This work describes a study to obtain premature failures diagnoses in stationary lead acid batteries (flooded and valve regulated) by measurements of its internal resistance. The main goal was to obtain a methodology to estimate the future conditions of the batteries and replace then before failures. To achieve this goal we planned and executed some accelerated aging tests in different models of flooded and VRLA batteries used by LIGHT in cpqd's Batteries Laboratory. By analyze of the records, was developed a mathematical algorithm to predict the state of degradation of 2 V lead acid flooded and VRLA batteries for the next 24 months. From this prediction algorithm, based on conductance and/or impedance measurements, was developed a software implemented in WEB, JAVA language and SQL Server Database. © 2010 IEEE.

The aim of this paper is to present preliminary results of a research concerning the use of public access to information and communication technology (ICT) in Brazil. Based on a survey conducted in 2007 in three Brazilian cities hosting at least one telecentre, such survey aimed to identify the characteristics of telecentre users and non-users, as well as their reasons for using it (or not). We discuss such findings exploring the drivers of the decision about being a telecentre user or non-user. This is an on going study and a new survey will be conducted in order to validate those driving factors and to evaluate whether a new range of ICT-based public services would promote telecentre demand. At the completion of the study, we expect to have new insights over how to improve the attractiveness of ICT public access as they are one of the main resources used by government policies to bridge the Brazilian digital gap. © 2009 IADIS.

This paper describes the conception, development and testing of a screen reader solution that, besides assisting visually impaired users in their interactions with computers, also helps illiterate and semi-literate users in a similar context. To achieve this, the solution offers new interaction modes and novel functionalities aimed at helping low-literacy users to deal with texts in computational interfaces and on the Internet. By doing so, these users are expected to have new opportunities to develop latent or inactive reading skills and to enrich their vocabulary, while being digitally included. © 2009 IADIS.

The literacy level of a significant part of the Brazilian population is insufficient for a proficient use of computers and for an autonomous access to digital contents as those currently available on the Internet. Although this problem also exists in other developing countries, its features depend on many sociocultural and educational factors that distinguish each country. Thus, most of the studies on digital inclusion of illiterate users undertaken abroad, as is often the case in studies for countries in Asia and Africa, are not totally suited to Brazil's context, which is mainly characterized by a higher prevalence of functional illiteracy rather than by full illiteracy, and in which multiligualism is marginal. Hence, besides the use of icons as supporters in understanding digital contents, as often proposed for those other countries, we particularize the problem to Brazil by investigating how icons reinforce the reading skills of semi-literate users, a key issue given the literacy level of many Brazilian citizens. Thus, this paper addresses both the use of icons in supporting digital content navigation and their role in scaffolding limited reading skills when accessing digital contents. © 2009 IADIS.

Mapping users' perspectives and outlining social impacts from digitalization of terrestrial TV in Brazil

The digital divide has numerous aspects and is as dynamic as the technology industry is able to develop and disseminate new ICTs and services, thus increasing or creating new gaps among the more advanced societies and those still hampered by social and economic problems. In developing countries the diffusion of new technologies is often hindered by factors such as insufficient income, deficient infrastructure, cultural barriers and lack of information. Brazil is no exception to that rule, and all information and communication technologies (ICT) diffusion surveys undertaken to date confirm the trend that digital exclusion is following the dreadful pattern of social exclusion. The income disparities in Brazil are very severe and, also due to the country's huge territory and complex geographical and cultural formations, a technological innovation is seldom capable of reaching the population as a whole and benefiting the entire society. One outstanding exception is the terrestrial (free-to-air) TV, which, after about 50 years since its introduction, has reached an adoption rate of more than 90%, and now covers the whole country, with enormous sociocultural consequences. In view of this, and with the objective of addressing the problem of digital exclusion, the Brazilian Government has devised the deployment of digital terrestrial television-DTT-as a singular opportunity to reduce the digital divide and to promote the access of the population to interactive and citizenship services through an already familiar interface, thus avoiding or reducing cultural constraints and illiteracy barriers usually posed by other ICTs. This study undertakes a comprehensive discussion of that policy and its effects, and provides some data to support the strategy: the results of two interrelated studies;one that maps TV users' characteristics and expectations regarding digital TV, and another that models the social network effects on the diffusion of DTT into Brazilian society and the users

This work describes a study made in order to verify the real impact of storage in life expectancy of VRLA batteries. For this study 85 cells (2V, VRLA) from 5 different manufactures were acquired in Brazilian market. The batteries acquired were three AGM and two GEL types. These cells were subdivided in nine sets of samples that were submitted to different storage conditions. In the study were evaluated the influences of the storage time without recharging (quarterly, half-year and one-year basis), storage environment temperature (25degC, 35degC and without temperature control), as well as the application of equalization recharges. This paper will present the results of this research with a focus in the remaining and recovered capacities behavior for various condition tests.

Ingress nodes of Optical Burst Switching (OBS) networks are responsible for assembling burst out of incoming packets and to forward these bursts into the OBS network. The most common criteria for burst assembly are based either on time or on traffic volume. The change of the statistical characteristics of a traffic stream at an ingress switch can affect the quality of service provisioning. Therefore, the statistical characteristics of the output flow of an ingress node need to be known for appropriate network dimensioning and service provisioning. This paper evaluates the impact of burst assembly mechanisms on the scaling properties of multifractal traffic flows. It is showed that the most relevant factor that determines the nature of the output traffic flow is the relationship between the cut-off time scale of the input traffic and the time scale of assembly threshold. © 2006 IEEE.

Access fairness protocols for optical packet- switched ring networks can jeopardize the fairness promoted by the transmission control protocol (TCP), the transport protocol currently responsible for carrying most of Internet traffic. This paper presents the ring virtual queue (RVQ) protocol, a simple and adaptive access fairness protocol for optical packet-switched rings that is capable of providing TCP connections with high goodput and degree of fairness without requiring any information about the state of the TCP connections.
