There have been many studies conducted related to Smart City, IT Governance and Big Data. In this study aims to find out how the relationship between the three and how to form a framework to explain it. The methodology used is qualitative by looking for some literature on smart city framework, IT Governance framework, and a Big Data framework. From these results, an overall picture of the relationship between the three is concluded, where Big Data has a role in IT Governance. and also the relationship of IT Governance to the realization of Smart City. And the final results of this study produce a framework to explain the relationship between Smart City, IT Governance and Big Data. © 2019 IEEE.

Five states of butterfly metamorphoses in its lifecycle naturally inspire algorithm creation. A simple butterfly lifecycle algorithm (BLCA) was successfully created by imitating a real butterfly lifecycle in five stages study;preliminary analysis, literature review, input-process-output analysis, logic analysis, and algorithm construction. The algorithm was represented thru activity diagram, pseudo-code, and class diagram. The dummy case of measuring company growth performance used to experimentally test the algorithm. © Published under licence by IOP Publishing Ltd.

Indonesia is one of the biggest agriculture countries in the world with one of its major commodities, rice. Despite its vast paddy field and tropical resources, Indonesia still has not achieved food security. This paper explores ideas about how to present artificial intelligence that may increase rice productivity in Indonesia. Current situations of rice cultivation are mentioned start from existing technologies and systems used in Indonesia. Some artificial intelligence concepts are also introduced. Artificial Intelligence use in rice farming is then analyzed which ideas may be applicable to increase efficiency further. Those that are already implemented in rice farming include diseases and pest detection, prediction and estimation, and automated intelligent systems. In the proposed idea section, ideas to increase production are explored. Using advanced technologies may not be suitable for Indonesia's rice farmers. One argument is to minimize the differences in rice yield in different areas or so what we called yield gap. Factors such as weather, water, and harvest date are those with most impacts on the yield gap. It is beneficial to have a model that can predict the optimal planting date of rice since that will maximize the factors before. Among those implemented, a planting calendar prediction on rice-based on rainfall is already developed. However, rainfall is not the only factor. El-Nino occurrences and temperature changes also have a role in deciding when best to plant rice. The author suggests adding those two new variables, making three in total to the earlier neural network model may improve the overall result. © 2019 IEEE.

The proposed idea to improve the usage of an autonomous vehicle to increase safe driving based on the DARPA project, which already has shown the bright future of the autonomous vehicle. This paper proposes a new idea regarding the sensors and the autonomous vehicle framework, such as the usage of some algorithms and new UI along with the data logger. Moreover, the use of a LIDAR sensor is extended, along with a stereo camera and also ultrasonic sensor to make it more precise. Then, a calibration system is made for the stereo camera, which will take help from the ultrasonic sensor. Not the only ultrasonic, camera, and LIDAR, and IMU and GPS sensor are used to know the angle of x, y, and z of our vehicle. Both IMU and GPS are helping in the perception and mostly in the RNDF Localization that will be used in the pathfinding, planning, and control. The global Dynamic-Window approach is applied for the path selection algorithm and combining it with the Autonomous System Approach. The speed selection algorithm will decide on the speed limit and the camera. Not only that but the implement the Inter-Vehicle Algorithm is implemented, which makes the vehicles can exchange information with the other vehicles in the radius of the vehicle. Which all of this together can make a safer driving environment, not only for cars but another vehicle as well. Hope this framework can be used for any other vehicle project and becoming the base of all autonomous vehicle.

This paper provides information about open source softwares that most often used as a tool to analyze data generated from the Liquid chromatography-mass spectrometer (LC-MS) instrument and including a little discussion about how LC-MS works. LC-MS consists of Liquid Chromatography and Mass Spectrometer analytical instruments. This device extensively used in Metabolomics, because it provides more comprehensive information about the metabolites. It also shows the breadth of the diversity of chemical compounds in metabolites that make difficult and time-consuming to identification of metabolite's structures. This is an obstacle in efficient and accurate identification. So, many open source softwares developed to simplify and speed up the analysis and interpretation of LC-MS result. There are popular open source softwares. We compiling mini review of this open source softwares. The conclusion is open source softwares quite helpful in terms of data analysis and interpretation of compounds contained, but no one has provided a single interpretation, still need experts for reliable interpretation. © 2019 IEEE.

This paper presents the sports apps based on a mobile application that has a function to help the provider or the owner of the sports field and sports vendor to promote their business in the apps. Due to the popularity and convenience that mobile applications had and high interest from many people in having a healthy life, it is a great opportunity to combine both of them. Therefore, this study focusses to build mobile sports application using object-oriented analysis and design method, that could meet the demand of lots of peoples that wants to do a sport especially a ball sport. Otherwise, the application can help and support the community and public, especially for ball sports fans, to make reservations for the sports field easier without having to come to the location and also meet their sporting needs.

The COVID-19 pandemic requires face-to-face learning to shift to online or distance learning. Therefore, the elementary school, which is the most basic level of education affected by this phenomenon, where this research is carried out. This study aimed to analyze the process of implementing online learning, the supporting and inhibiting factors for teachers, students, and parents in implementing online learning during the COVID-19 pandemic. In addition, good practices for online learning were also analyzed in this study to understand these phenomena in elementary schools. The research method utilized descriptive qualitative research and was performed at a private primary school in Yogyakarta. The subjects consisted of teachers, students, and parents that were involved in the online learning process. Online questionnaires and interviews were used to collect data. The results of this study show the enormous impact of the COVID-19 pandemic on the learning process. Learning that is usually carried out face-to-face (conventional) has now been converted into online learning in elementary school.

In the University setting, part of management recorded all education transaction since the students register until they graduate. In this point, the transaction raises several new and crucial challenges. At a closer look, the concerns appeared due to no data integration, verification, and validation from parties both inside or outside of the university. In this respect, the data is not centralized or integrated. As this backdrop, this causes repeated data confirmation, and no one can authenticate the data validity when distributed to other parties. In this point of entry, the diploma certification forgery has become one of the significant issues in education in Indonesia. As a framework that enables the data integration, Blockchain contains verified data on every single of a transaction, so the data is trustworthy. With this in mind, this paper aims to discuss the best blockchain model for the university level. This study is qualitative-based research. After months in denial, on 2 nd March 2020 the first case of COVID-19 in Indonesia was announced and soon was declared as a national pandemic. COVID-19 was since being the headlines of the news offline and online. This trigger either positive or negative responses from the readers, which in turn affect at least the depth of understanding and furthermore the effectiveness of any enforced intervention taken with the purpose to control the transmission of the COVID-19. In order to assess how likely the COVID-19-containing news being forwarded to reach more readers and how the pertinent news bridge further virtual interaction, we crawled data from Twitter as the major online microblogging platform to analyze how likely COVID-19-containing tweets were echoed and what typical tweet about COVID-19 that gained attentions. This is critical to evaluate how people virtually responded against the tweets. Our analyzed data is visualized using Matplotlib by Python and Graph Prism8 accordingly. We figured out that timing and number of followers are not determinative for the tweets being retweeted. Instead, provoking headline add likelihood for the tweets to be moving forward. Also appeared in our analysis that the top two media (Detik and Kompas) shared the same proportion on their tweet type fractions on where information dominated the fraction of their tweets.
