This volume contains the proceedings of the 14th Annual International S- posium on Algorithms and Computation (ISAAC 2003), held in Kyoto, Japan, 15–17 December 2003. In the past, it was held in Tokyo (1990), Taipei (1991), Nagoya (1992), Hong Kong (1993), Beijing (1994), Cairns (1995), Osaka (1996), Singapore (1997), Taejon (1998), Chennai (1999), Taipei (2000), Christchurch (2001), and Vancouver (2002). ISAACisanannualinternationalsymposiumthatcoverstheverywiderange of topics in algorithms and computation. The main purpose of the symposium is to provide a forum for researchers working in algorithms and the theory of computation where they can exchange ideas in this active research community. In response to our call for papers, we received unexpectedly many subm- sions, 207 papers. The task of selecting the papers in this volume was done by our program committee and referees. After a thorough review process, the committee selected 73 papers. The selection was done on the basis of originality and relevance to the ?eld of algorithms and computation. We hope all accepted papers will eventally appear in scienti?c journals in more polished forms. The best paper award was given for “On the Geometric Dilation of Finite Point Sets” to Annette Ebbers-Baumann, Ansgar Grune ¨ and Rolf Klein. Two eminent invited speakers, Prof. Andrew Chi-Chih Yao of Princeton University and Prof. Takao Nishizeki of Tohoku University, contributed to this proceedings.

RAWAT, Pwho began his education in his native India
received a Bachelor of Technology degree with honors from the Indian Institute of Technology in 1957. His subsequent education includes S. M.‘s in Industrial Management and Naval Architecture & Marine Engineering from M. I. T. in 1961 and a professional degree in Naval Architecture from the same institution in 1965. Rawat's career began as a Naval Architect in preliminary design with the Hamburg firm of Howladtswerke in 1958. A year later he performed as a research assistant in M. I. T.'s School of Industrial Management for a Ford Foundation Project for a top management training program for India. After this two-year period he acted as the head of the Department Head of Engineering at the Ghana Nautical College in West Africa until 1963. He returned to M. I. T. afterwards to work as a research assistant in Naval Architecture on structural optimization programs. From 1965 to 1966 he filled the capacity of Naval Architecture with M. Rosenblatt & Son in the area of structural design on such projects as MOHOLE AGOR 14 and Catamaran Hull. Since 1966 Rawat has been working in various capacities with Litton Industries: Senior Naval Architect on the FDL Project Section Manager of Hull Structures for the LHA and DD Projects
and his present position as Section Manager for Computer Aided Ship Design.

Many useful conclusions can be drawn if hull structural design is considered as a system. Proper definition of system objectives enables setting up of meaningful long range and intermediate goals. Current state-of-art in systems engineering is such that the system objectives can be denned in mathematical form. This provides meaningful scales for progress measurement. The engineering function is to meet the goals set by systems engineering. The state-of-art in engineering has a considerable impact on the definition of system objectives. In recent times we have made considerable progress in developing analytical techniques. Many interesting conclusions result from our experience in using the analytical tools in an iterative manner for design. By using relatively simple algorithms for iteration the analytical processes can be sequenced in such a manner that optimum solution is guaranteed even under a large and complex set of design constraints. Use of computers makes it possible to generate the scantlings using iterative approach with such speed that many important structural configuration decisions can be made by means of thorough parametric analyses. The system objectives therefore are very different in scope today and they should be further modified as technology advances. There are several problems that can be recognized and solved in the systems context. Smooth man-machine operation is an example of this.

After two decades, data processing has finally, and probably forever, found its niche among civil engineering and construction (CEC) professionnals, through word processors, digitizing tables, management software, and increasingly via drawing software and computer-aided design (CAD), recently, robots have even started invading work sites. What are the main trends of CAD and robotics in the field of architecture and civil enginee ring? What type of R&D effort do university and industrial laboratories undertake to devise the professional software that will be on the market in the next three to five years? These are the issues which will be addressed during this symposium. To this effect, we have planned concurrently an equipment and software show, as well as a twofold conference. Robotic is just starting in the field of civil engineering and construction. A pioneer, the Civil Engineering Departement of Carnegie-Mellon University, in the United States, organized the first two international symposia, in 1984 and 1985 in Pittsburgh. This is the third meeting on the subject (this year, however, we have also included CAD). It constitutes the first large international symposium where CAD experts, specialists in architecture and CEC robotics will meet. From this standpoint, it should be an ideal forum for exchanging views and expe riences on a wide range of topics, and we hope it will give rise to novel applications and new syntheses. This symposium is intented for scientists, teachers, students and also for manufacturers and all CEC professionals.

A theory is developed for sedimentation velocity experiments when the sedimentation coefficient s p depends on pressure P as s p / s o = (1 + γ P ) −1 , where γ is a constant. In contrast to the more usually analyzed from s p / s o = 1 − γ P , this model does not lead, in extreme cases, to a negative sedimentation rate. A theory is presented for homogeneous macromolecules sedimenting with no diffusion. It leads to estimations of s o and γ from a knowledge of the point of maximum concentration gradient as a function of time. Results of these calculations are compared with accurate numerical solutions of the Lamm equation with diffusion included.
