The expansion of urbanization and demographic changes defines not only economic demands but makes governments increasingly experience a serious force toward a sustainable development, which causes a need for a qualified and retaining competitive workforce. In view of this trend, governments and businesses start considering technology as vital enabler to solve the rising urbanization issues and improve the living and working environments according to a set of priorities. Simultaneously, competency and skills development are seen as the critical issue for the workforce and the workplaces. Accordingly, the complex interrelationship between strategic management, human capital management, and the overall quality management in an educational as well as enterprise setting move closer to the focus of research. This paper discusses an emerging area of research, which explores the utilization of both, advanced technologies in terms of business intelligence and analytic techniques in a multicomponent architecture and a sustainable competency-based human capital strategy. The novel approach targets at an alignment of one of the most important higher education outputs, namely the human capital, with market needs and thus, maximizing the benefits of higher education in achieving sustainable economic development.

In this study we investigate the recently introduced competition format for the top association football division in Poland (similar to one used in, e.g., Belgium and Kazakhstan). We compare it to the double round-robin tournament which is the most prevalent league for-mat among European leagues. In a simulation study we show that the new league format has better ability to determine the strongest competitor as the winner of a league as well as it yields higher correlation with theoretical latent teams' strength parameters in the model.

In Wireless Sensor Networks (WSNs), energy efficiency is among the most important factors since the lifetime of an unattended node is limited by its battery lifetime. In infrastructure-less WSNs, in order to use their resources efficiently, nodes can be organized hierarchically. In this case, long range communication is entrusted to a subset of nodes, the Cluster Heads (CHs): each CH acts as a gateway between the local nodes in its cluster and the other CHs in the network. When in this role, a node must stand a heavier traffic and consume more resources: fairness dictates that the role has to be taken in turn by each node in an area that fits the task. However, a selfish node may adopt several strategies to save its energy: it can make itself unavailable for the role of CH, or, when in that role, it can avoid relaying packets. In this work, we study the impact of selfish nodes on the performance of the cluster based algorithm LEACH. By taking into consideration several Quality of Service metrics, we quantify the extent of performance degradation as a function of the percentage of selfish nodes. We show that, when the percentage of selfish nodes is 75%, only 37% of packets reach the base station, network lifetime reduces to 40% of rounds and packet retransmission attempts is close to 63%.

Clustering of gene expression data simplifies subsequent data analyses and forms the basis of numerous approaches for biomarker identification, prediction of clinical outcome, and personalized therapeutic strategies. The most popular clustering methods such as K-means and hierarchical clustering are intuitive and easy to use, but they require arbitrary choices on their various parameters (number of clusters for K-means, and a threshold to cut the tree for hierarchical clustering). Human disease gene expression data are in general more difficult to cluster efficiently due to background (genotype) heterogeneity, disease stage and progression differences and disease subtyping;all of which cause gene expression datasets to be more heterogeneous. Spectral clustering has been recently introduced in many fields as a promising alternative to standard clustering methods. The idea is that pairwise comparisons can help reveal global features through the eigen techniques. In this paper, we developed a new recursive K-means spectral clustering method (ReKS) for disease gene expression data. We benchmarked ReKS on three large-scale cancer datasets and we compared it to different clustering methods with respect to execution time, background models and external biological knowledge. We found ReKS to be superior to the hierarchical methods and equally good to K-means, but much faster than them and without the requirement for a priori knowledge of K. Overall, ReKS offers an attractive alternative for efficient clustering of human disease data.

With the increasing grid penetration levels of wind power, there is an increasing need to study both the power control systems and the regulatory aspects associated with frequency control capabilities of wind power plants at various levels (turbine, wind farm and power system levels). This is especially very important in the United States with a goal of achieving 20% nation's electricity from wind energy by 2030. This paper provides observations and challenges identified with wind energy integration with respect to active power control strategies used in implementing frequency regulation at various levels. This paper also discusses the current and future aspects of market regulation of frequency responsive services offered by converter based variable generation technologies and the need for an appropriate utility market structure in order to provide settlements for these capabilities.
