作者: CHITRE, DM SHYY, DJ EPHREMIDES, A GUPTA, S COMSAT Laboratories 22300 Comsat Drive Clarksburg MD 20871–9475 USA. Received his B.Sc. from the University of Bombay India an M.A. in mathematics from the University of Cambridge U.K. and a Ph.D. in physics from the University of Maryland. He is currently an Associate Executive Director of the Network Technology Division at COMSAT Laboratories. He has been involved in research and development activities in ISDN VSAT networks data communications and network systems and architectures. Prior to his current positions Dr. Chitre was a Principal Scientist in the Network Technology Division at COMSAT Laboratories. Dr. Chitre joined COMSAT Laboratories in 1980. He has made major contributions to the analysis and architecture of data communication ISDN and BISDN via satellite. Dr. Chitre directs and participates in the international and national standards activities in ISDN BISDN and data communication as they apply to satellite communication. He was Chairman of the Working Group on Protocols and Network Timing Function of the CCIR/CCITT Joint Ad Hoc Group on ISDN/Satellite Matters during 1990–1992. Currently he is the Chairman of the Working Group on New Technologies in the ITU Intersector Coordinating Group (ICG) on Satellite Matters. Dr. Chitre was a programme manager during 1990 and 1991 on a contract from INTELSAT on systems studies on satellite communications systems architectures for ISDN and broadband ISDN systems. Currently he is the technical manager of the DoD Contract on ATM via satellite demonstration and the programme manager for the INTELSAT contract on analysis and top-level specification of INTELSAT ISDN subnetworks and SDH compatible transport network. Received the B.S. degree in electrical engineering from national Chiao-Tung University Hsin-Chu Taiwan in 1983 and the M.S. and Ph.D. degrees in electrical engineering from Georgia Institute of Technology Atlanta GA in 1986 and 1990 respectively. He joined the Naval Applied Science Laboratory in 1961 where he served as project engineer for ship inertial navigation systems (SINS) and related equipments. Since 1967 he has been employed by the Naval Sea Systems Command initially as Navigation and Interior Communications Programs Manager in the Research Directorate and currently as Director Combat Systems Engineering Research and Technology Office in the Combat Systems Directorate. He has been responsible for the development of the Shipboard Data Multiplex System (SDMS) the Electrically Suspended Gyro Navigator (ESGN) the Doppler Sonar Velocity Log (DSVL) and directs other technology programs in the area of command and control and related command support functions. He has directed programs to evaluate foreign data bus and distributed processor technology for potential application to U.S. requirements and is active in a number of U.S. government and foreign government information exchange programs. He has authored numerous technical papers and is a member of the Institute of Electrical and Electronic Engineers American Society of Naval Engineers and the Institute of Navigation. Richard A. He completed his flight training in 1951 and first served in Composite Squadron 33 on board Atlantic and Pacific Fleet aircraft carriers until 1954. He then attended the U.S. Navy Postgraduate School in Aeronautical Engineering and was awarded his Masters degree in SM Aero-Weapons Systems by Massachusetts Institute of Technology in 1957 at which time he was ordered to Heavy Attack Squadron ONE embarked in Atlantic ‘Fleet aircraft carriers. He graduated from the Naval War College Command and Staff Course in 1961 and subsequently sensed on the Staff U.S. Naval Safety Center arid was Operations Officer. Executive Officer and Commanding Officer of Heavy Attack Squadron SIX and Reconnaissance Attack Squadron THREE. From 1968 until 1970 he was Executive Officer of the USS John F. Kennedy (CVA-67) when the ship was commissioned and first deployed followed by duty in the Office of the Chief of Naval Operations (OPNA V) where he served under the Director of Fleet Operations until 1971. Capt. Smith commanded the Fast Combat Support Ship USS Detroit (AOE-4) during her first deployment was Commanding Officer. USS Independence (CV-62): and later returned to OPNAV where he was the Deputy Director of the Aircraft Carrier Programs an assignment which he held until August 1976 when he assumed his present duties as Chief Navy Section MAAG. Greece. Capt. Richard E. Foster USN (Ret.):has been affiliated with Wheeler Industries. Inc. us Program Manager since 1968 when he retired from the U.S. Navy. He graduated from the U.S. Naval Academy with the Class of 1941 and later attended the U.S. Navy Postgraduate School in Engineering Design.
