In this paper, we describe an initial stage to construct a multilingual speech corpus in Taiwan with selecting phonetically balanced scripts. It is expected to collect a multilingual speech corpus covering three most frequently used languages in Taiwan, including Taiwanese (Min-nan), Hakka, and Mandarin Chinese. To achieve the objective, constructing a multilingual phonetic alphabet, namely Formosa Phonetic Alphabet (ForPA), is the first step. In addition, the multilingual lexicons (Fomosa Lexicons) are also important parts for building the corpus. Recently, this corpus containing 2, 300 speakers' speech database has been finished and is ready to be released. It contains about 200 hours of speech and 404, 000 utterances.

A recent trend in ad hoc network routing is the reactive on-demand philosophy where routes are established only when required. Most of the protocols in this category, however, use single route and do not utilize multiple alternate paths. This paper proposes a scheme to improve existing on-demand routing protocols by introducing the power aware virtual node scheme in whole scenario. The scheme establishes the multi paths without transmitting any extra control message. It offers quick adaptation to distributed processing, dynamic linking, low processing and memory overhead and loop freedom at all times. It also uses the concept of Power awareness among route selection nodes and concept of Virtual Nodes which insures fast selection of routes with minimal efforts and faster recovery. The scheme is applied to the Ad-hoc On-Demand Distance Vector (AODV) protocol and the performance has been studied through simulation.

The thermal environment in urban areas is characterized by the heat island phenomenon. To estimate the thermal conditions of land surfaces by satellite, it is necessary to find the relationship between the surface temperature and land cover type. The most widely used vegetation index for ecological application is the Normalized Difference Vegetation Index (NDVI). We studied the correlation between NDVI values and the surface temperature in our study area. NDVI uses radiance values or apparent reflectance values of the red and the near-infrared spectral bands. These reflectance values are influenced by the atmospheric aerosols. In order to calculate accurate NDVI values (aerosol-free NDVI), we first estimated the surface reflectance at visible bands by using our atmosphere-ground surface system based on the aerosol observation data. At the test site, we measured the aerosol optical thickness of visible bands using a sky radiometer, and we measured the air temperature and humidity by using a thermometer-hygrometer with a data logger. In this paper, we show the variations of aerosol optical thickness in the spring and summer and demonstrate the correlation between the surface temperatures of ASTER level 2B products and our observed screen temperatures.

SARS (Severe Acute Respiratory Syndrome) has seriously hit to the worldwide over pass several months. At this time, we do not have a full understanding of the natural course of illness and the mode of transmission has not been precisely defined yet. Presently, precautions are processed by the standard guidelines but still lack of extensive system to identify and trace isolated persons, contact history of patients and infected disposals. To shorten the tracking time and increase the accuracy of infection, we introduce in this paper a MHS (Mobile Healthcare Service) System, a platform that uses RFID (Radio Frequency Identification) technologies and mobile devices for positioning and identifying persons and objects both for inside and outside hospital when disease taken place. Also, based on the applications for SARS Infection Control Precautions, this system demonstrates how to receive patient's location and bio-information by using RFID technology for hospital and government to react a real-time infection control measures from the auditing mechanism among isolated patients in households or residential settings. Further, this model shows the possibility to bring medicare service becoming ubiquitous crossing geographic barriers and enable medical information technology from e-Medicare to m-Medicare for future development in medical industry.

This paper describes the PCB power/ground plane edge radiation excited by high-frequency clock, when it passes through power/ground plane pair by through-hole signal via. For the analysis, the clock excitation mechanism was invested by TDR-TDT measurement and simulation with balanced TLM and Via coupling model. Also, the power/ground plane edge radiations excited by sweeping from 100MHz clock to 2900MHz clock were measured. The power/ground plane edge radiation comes from voltage noise in power/ground plane. From TDR-TDT investigations, we knew that a transition part in time domain makes the voltage noise, which has a strong relation with power/ground plane impedance depending on plane resonances and return current discontinuity of through-hole signal via. Therefore, the consecutive transitions of the clock make larger noise voltage and edge radiation. The PCB power/ground plane edge radiations of a clock depend on the power/ground plane impedance where the clock spectrum is. The higher power/ground plane impedance makes the larger power/ground plane edge radiation, when the clock frequency is fixed. In other words, the clock frequency and its harmonics go into the higher power/ground plane impedance range, the power/ground plane edge radiations are increased by maximum 35 dBm in near field, measurement.
