George Luedeke Jr.: received his BS degree in Mechanical Engineering from Massachusetts Institute of Technology and his MS degree in Product Design from Illinois Institute of Technology. Early in his career Mr. Luedeke joined General Motors Corporation as a designer responsible for development of people mover and rail rapid transit systems. From 1964 to 1974 he was with Hughes Aircraft Company. At Hughes he performed analyses and developed designs for a wide variety of program and proposal efforts such as: High Speed Ground Transportation (DOT) Task Force Command Center (NAVY) Panama Canal Marine Traffic Control Center (Panama Canal Co.) Royal Iranian Navy Command Center (Iran) Tactical Information Processing and Interpretation Center (Air Force) and WALLEYE CONDOR and PHOENIX Missile Systems (NAVY). He also had marketing development responsibilities related to the diversification of Hughes resources in civil business areas such as: Automatic train control (WMATA BARTD SCRTD) water/sewage treatment plant automation (Santa Clara County) Aqueduct Control (SWR) Hydrometeorological data collection (BPA WMO) and Salton Sea basin systems analysis (Dept. of the Interior). He was responsible for combat system integration for the Hughes 2000T Surface Effect Ship (SES) proposal. He also conducted detailed studies concerning ship flexure for the Improved Point Defense Target Acquisition System Program and for the definition of operational High Energy Laser weapon installations on a series of conventional monohulls (DLG DD and CVN). Since 1974 Mr. Luedeke has been employed at RMI Inc. (formerly Rohr Marine Inc.). During this time he has held several positions. His responsibilities have included directing a number of studies on advanced SES concepts managing activities defining mission/cost effectiveness of military and commercial SES's including defining the operational benefits and enhanced survivability characteristics of cargo SES's for high speed military sealiftfor NA TO and Southeast Asia

Before joining ARINC Research he worked for the newly formed Litton Advanced Marine Technology Division. where as Manager System Engineering and Analysis and Director System Assurance he had responsibilities in a variety of areas including Reliability Maintainability Human. Engineering System Safety Operations Analysis and the operational and maintenance training of LHA I and DD 963 Class Navy crews. Mr. Reines received his BS degree from Columbia University in 1951 after his service in the U.S. Navy as an Aviation Machinist Mate/Combat Air Crewman. During his 27–year career since then he has worked in the automotive and aerospace industries and as a Consultant to industry and the military. Mr. John P. McCormickis a Principal Engineer and Group Manager in ARINC Research Corporation's Ships and Ordnance Division. He has been with ARINC Research since 1963 when he joined the Company to participate in reliability studies of NASA's SATURN Launch Vehicle. He was Project Leader of a comprehensive study of the Air Force Jet Engine Maintenance Management Program has conducted a number of studies involving the use of Army Maintenance Data and has considerable experience in the use and analysis of Navy Maintenance Data. Currently he is managing a number of projects involving the analysis of Navy Destroyer and Submarine Maintenance Information. Mr. McCormick received his BS degree in Physics from St. Bonaventure University in 1959. after which he was employed by the U.S. Naval Propellant Plant as an Internal Ballistics Specialist.

Prior to his current positions Dr. Chitre was a Principal Scientist in the Network Technology Division at COMSAT Laboratories. Dr. Chitre joined COMSAT Laboratories in 1980. He has made major contributions to the analysis and architecture of data communication ISDN and BISDN via satellite. Dr. Chitre directs and participates in the international and national standards activities in ISDN BISDN and data communication as they apply to satellite communication. He was Chairman of the Working Group on Protocols and Network Timing Function of the CCIR/CCITT Joint Ad Hoc Group on ISDN/Satellite Matters during 1990–1992. He is currently chairman of Aegis Computer Architecture Data Bus and Fiber Optics Working Group from which many concepts for this paper were generated. Dr. Zitzman received his B.S. degree in physics from Brigham Young University in 1963 and his M.S. and Ph.D. degrees in physics from the University of Illinois in 1967 and 1972 respectively. Stephen M. Falatko:was a senior engineering analyst in the Combat Systems Engineering Department Comptek Research Incorporated for the majority of this effort. He is currently employed at ManTech Services Corporation. During his eight-year career first at The Johns Hopkins University Applied Physics Laboratory and currently with ManTech Mr. Falatko's work has centered around the development of requirements and specifications for future Navy systems and the application of advanced technology to Navy command and control systems. He was founding Director of American Telecom Inc. a joint venture between ATC and Fujitsu and has served on more than 20 boards of directors including those of three public companies. He has authored articles on microwave engineering and telephone signalling and was a contributor to Reference Data For Radio Engineers. He is a graduate of the University of Missouri at Rolla where he was later awarded an honorary Professional degree and serves on its Academy of Electrical Engineering. Jackson USN (Ret.) is a graduate of the University of Michigan in naval architecture and marine engineering and completed the General Electric Company's 3-year advanced engineering course in nuclear engineering. He has been an independent consulting engineer and participated in projects involving deep submergence waste disposal water purification and submarine design both commercial and government. Cdr. William D. Needham USN is currently assigned as the repair officer of USS Hunley (AS-31) in Norfolk Virginia. He received a regular commission through NROTC at Duke University where he graduated magna cum laude in mechanical engineering. Selected for the Nuclear Power Program he served as a division officer on the USS Grayling (SSN-646) as the production training assistant at the MARE Prototype Reactor in New York and as blue crew engineer of the USS Nathan Hale (SSBN-623) where he completed the requirements to be designated qualified for command of submarines. Following line transfer to the EDO community in 1981 he completed a tour as nuclear repair officer (Code 310) at Norfolk Naval Shipyard and earned master of science in materials science and ocean engineer's degrees at MIT. His awards include the Meritorius Service Medal Navy Commendation Medal Navy Achievement Medal Spear Foundation Award and the Vice Admiral C.R. Bryan Award. Cdr. Needham also holds a master of arts degree in business management from Central Michigan University. Capt. Jackson was technical director of Scorpion Search Phase II. The on-site investigation included descending over 12 000 feet to the bottom of the ocean. He was also supervisor of one of the Navy's largest peacetime shipbuilding and repair programs. His responsibilities included supervision of design production and contract administration. Capt.
