During the last few years, a number of community area networks (CAN) have been launched in North America and Europe. Contrary to other telecommunication infrastructures, these networks are sponsored and financed by local governments and operate according to business considerations and are based on business models that are different from a classical telecom operator, requiring therefore a tailored business and technological solution. Main CAN customer groups include (i) telcos and ISPs, (ii) business customers, (iii) public sector institutions and (iv) residential users. The two main product groups are fiber and wavelength products offered to wholesale customers and data, voice and video services offered to public sector institutions. Although the individual technologies to be deployed within these networks are no different from those used in the advanced telecommunications systems operated by public carriers, community networks can be more creative in using leading edge broadband core and access technologies and in providing advanced services. The main objective of the paper is to demonstrate that CANs, if properly designed, implemented and managed, represent a viable business model as well as the right technology basis for providing e-government services, in particular, and for contributing to the development of an e-society, in general. A preliminary design of a province network in Northern Italy has been carried out by the authors and serves as a case study for this article.

Measured traffic traces from live packet networks often contain non-stationary effects like level shifts or polynomial trends. In these cases the popular tests for long range dependence (LRD) can result in wrong conclusions and unreliable estimation of the Hurst (1950) parameter. We investigate the implications of these effects on several LRD tests. The use of these results can be utilized to avoid pitfalls in LRD traffic modeling. Our results are supported by both analytical and simulation studies with examples taken from traffic analysis of a live ATM network.

In frequency domain system identification, the Fourier coefficients and their variances are used to calculate the estimated parameters. They are calculated from the measured signals. Therefore, good estimation of the Fourier coefficients and of their variance is utmost importance. It is a common practice to segment the periodic signal into periods, calculate the Fourier coefficients in each period, average them, and perform variance analysis, too. Here an important questions arises: do we use all the information present in the signal? Can we improve this procedure? This paper analyzes the information utilization in the process, examines when is it optimal, explains when processing of overlapped segments can help and why, and suggests an improved preprocessing procedure, increasing the quality of the calculated Fourier coefficients.

Monitoring trail (m-trail) provides an efficient way to achieve fast and unambiguous link failure localization in all-optical networks. To remove the electronic alarm dissemination, the original m-trail concept has been extended to allow trail status checking at each on-trail node by tapping the supervisory optical signal. By properly allocating such extended m-trails, each monitoring node can ail-optically localize every link failure using its locally collected optical alarm signals. This not only speeds up failure localization, but also minimizes monitoring resources by sharing supervisory wavelength-links among different monitoring nodes. However, the existing ILP design is very time-consuming and could hardly reach optimality. In this paper, we propose an efficient greedy algorithm to allocate the (extended) m-trails and minimize the total wavelength cost Our heuristic is based on a novel “Min Wavelength Max Information” principle which quantifies the contribution of each m-trail on failure localization, and a set of advanced techniques (such as trail-splitting and trail-sharing, etc) to intelligently allocate m-trails. Simulation results substantially attest the superior efficiency and performance of the algorithm in terms of minimizing the total wavelength cost, the required number of m-trails, and the algorithm running time.

Fuzzy communication contains vague or imprecise components and it might lack of abundant information. If two entities (man or machine) are communicating by a fuzzy channel, it is necessary that both ends possess the same codebook. The codebook might partly consist of common knowledge but it usually requires a context dependent part that is either learned by the communicating entity or defined by expert knowledge. Possibly it is continuously adapting to the input information. If such a codebook is not available or it contains too imprecise information, the information to be transmitted might be too much distorted and might lead to misunderstanding, misinterpretation and serious damage. If however the quality of the available codebook is satisfactory, the communication will be efficient i. e., the original contents of the message can be reconstructed. At the same time it is cost effective, as fuzzy communication is compressed as compared to traditional "abundant communication".

The alternating current flowing in the busbars of gas insulated switchgears (GIS) or substations generates Joule-heat both in the busbars and - due to eddy currents - in the metal enclosure. Besides heat conduction, the steady-state temperature of the conducting parts highly depends on the heat transfer between them and the encompassing gas insulation. The flow of the gas inside and outside the equipment that is, natural convection together with radiation determines the transferred heat. Such conjugate heat transfer problems can be treated numerically by finite element simulations. This paper compares the results of uni- and bidirectional coupling of electromagnetic and flow field simulations of a high voltage, gas insulated, three-phase busbar. It also discusses the influence of radiation on the results.

By virtually re-creating and visualizing an intelligent space (iSpace) geographically far from the original version, one opens up the possibility of remote control and interaction between the real iSpace and the virtual copy. Here we present the required components for such a mixed environment: the actual iSpace in a form of a laboratory built for such experiments, the stereoscopic (real 3D) visualization tool at the far end to reproduce the original iSpace, and the middleware embodied by the computer network that connects the two. To remotely operate in the iSpace one has to overcome the important problem of synchronization that is made difficult by the time delay in the computer network. Here we present our first approach to solve this problem by demonstrating a successful remote control of a mobile robot in this mixed environment.

The laser-induced backside wet etching (LIBWE) is one of the most promising and flexible and applicable indirect technique for micro- and submicrometer structuring of transparent dielectrics. It was recently demonstrated that the combination of LIBWE with the two-beam interferometric method (TWIN-LIBWE) is well suited for fabrication of submicrometer period gratings onto the surface of bulk fused silica. In this paper, the authors report on the fabrication of micrometer period grating structure in SiO 2 , and ZrO 2 thin films with the use of TWIN-LIBWE.

Phonocardiography (PCG) makes possible the examination of some fetal cardiac anomalies which otherwise usually remain undetected during pregnancy. The application of PCG in a telemonitoring system enhances its diagnostic capabilities, allowing long-term measurements even at home. The paper summarizes the intensive fetal monitoring campaign carried out in Hungary during the last three years that yielded useful experience regarding recent and future possibilities of fetal monitoring. Results collected from a large number of measurements suggest that PCG home monitoring may be a suitable screening method for fetal congenital heart diseases, even if surgical intervention in this phase of pregnancy is not easy.
