ASCE Inspire 2023: Infrastructure Innovation and Adaptation for a Sustainable and Resilient World

Coal is a critical commodity for US rail transportation and the larger economy. This study evaluates the impacts of the energy transition on railroads due to a decreasing share of coal in electricity generation. The impacts are measured by three metrics: annual revenue, node criticality, and network efficiency. Current impacts for the period 2005–2020 are assessed using the weighted network analysis method and Waybill data. Future impacts for the period 2020–2050 are predicted considering six scenarios, including the Energy Information Administration’s reference pathway, and five shared socioeconomic pathways adopted by the sixth assessment report of the Intergovernmental Panel on Climate Change (IPCC). The results suggest that annual revenues from coal shipments could decrease by up to 79% or increase by more than twofold between 2005 and 2050, depending on the scenario. The impacts of the energy transition are uneven on the freight rail, with some stations, represented by network nodes, being particularly sensitive to changes in coal shipments. Moreover, network efficiency could decrease by 19% or increase by 70% between 2005 and 2050, depending on the scenario. © 2023 by the American Society of civil Engineers. All Rights Reserved.

Projects often experience cost overruns due to market uncertainty and price escalations. Traditional cost estimation methods that rely on point estimation are incapable of providing prediction intervals as well as probabilistic assessment. Thus, there is need for an innovative approach to predict the changes and uncertainties in construction material costs. This paper proposes a novel stochastic model to estimate construction material costs by applying probabilistic forecasting using autoregressive recurrent networks. First, price data was collected for four different construction materials. Second, data was divided into a training set (pre-COVID-19) and a testing test (post-COVID-19). Third, the state-of-the-art DeepAR algorithm was implemented to provide probabilistic forecasts for construction material prices under uncertain post-COVID market conditions. The results showed that the proposed stochastic model provides accurate cost estimates with a mean absolute percentage error of 1% for concrete products, of 2% for concrete ingredients, of 3% for paving mixtures and blocks, and of 4% for steel and iron materials. This paper adds to the body of knowledge by proposing a new approach for estimating construction material by providing probabilistic forecasts in the form of Monte Carlo samples that can be used to compute quantile estimates, which offers better protections against rising costs. © ASCE.

This study assesses the effectiveness of integrating infrared thermography (IR) and ultrasound (UT) technologies for the non-destructive testing of concrete bridges, addressing the critical need for advanced assessment methods amidst the deteriorating state of U.S. infrastructure. By combining the rapid, surface-level scanning capabilities of IR with the precise, in-depth analysis offered by UT, our research demonstrates a comprehensive approach to identifying subsurface anomalies such as delaminations, voids, and corrosion of reinforcement. The findings underscore the complementary strengths of IR and UT, highlighting their potential to significantly enhance the accuracy of infrastructure evaluations, optimize maintenance strategies, and ensure public safety. This integrated methodology proposes a balanced, efficient inspection process, advocating for further development in data collection, processing, and analysis techniques to improve the longevity and reliability of critical public works. © 2024 The Editor(s).

Climate change in the Arctic serves as a pivotal indicator of alterations in the global climate system,with clouds playing an essential role in regulating the surface radiative energy balance in the *** the patterns of Arctic cloud variability and the underlying mechanisms is of paramount scientific importance for understanding Arctic climate *** analysis of Arctic cloud characteristics reveals that since the onset of the 21st century,low clouds have predominantly comprised the Arctic summer cloud fraction(approximately 60%),followed by middle clouds(approximately 30%).The total-cloud fraction has exhibited a marked increasing trend,especially in the Beaufort Sea and Chukchi Sea(0.45%/yr).An attribution analysis suggests that the changes in the Arctic cloud fraction are chiefly driven by trends in two atmospheric circulation modes:The Arctic Oscillation(AO)and the Arctic dipole anomaly(DA).During positive phases of the AO,the cloud fraction increases across all Arctic ***,in the positive phases of the DA,the cloud fraction decreases in the Beaufort Sea,Chukchi Sea,and Greenland Sea,whereas it increases in the East Siberian Sea,Kara Sea,and Barents Sea,indicating an“east-west”dipole *** 2000,the AO has been on an upward trend,whereas the DA has been *** combined effect of these two modes has resulted in a significant increase in the cloud fraction within the Beaufort Sea *** examination of cloud radiative effects indicates that an increase in the cloud fraction intensifies both longwave warming and shortwave cooling effects,leading to an overall net negative radiative *** the long-term trends in Arctic summer clouds enhances our comprehension of Arctic climate change.

Application of Hausdorff fractal derivative to the determination of the vertical sediment concentration distribution

The Rouse formula and its variants have been widely used to calculate the steady-state vertical concentration distribution for suspended sediment in steady sediment-laden flows, where the diffusive flux is assumed to be Fickian. Turbulent flow, however, exhibits fractal properties, leading to non-Fickian diffusive flux for sediment particles. To characterize non-Fickian dynamics of suspended sediment, the current study proposes a Hausdorff fractal derivative based advection-dispersion equation(HADE)model, where the Fickian diffusive flux in the Rouse model is replaced by a fractal derivative re-scaled using a constant diffusivity. The order of the Hausdorff fractal derivative is designed to characterize the influence of the multi-fractal turbulence structure on sediment diffusion. Applications show that the HADE model, with the analytical solution expressed using a stretched exponential function, can accurately describe the observed vertical concentration profiles for suspended sediment with different *** improvement well captures the non-exponential decay of the vertical sediment concentration in turbulent flow. Further analyses of measured sediment concentration profiles reveal that the Hausdorff fractal order decreases with the Rouse parameter, which describes the stronger impact of turbulent flow and a more uniform sediment concentration profile for smaller particles. Model comparisons also show that the HADE model provides better performance in describing the sediment concentration profiles than the improved Rouse formula and the standard fractional derivative advection-dispersion equation(FADE), which either under-or over-estimates vertical displacement of sediment particles, likely due to coherent turbulent structures.

Drinking water sources can be downstream of pollution sources that affect their treatability. One example is the formation of disinfection byproducts (DBPs) when chemical disinfectants react with precursors such as organic matter, bromine (Br), and iodine (I) in drinking water treatment. There are currently no regulated iodine-containing DBPs (I-DBPs) in the U.S., although six iodinated trihalomethanes were on a draft list for potential future regulation. Iodine species and I-DBPs are not routinely monitored in surface waters or in wastewater discharges, making it difficult to assess drinking water risk associated with I-DBPs. The objective of this study was to investigate iodine-containing point source discharges across nine categories that are upstream of surface drinking water sources at the hydrologic unit code subbasin (8-digit HUC, or HUC8) level through the establishment of a discharge-intake flow index (DIFI). A DIFI score was calculated for each HUC8 in the contiguous U.S. based on the count of wastewater discharges potentially containing iodine (representing potential hazard) upstream of surface drinking water facility subwatersheds (HUC12) (representing potential exposure). Statistical differences in DIFI were evaluated at the hydrologic region (HUC2) level. Of the 1,154 HUC8 subbasins containing surface water facilities in the contiguous U.S., 651 (56%) contain upstream potential iodine discharges. While DIFI scores were geographically widespread, the highest overall scores were primarily located in the eastern U.S.: HUC02, HUC05, and HUC03. The methodology presented here enables identification of high-priority watersheds for further investigation, and results can inform water utility decision-making and future DBP research.

The collective water supply system (CWSS) belongs to the critical infrastructure systems, being at the same time an anthropotechnical system, i.e. a system consisting of mutually interacting man—technical object—environment. Ensuring an appropriate level of reliability and safety of water supply to consumers is one of the current problems of the water supply sector. Specialist literature indicates that 70–90% of failures of technical systems are related to the impact of the human factor. In the case of the CWSS, it is estimated that man is responsible for 75% of the occurring failures. The influence of the human factor in the assessment of the reliability of the CWSS cannot be omitted. The paper presents the role of the operator in the CWSS, indicates the types of human errors and their causes. A review of the human reliability assessment (HRA) methods was made and the perspective of using the HRA methods in the analysis of the reliability and safety of the CWSS was presented. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2024.

Buyer-driven commodity chains are characterized by commercial relationships between buyers and sellers that may obscure accountability due to complexity, thereby undermining sustainability efforts. Conventional methods to trace production, including ineffective human-led audits, risk reorienting global corporate governance towards the interests of private business and away from social benefit by limiting the role of objective data in the process. This study examines the relevant features of private, permissioned blockchain towards harnessing the transparency challenge by demonstrating the efficacy of our proposed framework against a simulation of a real-world multi-tier apparel supply chain. The simulation integrates a set of functional and operational requirements achieved through a combination of programmable smart contracts and underlying blockchain architecture. We then evaluate the framework both qualitatively and quantitatively before discussing the limitations of our work. © 2024 The Authors. Published by Elsevier B.V.
