computers have been integrated into almost all areas of our daily lives. Serious problems stem from the fact that elementary and secondary school students in general have taken none or inadequate computer classes and as such, their awareness of efficient computer usage has not been adequately addressed. During university education, students have been observed experiencing hardships using computers for research and document preparation, due to their prior use of computers having consisted mostly of accessing social media and games. The current study investigated 2013-2014 high school graduates’ attitudes regarding technology, the computer programs they used and their usage frequency, reasons for why they use the Internet and social media and their usage frequencies, and their basic computer skills at university level. The participants of the current study were students who had just entered various departments and language preparation levels at Fatih University, Istanbul, Turkey. 250 Participants were randomly selected. Data for the current study were collected through a Basic computer Skills Questionnaire, an application for determining the levels of participants’ basic computer skills. Significant benefits are foreseen for students entering universities as helpful computer users with awareness attained during elementary or secondary education. Additionally, particularly for students who prefer non-social majors, it will be very useful to have learned a programming language and an algorithm at basic levels. The Internet as a medium for potentially leading to a diverse range of problems today requires conscious users.

Uniform Theory of Diffraction (UTD), Slope Diffraction (S-UTD) and Slope UTD with Convex Hull (S-UTD-CH) models are compared for computation time and propagation path loss. Optical character recognition(OCR) can be used in some management mechanisms of state and business world to organize documents scanned or captured by camera. Therefore, OCR is one of the subjects rapidly evolving in the recent times. This study investigates the procedure steps until character recognition. That's because, the more correctly preprocessings are applied;the better results can be obtained in character recognition. In this study, the algorithms providing the best results are determined by following the procedure stages of gray scale transformation, noise removal and image thresholding. Binarization plays an important role in character recognition. For this reason, algorithms dynamically determine thresholds are preferred for character recognition in this study. Accordingly, Otsu thresholding method was determined to give the best results in terms of both picture quality and speed. Therefore, this method was used for character recognition. Primarily, lines were determined for character separation and then letters were individually obtained.

For drawing electrical wiring diagram of buildings, mostly two dimensional CAD programs are used. Drawing is done starting from the source (utility pole) to main power panel and then it is distributed towards to subpanels. Then, end points such as sockets, lighting armature, etc are defined. In this study several algorithms are developed in order to evaluate different part of drawing project. Tree structure of drawing is analyzed and all materials to be used are decided based on an algorithm. Apart from these, some of the supplies to be used in project but not shown in the drawings are also be chosen with certain criteria. These decision systems will result in efficiency of overall cost of the project. In wire drawing one of the most important point is the line drawing with reference to an object. Apart from light outlet all wires are referenced to walls. Furthermore, all supplies shown in drawings are allocated with reference to walls and with an angle to walls. In wiring diagram drawings, standard CAD programs have no ability for wire drawing with reference to walls. Besides that, suggestion and selection of the most appropriate supplies is not possible. These increase drawing time and result in very high cost calculation errors. These algorithms provide fast and correct implementation. By analyzing drawings in a tree structure on which users have minimal impact, and with automatic selection of supplies all type of calculation mistakes are minimized.

This paper presents a study on a class of algorithms based on Uniform Theory of Diffraction (UTD) for multiple diffractions. Classical logic and classical set theorems are not sufficient enough when it is necessary to deal with complex decision making problems which also involve human experiences. Some researches suggest that senior management usually makes intuitive decisions in the process of selecting the candidates in political parties which brings out the need to derive a new efficient, robust and applicable method. In this study, the qualitative characteristics and their significance level which could be used for the candidate selection process in political parties are determined. The candidate selection process consisting vague inputs is analyzed by fuzzy logic methodology and a quantitative final score has been determined for the candidate. It has been shown that the model provided some realistic and promising results which could enable further studies to derive more optimized and enhanced models for similar purposes.
