This work deals with the Unrelated Parallel Machine Scheduling Problem with Setup Times, with the objective of minimizing the makespan. It is proposed an Adaptive Large Neighborhood Search (ALNS) metaheuristic using Learning Automata (LA) to adapt the probabilities of using removal and insertion heuristics and methods. A computable function in the LA updates the probability vector for selecting the actions, corresponding to six removal and six insertion methods. We also propose a new insertion method based on Hungarian algorithm, which is applied to solve subproblems optimally. Computational experiments are performed to verify the performance of the proposed method. A set of instances available in the literature with problems up to 150 jobs and 10 machines is employed in the experiments. The proposed LA-ALNS is compared against three other algorithms from the literature. The results suggest that our algorithm has better performance in most of cases (88%) under the defined conditions of experiments. Statistical tests also suggest that LA-ALNS is better than the other algorithms from the literature. The proposed method is able to automatically choose the most suitable heuristics for the instance of the problem, through adaptation and learning in the Learning Automata. © 2017 IEEE.

Manifold learning for organizing unstructured sets of process observations

Data mining is routinely used to organize ensembles of short temporal observations so as to reconstruct useful, low-dimensional realizations of an underlying dynamical system. In this paper, we use manifold learning to organize unstructured ensembles of observations ("trials") of a system's response surface. We have no control over where every trial starts;and during each trial operating conditions are varied by turning "agnostic" knobs, which change system parameters in a systematic but unknown way. As one (or more) knobs "turn" we record (possibly partial) observations of the system response. We demonstrate how such partial and disorganized observation ensembles can be integrated into coherent response surfaces whose dimension and parametrization can be systematically recovered in a data-driven fashion. The approach can be justified through the Whitney and Takens embedding theorems, allowing reconstruction of manifolds/attractors through different types of observations. We demonstrate our approach by organizing unstructured observations of response surfaces, including the reconstruction of a cusp bifurcation surface for Hydrogen combustion in a Continuous Stirred Tank Reactor. Finally, we demonstrate how this observation-based reconstruction naturally leads to informative transport maps between input parameter space and output/state variable *** codes 37M20 Copyright © 2018, The Authors. Traditional data sources are not sufficient for measuring the United Nations Sustainable Development Goals. New and non-traditional sources of data are required. Citizen science is an emerging example of a non-traditional data source that is already making a contribution. In this Perspective, we present a roadmap that outlines how citizen science can be integrated into the formal Sustainable Development Goals reporting mechanisms. Success will require leadership from the United Nations, innovation from National Statistical Offices and focus from the citizen-science community to identify the indicators for which citizen science can make a real contribution.

Reporting-Guidelines in Medicine play an important role in promoting the quality of reports in health-related research. For instance, a poorly reported research may induce misinterpretation and inappropriate clinical settings. Basically, three major issues regarding Reporting-Guidelines in Medicine has to be addressed: (1) the existence of lots of reporting guidelines covering a broad spectrum of medical research increases the difficulties when reporting a medical research because it may not be clear which guidelines are applicable, or if all related guidelines are considered;(2) most guideline developers have not described how their guidance was developed, consequently tracking guidelines and features for evaluation, or even for correcting, may be not possible;(3) few guideline developers have evaluated the effectiveness of their guidance, then the real value that the guideline brings to reporting the research is not assured. Hence, we propose a solution to these three issues based on the Model-View-Controller Evolutionary Acquisition Interdisciplinary Research Project Management (MVC EA-IRPM) that is simultaneously a strategy and a web system for the development and management of reporting guidelines. © 2017 IEEE.

Agile methods have gained wide acceptance over the past several years, to the point that they are now a standard management and execution approach for small-scale software development projects. While conventional Agile methods are not generally applicable to large multi-year and mission-critical systems, Agile hybrids are now being developed (such as SAFe) to exploit the productivity improvements of Agile while retaining the necessary process rigor and coordination needs of these projects. From the perspective of Independent Verification and Validation (IV&V), however, the adoption of these hybrid Agile frameworks is becoming problematic. Hence, we find it prudent to question the compatibility of conventional IV&V techniques with (hybrid) Agile practices. This paper documents our investigation of (a) relevant literature, (b) the modification and adoption of Agile frameworks to accommodate the development of large scale, mission critical systems, and (c) the compatibility of standard IV&V techniques within hybrid Agile development frameworks. Specific to the latter, we found that the IV&V methods employed within a hybrid Agile process can be divided into three groups: (1) early lifecycle IV&V techniques that are fully compatible with the hybrid lifecycles, (2) IV&V techniques that focus on tracing requirements, test objectives, etc. are somewhat incompatible, but can be tailored with a modest effort, and (3) IV&V techniques involving an assessment requiring artifact completeness that are simply not compatible with hybrid Agile processes, e.g., those that assume complete requirement specification early in the development lifecycle.
