Teaching engineering and technology subjects involves conveying understanding of abstract information structures and processes such as complex telecommunications protocols, complex mathematical concepts, and data structures. These are multidimensional and can be difficult to grasp quickly. Supported by a Hewlett-Packard (HP) Technology for Teaching grant, the School of engineering and Technology at National University has embarked on a project to enable students to grasp these complex concepts more quickly and easily, using continuous dialog among students and instructors as the structures are first introduced and then examined from multiple perspectives through real-time interaction among students, small groups, and instructors. HP Wireless Tablet PCs are used to discuss and experiment with diagrams and processes in realtime. This allows combining lectures and problem-solving sessions into a single class session. Our hypothesis is that: 1) an in-depth learning of theory is accomplished, and 2) student engagement is enhanced. Presentation of theory by the instructor is integrated with application while the theory is still in the student's short-term memory. Students no longer have to wait for a separate session such as a recitation session to apply the concepts. This approach often takes less time. In addition to accelerating the learning process, expert instructors find this approach more rewarding as students grasp new concepts more quickly. Analysis of data captured from both students and instructors are presented to support our hypotheses, and our results are compared with similar research carried out by other universities. In addition, the level of interaction enabled by the use of HP Tablets in on-line classes is discussed. Naphthapsilas price forecasting using Neuro-fuzzy system is a forecasting technique that applied information technology with statistics. 1950 daily prices were collected as a time-series data with trend component. The research found that Neuro-Fuzzy system is more accurate and more reliable than a statistical method; it also works well with continuous data and performs better with more training data. Neuro-Fuzzy system might be used with different data type, but, it might come across with other factors, e.g. seasonal or irregular event. The research also illustrates the multidisciplinary nature in todaypsilas world of works in the era of merging among many disciplines.

In today's competitive environment, employers consistently place high value on graduates that have demonstrated, relevant skills and knowledge. Perhaps the most effective way for acquiring such relevant capabilities is through co-op assignments and internships, yet these generally occur outside of the basic curricula even though they may have some educational credits attached. When incorporating the relevance of engineering practice directly into curricula, the use of input from external advisory boards is valuable and somewhat common. Industry visits, industrial seminar series, and incorporating external lecturers can also be effective in adding relevance to classes. However, while all of these are valuable, the most recognizable measure of having acquired relevant capabilities is achieving industry-specified professional validations and certifications. This requires carefully pre-designed curricula that account for multiple aspects. Merely providing instruction for professional certification tests and exams can border on training rather than educating, and is therefore more appropriate at a trade or commercial school rather than at a traditional academic institution. Using the advice and direction of external advisory boards, pertinent professional certifications have been identified and the content covered therein evaluated relative to its fit with various engineering and engineering technology curricula. By aligning aspects of professional certifications with established curricula, it is possible to integrate and intersperse the fundamentals and scope of the certifications into the curricula. As students move through their engineering or engineering technology programs they acquire the understanding and capabilities required to obtain appropriate professional certifications if they desire. Work‐zone delay is very costly to the movement of goods and people. It is increasingly problematic for logistics management if the travel time or delay information cannot be estimated in an accurate way. This paper describes a study to investigate the effects of work zones, enhance computer‐based capability to estimate the associated work‐zone delays, assess the interrelationship of significant factors that affect work‐zone delays and develop a user‐friendly tool to assist transportation operations and logistics planning. A computerized information system, called lane‐occupancy‐delay estimation system (LODES), is developed to assess work‐zone delays that may affect short‐ or long‐term logistic activities. The results from trials and their implications are discussed and, finally, areas of further research are proposed.

Lessons learned from the evolution of US water policy over two centuries of rapid population growth, economic expansion and urban development may shed light on promising approaches to issues in other areas of the world. An explanation of the major philosophical and legal underpinnings of water quantity and water quality policies that have evolved in the US federal-state system is presented. Other areas of the world may benefit from mistakes made during the evolution of US water policy in the areas of institutional reform, improved processes for conflict resolution, and increased use of modern planning and decision making procedures. © 2001 Elsevier Science Ltd. Formed in late 1998, the Multinational Alliance for the Advancement of Organisational Excellence (MAAOE) sustains the vision of creating, disseminating, and applying knowledge relevant to the advancement of organizational excellence. MAAOE advances next-generation quality management characterized by multinational, multidisciplinary, and performance focused. Presently numbering over 300 individuals representing a diverse group of disciplinary backgrounds and representing more than 20 nations on 6 continents, the alliance's participant group is consistent with that vision. Supporting MAAOE visions are three strategic intentions, each with several supporting goals and objectives. This article investigates and establishes MAAOE's second strategic intention, that of the knowledge dissemination relevant to the advancement of organizational excellence.

Survey of reduced workload and crewing strategies for ocean patrol vessels

He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. In addition he was a 1998 fellow of the Foreign Service

The U.S. Coast Guard is in the concept exploration phase of its Integrated Deepwater System (IDS) acquisition project. This project will define the next generation of surface, air and command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) assets used to perform the Coast Guard's missions in the IDS environment (>50 NM off the U. S. coastline). As part of early technology investigations, the needs exist to: (1) analyze the workload requirements of the IDS, (2) identify alternative means to perform ship's work, and (3) optimize ship manning consistent with ship workload, performance criteria, and the available tools and equipment aboard. To reduce shipboard work requires an understanding of the mission and support requirements placed on the vessel and crew, how these requirements are currently met, and how requirements might otherwise be met to reduce workload and crew size. This study examined currently implemented workload and manpower reducing approaches of commercial maritime fleets, U.S. and foreign navies, and foreign coastguards. These approaches were analyzed according to evaluation criteria approved by the IDS acquisition project team. From this, strategies for shipboard work reduction that may be considered for adoption by the IDS were identified and analyzed according to performance and costs factors. Ten workload-reducing strategies were identified: damage control, bridge, multiple crewing, engineering, risk acceptance, modularity, deck, enabling technologies, ship/personnel readiness, and operability and maintainability.
