In this work, the result of the initial attempt to propose an Association of Southeast Asian Nations (ASEAN) digital security and interoperability standard to support the mobility among ASEAN countries is presented. Literature reviews on existing coronavirus disease 2019 (COVID-19) related digital technologies of six ASEAN member countries are conducted. Several concerns related to creating/implementing the ASEAN digital security and interoperability standard are discussed including the technology accessing concern, the data security and privacy concern, and the data interoperability and availability concern. The proposed solution toward creating an ASEAN digital security and interoperability standard is then presented. To evaluate the proposed solution, a survey has been conducted on representatives of nine ASEAN countries on four main issues including the security standards and requirements, the interoperability standard and requirements, the certifications, and the implementation challenges. According to the survey and the discussion, seven recommendations were proposed toward creating an ASEAN digital security and interoperability standard. First, each country collects and maintains the data of its own citizens and also provides a method to authenticate and access the data by authorized requests. Second, QR code standard or ASEAN QR code standard must be agreed upon so that it can be authenticated and verified by ASEAN countries. Third, health risk assessment must be agreed upon to be used. Forth, the security standard, the data, the data format and the exchange protocol must be agreed upon at the ASEAN policy level while adoption of international standards as an implementation guideline will ease of the process and neutralize different requirements from various countries. Environmental infrastructure investment(EII)is an important environmental policy instrument on responding to greenhouse gas(GHG)emission and air *** paper employs an improved stochastic impact by regression on population,affluence and technology(STRIPAT)model by using panel data from 30 Chinese provinces and municipalities for the period of 2003–2015 to investigate the effect of EII on CO2 emissions,SO2 emissions,and PM2.5 *** results indicate that EII has a positive and significant effect on mitigating CO2 ***,the effect of EII on SO2 emission fluctuated although it still contributes to the reduction of PM2.5 pollution through technology *** intensity has the largest impact on GHG emissions and air pollution,followed by GDP per capita and industrial *** addition,the effect of EII on environmental issues varies in different *** findings suggest that policies on EII should be region-specific so that more appropriate mitigation policies can be raised by considering the local realities.

Analysis of moving target defense against false data injection attacks on power grid

Recent studies have considered thwarting false data injection (FDI) attacks against state estimation in power grids by proactively perturbing branch susceptances. This approach is known as moving target defense (MTD). However, despite of the deployment of MTD, it is still possible for the attacker to launch stealthy FDI attacks generated with former branch susceptances. In this paper, we prove that, an MTD has the capability to thwart all FDI attacks constructed with former branch susceptances only if (i) the number of branches l in the power system is not less than twice that of the system states n (i.e., l ≥ 2n, where n + 1 is the number of buses);(ii) the susceptances of more than n branches, which cover all buses, are perturbed. Moreover, we prove that the state variable of a bus that is only connected by a single branch (no matter it is perturbed or not) can always be modified by the attacker. Nevertheless, in order to reduce the attack opportunities of potential attackers, we first exploit the impact of the susceptance perturbation magnitude on the dimension of the stealthy attack space, in which the attack vector is constructed with former branch susceptances. Then, we propose that, by perturbing an appropriate set of branches, we can minimize the dimension of the stealthy attack space and maximize the number of covered buses. Besides, we consider the increasing operation cost caused by the activation of MTD. Finally, we conduct extensive simulations to illustrate our findings with IEEE standard test power systems. One of the risk factors in skin cancer is unprotected exposure to UV radiation. Melanoma is the deadliest form of skin cancer but also curable if it is diagnosed in the early stages. This study uses a histogram analysis technique to investigate and classify two common skin lesions, nevi and melanoma. The colour feature investigated is the optimal threshold values in RGB space. Also, a boundary limit of the skin lesions is performed using a colour histogram analysis and the optimal threshold determination. A statistical analysis of the relevant threshold values for R, G and B histograms to establish a sound colour separation between benign and malignant lesions is performed. Monochromatic channel threshold values are clustered using K-means and the validity of clustering is assessed by silhouette method. The proposed method technique is evaluated using 120 colour digital images (60 melanomas and 60 nevi) from the Digital Archive of the Department of Dermatology of the University Medical Center in Groningen (UMCG)1. The reported results suggest red as the lesion representative colour in dermoscopic images. The pixel values for red channel are strongly related to the skin lesion type. © SGEM 2019.

MRI images contain a lot of subtle information related to various lesions which are difficult to be picked up by radiologists. computer aided diagnosis CAD is a valuable tool to improve the ability of an average radiologist to diagnose the subtle lesions. This study uses the isolated foreground pixels in MRI images as a feature able to discern a stroke patient by a healthy one. Brain MRI image was divided into eight equal sectors. The isolated foreground pixels (i.e. pixels satisfying a neighborhood configuration that corresponds to an isolated foreground pixel) were extracted using hit-or-miss and skeleton transformations. We have tested the proposed algorithms using two cerebral image datasets (healthy and acute stroke patients). The mean SD values of isolated foreground pixels for stroke patients systematically exceed the corresponding values for healthy patients. The higher numbers of isolated foreground pixel determined using hit-or-miss transform indicate this method as a promising approach for a simple and quick evaluation of stroke. © SGEM 2019.

Optimization issues are of great importance to both the industrial and scientific worlds. Artificial Fish Swarm Algorithm (AFSA) is a clever optimization algorithm founded on a behaviour inspired by the nature. The enhanced artificial fish swarm algorithm (EAFSA), settled on chaotic model, is applied to optimize the Proportional Integral Derivatives PID parameters, which increases the dynamic of the tuning mechanism and improves its fundamental behaviour. The simulation results show that this optimization algorithm gives faster response, shorter adjustment time and smaller overshoot.

This review explores the advancements in MXene-based nanomaterials as flame-retardant additives for polymers and composites, driven by increasing fire safety demands across industries. It highlights the critical role of flame-retardant materials in mitigating fire hazards in structures, electronics, transportation, and textiles, emphasizing the need for innovative solutions due to stricter safety regulations. MXenes, a class of two-dimensional nanomaterials with unique structural properties such as high surface area, tunable composition, and superior thermal stability, are presented as promising candidates. The review discusses various synthesis and incorporation techniques for MXenes in polymer matrices, showcasing improvements in flame retardancy, mechanical properties, and thermal stability. Additionally, it emphasizes the multifunctionality of MXenes, which offer conductivity, electromagnetic shielding, and mechanical reinforcement alongside flame suppression. With the specification of electricity trading market, to strengthen electric power demand side management, improve the mechanism of electric power emergency and establish a long-term mechanism, this paper proposed the monthly power generation planning optimization model based on the grey model algorithm. The paper studied the regional power grid dispatching management, according to the market and the development direction of energy conservation. This method paid attention to monthly free energy conservation strategy, meanwhile, improved the rate of short-term energy saving establishment. The optimized energy-saving power generation establishment can be more comprehensive for resource allocation and scheduling in the power generation scheduling, and to better meet the needs of the electric power market reform.
