Data Envelopment Analysis (DEA) method is a linear programming approach that has been widely used as a framework for evaluating efficiency and measurement. DEA decision making is often faced with situations where the existing DMU has input and output that contains fuzzy and hesitant elements so that it is difficult to make efficiency measurements. This study will design a DEA model in the state of inputs and outputs that contain hesitant elements by using polyhedral uncertainty sets. The results of this study are expected to produce a benchmarking model with DEA that can overcome the hesitant element and have the advantage of using a polyhedral uncertainty set that can measure the linearity of the nominal problem.

Search engines have become an integral part of student learning activities. This study aims to see how the use of search engines by students, especially by students of the Library and Information Science program, Faculty of communication Sciences, Universitas Padjadjaran. This study uses the mixed method. The research data was obtained through questionnaires, in-depth interviews, observations and literature studies. The results of the study showed that in learning activities, the respondents used search engines to find the references for college assignments and thesis writing material. The students also use search engines to meet daily information needs, solve problems, increase knowledge, reduce doubts, clarify things, entertain, fulfill curiosity about others, etc. The retrieval technique used by students is by using keywords/queries, Boolean logic, query strategies in the form of a brief search and using the advanced search feature. This research is expected to contribute to the university in supporting online-based learning facilities for students.

Developing country mostly left behind in adopting e-Government system. Miss-interpretation is assuming e-Government only about the application of technology made fail implementation. It is a whole philosophy that explores a human-citizen centered aspect in organized societies. Further, successful information system determined by user acceptance. Therefore, the evaluation of the performance of e-Government is one of the basic objectives of current government reformation. The research focus is to identify and explore the extent of user acceptance toward e-Government system. The research methodology used in this research is survey based on a questionnaire with TRAM approach and distributed to 230 respondents as customers that had been using e-Government services provided by X institution. The result of the study showed that the personality traits of TR significantly influenced cognitive dimensions of TAM. Through empirical demonstrations indicated that the TRI was said to be antecedents to TAM. The optimism dimension had higher coefficient among others, exhibit the technology users convince that the new technology will improve their productivity, while discomfort had no impact since the users have no doubt or hesitate to use technology.

The security of information in this global era is increasingly becoming a vital need in various aspects of life. An information will have a higher value when it comes to aspects of business decisions. This study presents a learning application to explain how to secure data using cryptographic techniques. This study aims to design a prototype learning application of cryptographic techniques using algorithm RC4 method. Based on the results of data analysis and after completing the design of RC4 algorithm cryptographic learning software, the authors found this software shows every step and stages of the processes (data input process (Plaintext or Ciphertext string), Key padding process (U), formation process in S-Box table, the Key-Flow formation process (K-keystream), encryption process and decryption process) contained in RC4 algorithm cryptography, so it can help understanding or learning work procedures of algorithms in the cryptographic method. Microsoft Visual Basic 2008 is an IDE (Integrated Development Environment) application that is used to create and develop software. In this application there were various features that facilitate programming such as compilation, debugging, project settings, designing and editing visual interfaces, and so on.

Many graph mining and network analysis problems rely on the availability of the full network over a set of nodes. But inferring a full network is sometimes non-trivial if the raw data is in the form of many small patches or subgraphs, of the true network, and if there are ambiguities in the identities of nodes or edges in these patches. This may happen because of noise or because of the nature of data;for instance, in social networks, names are typically not unique. Graph assembly refers to the problem of reconstructing a graph from these many, possibly noisy, partial observations. Prior work suggests that graph assembly is essentially impossible in regimes of interest when the true graph is Erdos-Rényi. The purpose of the present paper is to show that a modest amount of clustering is sufficient to assemble even very large graphs. We introduce the G(n,p;q) random graph model, which is the random closure over all open triangles of a G(n,p) Erdos-Rényi, and show that this model exhibits higher clustering than an equivalent Erdos-Rényi . We focus on an extreme case of graph assembly: the patches are small (1-hop egonets) and are unlabeled. We show that in realistic regimes, graph assembly is fundamentally feasible, because we can identify, for every edge e, a subgraph induced by its neighbors that is unique and present in every patch containing e. Using this result, we build a practical algorithm that uses canonical labeling to reconstruct the original graph from noiseless patches. We also provide an achievability result for noisy patches, which are obtained by edge-sampling the original egonets.

Errors in data transmission cannot be known directly when the data transmission process is fulfilled, but error is often prevalent in data transmission. Faulty or missing frames or bits are standard errors and to control or check errors requires a unique method, in this case, the Stop-and-wait method, Go-Back-N and Selective Reject are methods that can be used to do so, comparison of time of error checking process with Stop-and-wait method, Go-Back-N and Selective Reject is very important to get the right method to check the ignorance, from testing performed that the method of Go-Back-N is much faster than the other methods.

This paper aims to facilitate the owner to control water pump machine from the vacuum, and the condition of the water is it full or not in house or apartment. The current control system still has many limitations in controlling the water pump machine at home or apartment. The water machine control system was designed with device that has a smart surveillance system that can be accessed with Android smartphone and all information from or to machine control system will command by using SMS, this device create a development of Arduino UNO microcontroller technology that allows the reading of the GSM Module and connected with SMS Gateway. Experiment results facilitate real-time water control and much easy for the owner to control water tank.

Enhanced Classification Accuracy for Cardiotocogram Data with Ensemble Feature Selection and Classifier Ensemble

In this paper ensemble learning based feature selection and classifier ensemble model is proposed to improve classification accuracy. The hypothesis is that good feature sets contain features that are highly correlated with the class from ensemble feature selection to SVM ensembles which can be achieved on the performance of classification accuracy. The proposed approach consists of two phases: (i) to select feature sets that are likely to be the support vectors by applying ensemble based feature selection methods;and (ii) to construct an SVM ensemble using the selected features. The proposed approach was evaluated by experiments on Cardiotocography dataset. Four feature selection techniques were used: (i) Correlation-based, (ii) Consistency-based, (iii) ReliefF and (iv) Information Gain. Experimental results showed that using the ensemble of Information Gain feature selection and Correlation-based feature selection with SVM ensembles achieved higher classification accuracy than both single SVM classifier and ensemble feature selection with SVM classifier.

We present an automated method for detection and localization of mouse Induced pluripotent stem (iPS) cells formation by using the fluorescence microscopy images. The differentiated cells that possibly undergo reprogramming to iPS cells can be detected by this method for screening reagents or culture conditions in iPS induction. Our method includes image preprocessing to enhance the fluorescence microscopy images, followed by cell detection to detect isolated fluorescent (reprogramming or reprogrammed iPS) cells. Finally, a clustering technique is used to detect and localize the fluorescent cell clusters. A cluster formation indicates that the reprogramming iPS cells may become reprogrammed. The implementation results show that the automatic method can successfully detect and localize the mouse iPS cell formation, thereby yield a potential tool for helping iPS cell culture.
