice environment considered includes both asynchronous and isochronous traffic consisting of video, voice, file transfer and interactive data. The movable boundary access technique proposed here will maximize the utilization of the up-link frame capacity. It is shown that the potential user population is substantially increased with the use of a moving boundary policy with minimal overhead.
