Meeting the 21st century with sMARt mission flexibility

He is currently manager quality programs at RGE Engineering Service Company where he provides technical support to the ATC Program in the area of combat system modularity design. lhe is a member of ASNE and the Surface Navy Association. Larry Olmstead:received his B.L.S. degree in mathematics and computer scienc from Mary Washington College in 1982 and his M.S. degree in system management from the University of Southern California in 1986. He chaired the C'I Modular Implementation Wroking Group (MIWG) from its inception in September 1993 to December 1996 as a combat system engineer in the PEO CLA Engineering management Office (Code PMS307). He is currently employed at Science Application International Corporation.

A revolution is underway in the design, production and installation of the Navy/Marine Corps team's command, control, communications, computers and intelligence ((Ci)-i-4) vision and strategies, which is significantly reducing costs, and dramatically improving the battle readiness of tomorrow's forward deployers. A strong emphasis on research and development has enabled the design, development and installation of the shipboard Modular Arrangement Reconfiguration technology (sMARt) systems in ships. sMARt is a methodology for installing equipment in shipboard spaces that will provide the fleet with enhanced mission flexibility. the heart of this technology is a track rail system, similar to that used by the aircraft industry, which enables equipment to be bolted to the deck, bulkheads or overhead, and meets all shipboard shock and vibration requirements. the fleet can reconfigure designated spaces to receive new systems, install equipment upgrades, position cross-decked systems, or rearrange work areas with minimal industrial work (welding, grinding, lagging, painting, etc.), and maximum cost savings. Key (Ci)-i-4 spaces such as tactical Flag Command Center (tFCC), Joint Operations Center (JOC), Communication Centers, etc., can be reconfigured as required. thereby, new technology insertion can enable rapid deployment of state-of-the-art technologies much faster than the standard method of welding foundations in place to support various equipment installations. the sMARt system includes a foundation track system, modular-connectorized power and lighting, and modular workstations.

this paper describes a learning augmented recursive estimation approach for nonlinear dynamical systems having unmodeled nonlinearities. Utilizing a passive spatially-localized learning system, an approximation of the unknown nonlinearity is synthesized online, based on state and parameter estimates from a nonlinear recursive estimator (an adaptive form of the extended Kalman filter). the learned model of the nonlinearity is used, in turn, to improve the performance of the recursive estimator. We demonstrate the approach on a second-order, mass-spring-damper system, where the spring stiffness is a nonlinear function of position. simulation results indicate that, relative to more traditional adaptive estimation schemes, markedly improved estimation performance can be achieved.

From 1973 to 1974 he was with the Institute of Electromechanical System and in 1974 he joined the Institute of Electrical Engineering Fundamentals both at the Technical University of Wroclaw. From 1984 to 1986 he worked as a Senior Lecturer at Bayero University at KanoiNigeria and directly after (1986 to 1987) he was employed as a Chief Electrical Engineer by Kano Kiln Ltd. at KanoiNigeria. In 1988 he again joined the Electrical Engineering Department at the Technical University of Wmlaw and since then his work has been concentrating on problems related to outdoor insulation and pollution. He was also a Visiting Researcher to the University of StuttgadGermany and the Royal Institute of Technology StockholdSweden in 1990 and 1992 respectively. investigations are reported on high‐ and low‐temperature vulcanized silicone rubber composite insulators that were exposed to service for three, nine and eleven years under industrial or marine pollution conditions. Wetting angles and thermally stimulated depolarization (tsD) current spectra were measured. Microscopic observations of selected insulator surfaces were carried out as well. the prolonged services cause gradual and inhomogeneous losses of hydrophobicity on surfaces and inside of insulator housing materials. it is shown that there exists a correlation between the measured tsD current spectra and the wettability changes. in addition, the spectra also allow to predict an ability to support a process of hydrophobicity recovery at a housing surface. it seems that tsD measurements may be applied as a complementary test method during performance assessment of silicone rubber composite insulators. series resistance values between 0.2 and 0.43 /spl Omega/ cm/sup 2/ have been obtained in solar cells contacted with polysilicon in 2.6% of the area. these values include the resistance of the polysilicon-single crystal silicon interface. Various size devices were fabricated in 4" wafers, and a VLsi polysilicon emitter technology was applied to fabricate polysilicon contacts to the emitter front surface. the polysilicon-silicon interface was produced using either an HF etch or RCA clean before polysilicon deposition and half of the wafers were implanted with fluorine to assess the passivating effects on the polysilicon-silicon interface. the drive-in time of the impurities from the polysilicon into the silicon was also varied. the main results are that the series resistance is lower in all fluorinated samples, either HF or RCA. the series resistance decreased monotonically in the HF devices as the drive-in time increased from 20' to 80' whereas little change is seen in RCA devices.
