There is a lot of data that does not have a pattern and unbalanced that is difficult to classify, such as the total population of each country in the world is very varied especially when compared with the number of refugees from each of these countries, China and India numbered more than 2 billion people but the number of refugees is only 0, 01%, while Syria around 70% of the 18 million more residents are refugees. By using the K-Means algorithm, we can group countries that have similar characteristics of population and number of refugees, the average percentage of refugees to the population in each cluster is the character of the cluster. The methodology used in this study are: measures the distance of the data using the Euclidean distance formula, runs the K-Means algorithm, calculate the percentage value of each cluster and find conclusions from the characteristics of the clusters formed. We found how machine learning made a pattern of data without political and social issues, the result is K-Means describing machine learning can grouped every country in cluster that make sense.

Current methods of digitally processing communication signals, which are distorted in the computersystems communication channels, are often based on the use of amplitude, phase and spectral characteristics. Correlation methods are also used to ensure immunity. A common disadvantage of these methods is the need for significant computational cost. One of the partial solutions to the described problem may be to use the signals probabilistic characteristics, in particular information entropy. This approach is based on the representation of digital message bits to the corresponding fragments of broadband signals with manipulated information entropy. In fact, signals are formed on the basis of random processes with normal distribution of possible states. The use of passive fragments in such signals can reduce the energy cost of data transmission. When passing through a communication channel, passive fragments are filled with their own channel noise. As a result, the channel's own noise extends the number of possible signal amplitude states and can be used to improve the resolution. According to the results of studies, the dependence of the probability of distortion of the information message binary symbol on the normalized signal/noise ratio is obtained. It is shown that the use of passive fragments improves noise immunity by 3-4 dB within the normalized signal/noise ratio at the input from -5 dB to 14 dB. However, at 14 dB or more, noise immunity worsens. Thus, the main scope of the proposed method can be problematic channels with low signal/noise ratio.

The process in this study including of normalization, segmentation and pattern recognition from labels in the Tanggal, No. Surat, Lampiran dan Hal. area,this system will generate output in text form, the output text is result that will use as a term in the process of the information Retrieval System, so the search for an official letter will be easy to do. This study is only makes the framework design for the next research authors will explain the detail of process and results obtained.

Special need is a person who need assistance for their disabilities which include medical, physical, mental or psychological such as person with autism, down syndrome, dyslexia, Attention Deficit Hyperactivity Disorder (ADHD), multiple sclerosis, schizophrenia, cystic fibrosis, cerebral palsy, muscular dystrophy, blindness, deafness, epilepsy, chronic asthma and so on. In this proposed research idea about intelligent E-commerce for special needs, we limited to four types of difficulties such as hearing difficulty, vision difficulty, language difficulty, and learning difficulty. In this paper, we interest in those special needs persons who can use e-commerce and how to model a system that can help them to joy and easy to join with e-commerce. For some, this intelligent e-commerce is not only for shopping only but will become part of their healing for special needs in order to engage with daily human activities and increase their daily confidence in life. There have been many studies conducted related to Smart City, IT Governance and Big Data. In this study aims to find out how the relationship between the three and how to form a framework to explain it. The methodology used is qualitative by looking for some literature on smart city framework, IT Governance framework, and a Big Data framework. From these results, an overall picture of the relationship between the three is concluded, where Big Data has a role in IT Governance. and also the relationship of IT Governance to the realization of Smart City. And the final results of this study produce a framework to explain the relationship between Smart City, IT Governance and Big Data.
