The Technical Committee of the CESEI (Spanish Chapter of the IEEE Education Society) is focused on the Innovation, Research and Development (I+R+D) of the education in engineering, mainly Electric and Computer engineering. As in other interdisciplinary fields, the I+R+D involves several sources of information and different stakeholders, each one with its own focus and purpose. As a result, sometimes it may be complex for practitioners and researchers to identify the more appropriate entities for their interests. This paper shows how the CESEI Technical Committee tries to solve this difficulty by providing updated information regarding the main publications (journals), events (conferences) and awards to the best academic works. The paper focuses special attention on the activities held during 2020–2021.

Background: Despite major advances in artificial intelligence (AI) research for healthcare, the deployment and adoption of AI technologies remain limited in clinical practice. In recent years, concerns have been raised about the clinical, technical, ethical and legal risks associated with healthcare AI. To increase adoption in the real world, it is essential that AI technologies are trusted and accepted by patients, clinicians, health organisations and authorities. This paper describes the FUTURE-AI framework as the first international consensus guideline for trustworthy AI in healthcare. Methods: The FUTURE-AI consortium was founded in 2021 and now comprises 117 interdisciplinary experts from 50 countries representing all continents, including AI scientists, clinical researchers, biomedical ethicists, and social scientists. Over a two-year period, the consortium established guiding principles and best practices for trustworthy and deployable AI through an iterative process comprising an in-depth literature review, a modified Delphi survey, and online consensus meetings. Findings: The FUTURE-AI framework was established based on six guiding principles for trustworthy AI in healthcare, i.e. Fairness, Universality, Traceability, Usability, Robustness and Explainability. Through consensus, a set of 30 best practices were defined, addressing technical, clinical, socio-ethical and legal dimensions of trustworthy AI. The recommendations cover the entire lifecycle of healthcare AI, from design, development and validation to regulation, deployment, and monitoring. Interpretation: FUTURE-AI is a structured, risk-informed framework which provides guidance for constructing healthcare AI tools that will be trusted, deployed and adopted in real-world clinical practice. Researchers are encouraged to take the recommendations into account in proof-of-concept stages to facilitate future translation towards clinical practice of healthcare AI. Synthetic biologists have made great progress over the past decade in developing methods for modular assembly of genetic sequences and in engineering biological systems with a wide variety of functions in various contexts and organisms. However, current paradigms in the field entangle sequence and functionality in a manner that makes abstraction difficult, reduces engineering flexibility, and impairs predictability and design reuse. Functional Synthetic Biology aims to overcome these impediments by focusing the design of biological systems on function, rather than on sequence. This reorientation will decouple the engineering of biological devices from the specifics of how those devices are put to use, requiring both conceptual and organizational change, as well as supporting software tooling. Realizing this vision of Functional Synthetic Biology will allow more flexibility in how devices are used, more opportunity for reuse of devices and data, improvements in predictability, and reductions in technical risk and cost. © 2022, CC BY.

Since the use of a quantum channel is very expensive for transmitting large messages, it is vital to develop an effective quantum compression encoding scheme that is easy to implement. Given that, with the single-photon spin-orbit entanglement, we propose a quantum secret sharing scheme using orbital angular momentum onto multiple spin states based on Fibonacci compression encoding. In our proposed scheme, we can represent the frequency of any secret message which is typically collection of bits encodings of text or integers as a bitstring using the base Fibonacci sequence, which is encoded multiple spin states for secret shares transmitted to participants. We demonstrate that Fibonacci compression encoding carries excellent properties that enable us to achieve more robust quantum secret sharing schemes with fewer number of photons.

Intelligent decision-making (IDM) is a cornerstone of artificial intelligence (AI) designed to automate or augment decision processes. Modern IDM paradigms integrate advanced frameworks to enable intelligent agents to make effective and adaptive choices and decompose complex tasks into manageable steps, such as AI agents and high-level reinforcement learning. Recent advances in multimodal foundation-based approaches unify diverse input modalities—such as vision, language, and sensory data—into a cohesive decision-making process. Foundation models (FMs) have become pivotal in science and industry, transforming decision-making and research capabilities. Their large-scale, multimodal data-processing abilities foster adaptability and interdisciplinary breakthroughs across fields such as healthcare, life sciences, and education. Towards fair and decentralized privacy-preserving deep learning with blockchain

In collaborative deep learning, current learning frameworks follow either a centralized architecture or a distributed architecture. Whilst centralized architecture deploys a central server to train a global model over the massive amount of joint data from all parties, distributed architecture aggregates parameter updates from participating parties' local model training, via a parameter server. These two server-based architectures present security and robustness vulnerabilities such as singlepoint-of-failure, single-point-of-breach, privacy leakage, and lack of fairness. To address these problems, we design, implement, and evaluate a purely decentralized privacy-preserving deep learning framework, called DPPDL. DPPDL makes the first investigation on the research problem of fairness in collaborative deep learning, and simultaneously provides fairness and privacy by proposing two novel algorithms: initial benchmarking and privacy-preserving collaborative deep learning. During initial benchmarking, each party trains a local Differentially Private Generative Adversarial Network (DPGAN) and publishes the generated privacy-preserving artificial samples for other parties to label, based on the quality of which to initialize local credibility list for other parties. The local credibility list reflects how much one party contributes to another party, and it is used and updated during collaborative learning to ensure fairness. To protect gradients transaction during privacy-preserving collaborative deep learning, we further put forward a three-layer onionstyle encryption scheme. We experimentally demonstrate, on benchmark image datasets, that accuracy, privacy and fairness in collaborative deep learning can be effectively addressed at the same time by our proposed DPPDL framework. Ransomware attacks are a prevalent cybersecurity threat to every user and enterprise today. This is attributed to their polymorphic behaviour and dispersion of inexhaustible versions due to the same ransomware family or threat actor. A certain ransomware family or threat actor repeatedly utilises nearly the same style or codebase to create a vast number of ransomware versions. Therefore, it is essential for users and enterprises to keep well-informed about this threat landscape and adopt proactive prevention strategies to minimise its spread and affects. This requires a technique to detect ransomware samples to determine the similarity and link with the known ransomware family or threat actor. Therefore, this paper presents a detection method for ransomware by employing a combination of a similarity preserving hashing method called fuzzy hashing and a clustering method. This detection method is applied on the collected WannaCry/WannaCryptor ransomware samples utilising a range of fuzzy hashing and clustering methods. The clustering results of various clustering methods are evaluated through the use of the internal evaluation indexes to determine the accuracy and consistency of their clustering results, thus the effective combination of fuzzy hashing and clustering method as applied to the particular ransomware corpus. The proposed detection method is a static analysis method, which requires fewer computational overheads and performs rapid comparative analysis with respect to other static analysis methods.

A keyphrase extraction technique endeavors to extract quality keyphrases from a given document, which provide a high-level summary of that document. Except statistical keyphrase extraction approaches, all other approaches are either domain-dependent or require a sufficient amount of training data, which are rare at present. Therefore, in this paper, a new tree-based automatic keyphrase extraction technique is proposed, which is domain-independent and employs nominal statistical knowledge;but no train data are required. The proposed technique extracts a quality keyphrase through forming a tree from a candidate keyphrase;and later, it is expanded or shrunk or remained in the same state depending on other similar candidate keyphrases. At the end, keyphrases are extracted from the resultant trees based on a value, μ (which is the Maturity Index (MI) of a node in the tree), which enables flexibility in this process. A small μ value would yield many and/or lengthy keyphrases (greedy approach);whereas, a large μ value would yield lower and/or abbreviated keyphrases (conservative approach). Thereby, a user can extract his/her desired-level of keyphrases through tuning μ value. The effectiveness of the proposed technique is evaluated on an actual corpus, and compared with Rapid Automatic Keyphrase Extraction (RAKE) technique. © 2018 The Authors. Published by Elsevier Ltd.

This paper proposed the modelling and simulation of generator protection for power system using digital reverse power relay. The operations of the power plant are often interrupted by the reverse power generation. Therefore, generators need to be closely monitored and controlled. In this study, 11 kV synchronous generators are connected to 220 kV load through a step-up transformer, and a new model of reverse power relay is added for generator protection. The reverse power relay proposed in this paper is a digital relay with high accuracy and high reacting speed. Several cases based on various types of mechanical inputs to the generator were studied to test the operation of the reverse power relay. This simulation was done using MATLAB/Simulink. The results show that the 11 kV generator protection is successful with this new model reverse power relay. Besides, the simulation results were similar result compared to the theory result. From the simulation results, the integral output of the relay will reach the threshold value ‘L’ whenever there is a reversed power flow fault found in the system. Consequently, the relay will be triggered to provide protection for the generator. This model has been added into online resources of MATLAB Power System Tools. In addition, this model may also help the engineers to develop the analytical skills under various conditions.
