The provision of publicly available Open Data targets to provide transparency in several public sector decisions and actions. However, this information is served massively and in different forms - mostly due to different bureaucratic procedures- while its diffusion does not occur at regular or at least generally predictable time intervals. Thus, even though the information is available by the involved public sectors and enterprises. citizens are overwhelmed from the size/inconsistency of the information they deal with. In this paper, we present a publicly accessible Web point (***/), which aims to promote transparency and enhance citizen awareness regarding public spending in Greece. The information is based on intelligent and semantic real-time processed open data that are derived from the open API of "Diavgeia" (Clarity) Program (***/en/) and TAXIS - Taxation Information System (***/), while it is served through easily consumed visualization charts and diagrams. © 2012 Springer-Verlag.

Software repository data, for example in issue tracking systems, include natural language text and technical information, which includes anything from log files via code snippets to stack traces. However, data mining is often only interested in one of the two types e.g. in natural language text when looking at text mining. Regardless of which type is being investigated, any techniques used have to deal with noise caused by fragments of the other type i.e. methods interested in natural language have to deal with technical fragments and vice versa. This paper proposes an approach to classify unstructured data, e.g. development documents, into natural language text and technical information using a mixture of text heuristics and agglomerative hierarchical clustering. The approach was evaluated using 225 manually annotated text passages from developer emails and issue tracker data. Using white space tokenization as a basis, the overall precision of the approach is 0.84 and the recall is 0.85.

Current genotype-to-phenotype models, such as polygenic risk scores, only account for linear relationships between genotype and phenotype and ignore epistatic interactions, limiting the complexity of the diseases that can be properly characterized. Protein-protein interaction networks have the potential to improve the performance of the models. Moreover, interactions at the protein level can have profound implications in understanding the genetic etiology of diseases and, in turn, for drug development. In this article, we propose a novel approach for phenotype prediction based on graph neural networks (GNNs) that naturally incorporates existing protein interaction networks into the model. As a result, our approach can naturally discover relevant epistatic interactions. We assess the potential of this approach using simulations and comparing it to linear and other non-linear approaches. We also study the performance of the proposed GNN-based methods in predicting Alzheimer's disease, one of the most complex neurodegenerative diseases, where our GNN approach outperform state of the art methods. In addition, we show that our proposal is able to discover critical interactions in the Alzheimer's disease. Our findings highlight the potential of GNNs in predicting phenotypes and discovering the underlying mechanisms of complex diseases. © 2024 IEEE.

in the twenty-first century, seems many students are reluctant to participate in classroom matters day by day. Some days ago, a course teacher is providing a lecture, on the most important topics that will be implemented in every step in life that class majority students were nonexistent. We got motivation why it's happened and find out a lot of reasons behind uninterested in class after interrogation. Who are belonging age range 20-25, most of the time they face an obstacle and suffer and other teenagers. The fundamental purpose of this research to take action based on behind reasons, so that students can move in classroom learning matters. In this article, solve will be described and how to motivate students. Then it will be much helpful and far informative for teacher, students, guardians and also education specialist [8]. In this research shown causes, and also recommended how to overcome and solve those reluctant and spread knowledge and enlighten the nation. The aim of the research to help and inform provide to students avoid his/her predicted absent in classroom using Machine learning, particularly we used Liner Algorithm. Then, students will participate in classroom lectures as well as social activity and world would be more peaceful. This research achieved more than the accuracy of 95.9%. © 2021 IEEE.

Representing Urban Geometries for Unstructured Mesh Generation

We present a robust and automatic method to generate an idealized surface geometry of a city landscape ready to be meshed for computer simulations. The city geometry is idealized for non viscous flow simulations and targets two main geometrical features: the topography and the city blocks. The procedure is fully automatic and demands no human interaction given the following source data: the city cadastre, a Digital Elevation Model (DEM) of all the target domain, and Light Detection And Ranging (LiDAR) data of the domain region covered by the cadastre. The geometry representation takes three main steps. First, a 2D mesh of the cadastre is generated, where the elements are marked according to street and block regions. Second, using a DEM of the city landscape the topography surface mesh is generated by finding the best surface mesh in the least-squares sense obtained by deforming the previous 2D mesh. Third, we extrude the block facades and we compute a planar ceiling taking into account all the buildings belonging to that city block. We describe the applicability of the geometry representation by presenting the work-flow required to generate an unstructured mesh valid for non-viscous flow or transport simulations. Finally, we illustrate the main application by obtaining a surface and tetrahedral mesh for the city of Barcelona in Spain.

In this paper, the well known Miller effect is used to design Resistively Variable Capacitors. The effect is formulated in voltageand current-mode versions and, in both cases, implementations based on opamps and, eventually, current mirrors are suggested. Their dynamic range and frequency response are analysed and compared introducing limitations of the active devices. The current-mode implementation seems to offer advantages in both parameters. © 1992 IEEE.

In this paper we give an overview of recent results on the rate maximization game in the Gaussian frequency-selective interference channel. We focus on the competitive maximization of information rates, subject to global power and spectral mask constraints. To achieve the so-called Nash equilibrium points of the game Yu, Ginis and Cioffl proposed the sequential Iterative Waterfilling Algorithm (IWFA), where, at each iteration, the users choose, one after the other, their power allocation to maximize their own information rate, treating the interference generated by the others as additive colored Gaussian noise. To overcome the potential slow convergence of the sequential update, specially when the number of users is large, the simultaneous IWFA was proposed by the authors, where, at each iteration, all the users update their power allocations simultaneously, rather than sequentially. Recently, the authors showed that both the sequential and the simultaneous IWFAs are just special cases of a more general unified framework, given by the totally asynchronous IWFA. In this more general algorithm, the users update their power spectral density in a completely distributed and asynchronous way. Furthermore, the asynchronous setup includes another form of lack of synchronism where the transmission by the different users contains time and frequency synchronization offsets. A unified set of convergence conditions were provided for the whole class of algorithms obtained from the asynchronous IWFA. Interestingly, there is a key result used in the proof of convergence of the algorithms: an alternative interpretation of the waterfilling operator as a projector.

This paper presents FraMark, a blockchain-based framework for 5G network management that utilizes Hyperledger Fabric and fractional Non-Fungible Tokens (NFTs) to optimize resource allocation. We introduce a comprehensive system that fractionalizes digital assets to represent 5G network resources, enhancing efficiency and allocation flexibility. Our framework addresses the challenges of 5G network management by ensuring low latency, high transaction throughput, and secure resource trading. We conduct experiments to evaluate the performance of our approach, including CPU and memory utilization, latency analysis, and block size assessment. The results demonstrate the effectiveness of FraMark in improving network resource utilization and transaction efficiency, validating our framework's claims. By leveraging blockchain technology and innovative resource slicing techniques, FraMark paves the way for dynamic and efficient 5G network management. © 2024 IEEE.

This paper considers the competitive maximization of information rates in the Gaussian frequency-selective interference channel, subject to global power and spectral mask constraints. We focus on the practical case in which the transmission by the different users contains time and frequency synchronization offsets. We propose a unified framework based on a distributed algorithm called asynchronous iterative waterfilling algorithm. In this algorithm, the users update their power spectral density in a completely distributed and asynchronous way: some users may update their power allocation more frequently than others and they may even use outdated measurements of the received interference. Moreover the users are not required to know time and frequency offsets. Our main contribution is to provide a unified set of convergence conditions for the whole class of algorithms obtained from the asynchronous iterative water-filling algorithm. © 2007 IEEE.

Human-computer interactions require systems that work out of the box without requiring lots of data to adapt to a new task or user. In this research, we address low resource spoken language understanding tasks such as named entity recognition (NER), intent recognition (IR), and slot filling (SF) to research how a pretrained model can be modified for a new task, then finetuned with few labelled data. We propose extending the Whisper model with task-specific modules for NER, SF, and IR, leveraging a Markov network as output structure. We develop a novel approach to finetuning by removing irrelevant weights and reorganizing the embeddings to drastically improve the performance in a low-resource setting. Our approach outperforms previous models without external language models and demonstrates effective transfer learning, even with very limited training data. The models exhibit a small footprint, making them suitable for applications requiring robustness, few-shot learning, and efficiency.
