He received the BE degree in Electronics and Communications from B.M.S. College of Engineering Bangalore in 1988. He joined the Department of Electrical Engineering at Syracuse University for his graduate studies in 1989 where he is currently a research assistant. His research interests are in microwave measurements numerical electromagnetics and signal processing. Biographies and photos are not available for M. Manela and R. K. Lade. Tapan K. Sarkar (Sf69-M'76-SM'X1) was born in Calcutta. India on August 2 1948. He received the BTech degree from the Indian Institute of Technology Kharagpur India in 1969 the MScE degree from the University of New Brunswick Fredericton Canada in 1971. and the MS and PhD degrees from Syracuse University. Syracuse NY in 1975. From 1975-1976 he was with the TACO Division of the General Instruments Corporation. He was with the Rochester Institute of Technology (Rochester NY) from 1976-1985. He was a Research Fellow at the Gordon Mckay Laboratory Harvard University Cambridge MA from 1977 to 1978. He is now a Professor in the Department of Electrical and Computer Engineering Syracuse University. His current research interests deal with numerical solutions of operator equations arising in electromagnetics and signal processing with application to system design. He obtained one of the “ best solution” awards in May 1977 at the Rome Air Development Center (RADC) Spectral Estimation Workshop. He has authored or coauthored more than 154 journal articles and conference papers and has written chapters in eight books. Dr. Sarkar is a registered professional engineer in the state of New York. He received the Best Paper Award of the IEEE Transactions on Electromagnetic Compatibility in 1979. Mr. Chickering received his BS degree in marine engineering from the U.S. Merchant Marine Academy in Kings Point New York in 1981 and his MBA degree in operations research and statistics from the University of Maryland in 1985. He is a licensed third assistant engineer of steam and motor vessels and a member of the Naval Reserve. Mr. Chickering's work includes the design and specification of several management information systems for the U.S. Navy including one that will automate the Navy's engineering drawing management system. Most recently Mr. Chickering has helped develop a workstation for the Navy's Paperless Ship Initiative. William B. Quails:is a management consultant with American Management Systems Inc. in Arlington Virginia. Mr. Quails received his BA degree in English from the Tulane University in New Orleans Louisiana in 1977 and his MPA degree in management science from the University of Georgia in 1982. Mr. Quails participated in the design and development of the U.S. Navy's Shipboard Non-tactical ADP Program II (SNAP II). Recently Mr. Quails has participated in the design and development of several knowledge-based computer systems using artificial intelligence programming technologies. Mr. Quails is a member of Pi Alpha Alpha an honorary public affairs and administration society.

He received his B.S. in agricultural engineering from Oklahoma State University and his M.S. and Ph.D. in agricultural engineering from Colorado State University. His research interests include water quality monitoring water quality hydrology and systems analysis in soil and water problems. His research in monitoring has been funded by the U.S. Environmental Protection Agency the National Science Foundation and the U.S. Geological Survey. He has also worked with IBM Corp. in the design of water quality monitoring and data management systems for the industrial sector. Jane Harris is a graduate research assistant in the Department of Agricultural and Chemical Engineering at Colorado State University. She holds a B.S. in psychology from the University of Tennessee a B.S. in biological engineering from Mississippi State University and an M.S. in agricultural engineering from Louisiana Tech University. She has worked as a bioengineer for Mt U.S. Army Corps of Engineers Waterways Experiment Station in Vicksburg Mississippi and as a hydrologist for S.E. Huey Co. in Monroe Louisiana. Her Ph.D. research topic is trend detection in ground water quality. Robert H. Montgomery is a graduate research assistant in the Department of CivilEngineering at Colorado State University. He received his B. S. in fisheries aria wildlife and his M.S. in resource development from Michigan State University. As a systems analyst with the U.S. Army Corps of Engineers Waterways Experiment Station in Vicksburg Mississippi he worked on detection of trends in lake water quality. He received his B.S. degree in naval architecture from the University of Michigan in 1970. In 1972 he was selected for the NAVSEC Hull Division's Long Term Training Program at the University of Michigan and received his M. S. E. degree in naval architecture in 1973. Additionally he has done graduate work in computer science at The Johns Hopkins University. Mr. Carlson began his career with the Naval Ship Engineering Center in 1970 where he worked in the Ship Arrangements Branch. While in ship arrangements he was task leader for the PGG PCG PHM and MCM ship designs. In addition he was project engineer for shipboard stowage ship space classification system and ship standard nomenclature. He was technical manager of the CASDAC arrangement subsystem and the CASDAC hull design system. In 1982 he joined what is now the Computer Aided Engineering Division. Currently he is the manager for the computer supported design version XX system. Besides ASNE which he joined in 1972 he is a member of SNA ME and the U.S. Naval Institute. Howard Fireman:is a naval architect in the Ship Arrangements Design Division (SEA-55W1). He received his B. S. E. degree in naval architecture from the University of Michigan in 1979. In 1983 he was selected for NavSea's Long Term Training Program at the University of Michigan and received his M. S. E. degree in naval architecture with a specialization in ship production and computer aided ship design in 1985. Mr. Fireman began his career with the Naval Ship Engineering Center in 1977 as an engineering cooperative student. Since graduating from the NavSea EIT program he has worked in the Ship Arrangements Design Division. He was task leader for the AOE-6 AE-36 T-AH ARS-SO and SWATH T-AGOS ship designs. 作者: b.ILEY, JL The authoris an operations research analyst in the Systems Engineering Branch Aegis Ship Combat Systems Division at the Naval Surface Weapons Center (NSWC). Dr. Bailey received a B. S. degree in mathematics from the Massachusetts Institute of Technology in 1964 a Ph.D. in mathematics from the University of Tennessee in 1968 and an M. S. in computer science from the Virginia Polytechnic Institute and State University in 1975. He was an assistant professor of mathematics at the University of Tennessee during the 1968-69 academic year then came to NSWC/Dahlgren in September 1969. He worked as an operations research analyst in mine warfare from 1969 to 1978 specializing in minefield planning. He headed the group which developed the minefield planning module of the Mine Warfare Trainer which was delivered to the Fleet and Mine Warfare Training Center in 1978-79. Dr. Bailey served as science advisor to the commander Mine Warfare Command in 1978-79 under the sponsorship of the Navy Science Assistance Program. In 1979-80 he led the development of military value assessment methodology for a ship survivability improvement program. In 1980 he moved to the Aegis Ship Combat Systems Division becoming leader of the Systems Performance Assessment Group in 1981. Dr. Bailey leads a group of analysts who do assessment of the predicted performance of the Aegis combat system and the effects of proposed changes to the system. Dr. Bailey has also served collateral duty as systems analysis manager for the Technical Division of the Aegis Project Office (PMS-400) in the Naval Sea Systems Command since 1981.

Cohen:is head of the Coast Guard's Boat Technical Section which is responsible for the design and alteration of patrol boats self-righting rescue craft buoy boats utility boats and other special purpose craft. Since joining the Coast Guard in 1980 Mr. Cohen has been involved in a wide variety of small craft design and construction projects and several research projects. Formerly with Hydronautics Inc. he participated in various aspects of ship research and small craft prototypes. Mr. Cohen is a graduate of the Massachusetts Institute of Technology and the State University of New York Maritime College. He holds a Coast Guard Marine Engineer's license and is a member of the American Society of Naval Engineers the Society of Naval Architects and Marine Engineers and the American Boat and Yacht Council. Debabrata Ghosh:is a senior naval architect in the Coast Guard's Boat Technical Section and is currently engaged in the preliminary design of the fully capable patrol boat and the 47-ft self-righting motor life boat. Mr. Ghosh received a B. Tech. (Honors) in naval architecture from the Indian Institute of Technology Kharagpur India and an MBA from the Tulane School of Business. He has been involved with small craft design for over 10 years. His past experience at MonArk Boat Co. and Dravo Steelship Corp. includes the design of various workboats pilot boats crew boats and utility boats. Mr. Ghosh has also been involved with the design of jack ups semi-submersibles and self-elevating workover barges at Korkut Engineers Inc. and Carlos Monje Inc.
