Human systems integration and advanced technology in engineering department workload and manpower reduction

LIVELY graduated from the University of Colorado with a BS in applied mathematics and an MS in mathematics in 1976 and from the Massachusetts Institute of Technology with an MS in electrical engineering and the degree ocean engineer in naval architecture and marine engineering in 1984. He retired from the U.S. Navy in 1989 after 23 years of service. Assignments included electrical officer on the USS Constellation (CV 64) project engineer for the DDG 51 machinery control system (NAVSEA) and DDG 51 Technical Director (NAVSEA). He was vice president of the PDI Division of Bird-Johnson Company from July 1989 to November 1998 where he managed various gas turbine and machinery controls related development projects. He joined Anteon Corporation's Systems Engineering Group as senior controls engineer in December 1998 where he provided technical support to the integrated power systems program (NAVSEA PMS 510) and managed the Office of Naval Research Afloat Laboratory. DR. MARK KIRKPATRICK is currently an independent consultant in human factors and work-load/manning analysis and modeling. He holds a Ph.D. degree in experimental psychology from The Ohio State University and has 34 years of experience in applied human factors. From 1982 through 2000 Dr. Kirkpatrick served as the senior vice president of Carlow International. Prior to joining Carlow in 1982 Dr. Kirkpatrick served as a member of the technical staff at North American Rockwell's Missiles Division and as a project director and vice president for Essex Corporation. His areas of expertise include workload simulation task analysis operator-in-the-loop simulation human performance experimentation statistical analysis and human factors T&E. He has directed and/or participated in human factors projects for the U.S. Navy U.S. Army NASA Department of Transportation the U.S. Nuclear Regulatory Commission and private industry. ANTHONY J. 作者: Grubb, MJ Skolnick, A Michael J. Grubb:has perfomzed naval engineering at the Crane Division Naval Surface Warfare Center (NSWC) for more than twenty-five years. He currently the program manager for the Sustainable Hardware and Affordable Readiness Practice Program (SHARP). is a Navy-wide logistics research and development prgram aimed at the successful transiton of proved technologies inot the fleet. SHARP focuses on reducing acquisition performance capability reliability maintainability and readiness of these systems. Mr. Grubb has served as a department director for the past eleven years. His most recent assignment was as director of the Tactical Computer Resources and Test Equipment Department. This organization provided acquisition and in-service engineering support of the Navy's tectical embedded computers priphirals displays and mass memory storage devices. The organization also provided a complete range of product engineering and metrology engineerig services for SSP NevSeaSysCom and the Trident Program. Prior to this appointment Mr. Grubb was deptuy director psysical security programs department and site responsible for program management and system integration of ashore integrated security systems. Mr. Grubb holds a B.S. degree in industrial engineering from Iowa State Universtiy an M.S. degree in industrial engineering from Purdue University and has copleted the course work (Dec.'96 for a master's degree in public and environment affairs at Indiana University-Purdue Univeristy Indianapolis. Dr. Alfred Skolnick operates System Science Consultants (SSC) specilizing in strategic planning technical program definiton technology assessment and engineering analyses on selected matters of national interest. He has taught physics mathematics and management sciences at University of Virginia and Marymount University and is currently adjunct professor of mathematics at Northern Virginia Community College. After one year of military service with the French navy he worked as naval architect and program director for the French navy between 1984 and 1988. He was in charge of the development of AGNES200 Surface Effect Ship design which completed its sea trials in 1992. He also was responsible for the construction of five ships (four hydrographic vessels and one experimental MCM vessel) which entered service between 1988 and 1991. He has been involved in a number of projects and studies for the U.S. Navy U.S. Coast Guard and other foreign and domestic customers. At Band Lavis & Associates Inc. Mr. Goubault has expanded the computer tools used to conduct parametric analysis of advanced hullforms and has developed cost-effectiveness assessment tools and methodologies for both commercial and military ships. Mr. Goubault is a member of ASNE. Marc Greenberg:is employed as a cost analyst at the cost and economic analysis branch systems assessment and engineering division Naval Surface Warfare Center. He provides cost estimates and analyses of Navy ship and submarine technologies and has assisted in the development of parametric cost models since 1991. Employed as an electronics engineer by the U.S. Army Information Systems Command from 1989 to 1991 he provided support in simulation design and construction of high frequency and microwave communication systems. Mr. Greenberg received his BS degree in ceramic science and engineering from the Pennsylvania State University May 1987. He is a member of MORS. Dr. Lin received his B.S. degree in mechanical engineering from the National Taiwan University in 1957. He was awarded his M.S. degree in naval architecture and Ph.D. in engineering science from the University of California at Berkeley in 1963 and 1966 respectively. From 1966 to 1969 he was employed by ESSO Research and Engineering Company to conduct marine hydrodynamic research for oil tankers and offshore structures. Since joining DTNSRDC in 1969 he has actively conducted and directed hydrodynamic research to advance naval ship design technology and improve ship performance. Active in national and international symposia on ship hydrodynamic research he is recognized for contributions to the ship research community. For the past six years he has been a member of the Performance Committee of the ITTC and currently serves as secretary of the committee. He is a member of SNAME and the Society of Naval Architects of Japan. William G. Day Jr:. has been employed as a naval architect at the David Taylor Naval Ship R&D Center since receiving a B.E.S. degree from the Johns Hopkins University in 1966. He obtained an M.S. E. degree from George Washington University in 1971. As Head Design Evaluation Branch of the Ship Performance Department he is responsible for model experiments to evaluate the hydrodynamic performance of ships and propulsors. He is a member of ASNE and SNAME. In-Young Koh:received his B.S. and M.S. degrees in electrical engineering from Lowell University in 1969 and 1971 respectively and his Ph.D. in applied mechanics from Rensselaer Polytechnic Institute in 1976. Dr. Koh joined DTNSRDC as an electronic engineer specializing in the application of advanced instrumentation and computer techniques to ship research and design. Carlson received his B.S. degree in Naval Architecture and Marine Engineering from the University of Michigan in 1970 and began his career with the Department of the Navy at the Naval Ship Engineering Center (NAVSEC). In 1972. he returned to the University of Michigan under the NAVSEC Long Term Training Program and received his M.S. degree in Naval Architecture and Marine Engineering. After returning to the Ship Arrangements Branch at NAVSEC. he was assigned as Task Leader for General Arrangements for the PGG PCG PHM. and MCM ship designs and was awarded Outstanding Performance Awards in 1974 and 1975. In addition he was Manager of the Arrangement Subsystem of the Navy's Computer-Aided Ship Design and Construction Program (CASDAC). In October 1979. he became Manager of the CASDAC Hull Design System. Currently. he also is enrolled in the M.S. of Computer Science Program at Johns Hopkins University. Mr. Carlson previously has presented technical papers at ASNE Day 1974 and 1978 as well as at the 1979 DOD Manufacturing Technology Advisory Group Conference. Besides ASNE. which he joined in 1972. he is a member of SNAME. ASE. and the U.S. Naval Institute. Mr. Robert A. Johnson is a Naval Architect in Surface Combatants Design (SEA 03D3). Ship Design Integration Directorate Naval Sea Systems Command. He received an Associate in Engineering degree in Drafting and Design Technology in 1959. his B.S. degree in Aerospace Engineering in 1965. and his M.S. degree in Engineering Mechanics in 1970. all from the Pennsylvania State University. In 1973. he was selected for the NA VSEC Hull Division s Long Term Training Program at the University of Michigan subsequently receiving his M.S.E. degree in Naval Architecture in 1974.
