We have developed a method of catalyst preparation for carbon nanotube (CNT) growth that uses solid-state diffusion to precipitate Co particles in a Cu matrix and control the size and size distribution of catalyst particles. Copper is an excellent electrical and thermal conductor, and has a small or negligible solubility for Co. Cu–Co alloys of approximately 5 atm% Co were formed in bulk by splat quenching the liquid alloy and on Si substrates by e-beam evaporation of the alloy, sputtering of the alloy, and sputter deposition of thin films of pure Cu and Co. The Co easily precipitates from dilute solutions of Cu–Co with heat treatment. These alloys and films were used to generate uniform distributions of Co precipitates, and CNTs were successfully grown by plasma enhanced chemical vapor deposition (PE-CVD) and thermal CVD on the materials. These alloys can be patterned by photolithography and sputtering in order to grow CNTs in defined locations. Therefore, the technique is amenable to very large scale silicon integration for field emission applications. The results of this work and data from field emission studies are presented herein.

Electric, water, gas and transportation utilities face severe challenges associated with security, quality, availability, reliability and profitability issues. They must solve interrelated system problems with respect to generation of electricity, transportation of fuel, and potable as well as waste water. In the future, engineers and managers of utilities must be well versed in the different disciplines of engineering including electrical civil, mechanical and information technology. The University of Colorado at Boulder addresses this educational opportunity by proposing a novel Integrated Utilities Management program for M.S. candidates who have a solid B.S. background or equivalent in a related discipline. The M.S. program will consist of four interdisciplinary paths dealing with business management and legal topics as they relate to federal and state regulatory issues, as well as agency and people-related leadership issues. The electric utilities option of this program will be centered on three core courses related to electric power generation/transmission and distribution, security and availability, quality and reliability, economics and environmental policy, and utility finance;two elective courses from a group of courses that address nuclear power, waste water, solid waste, telecommunications, renewable energies, data communication, fuels and case studies;and one capstone course consisting of either operations research or the investigation and resolution of a pending utility project such as the right-of-way of transmission lines, specification of new power plants, retrofitting of power plants or their impact on the environment. It is expected that candidates for this MS program will come from universities, from utilities, and from private and public agencies. The MS program can be completed by full- or part time students within one or two years of intensive study, respectively. Machine Learning has traditionally been a topic of research and instruction in computer science and computer engineering programs. Yet, due to its wide applicability in a variety of fields, its research use has expanded in other disciplines, such as electrical engineering, industrial engineering, civil engineering, and mechanical engineering. Currently, many undergraduate and first-year graduate students in the aforementioned fields do not have exposure to recent research trends in Machine Learning. This paper reports on a project in progress, funded by the National science Foundation under the program Combined Research and Curriculum Development (CRCD), whose goal is to remedy this shortcoming. The project involves the development of a model for the integration of Machine Learning into the undergraduate curriculum of those engineering and science disciplines mentioned above. The goal is increased exposure to Machine Learning technology for a wider range of students in science and engineering than is currently available. Our approach of integrating Machine Learning research into the curriculum involves two components. The first component is the incorporation of Machine Learning modules into the first two years of the curriculum with the goal of sparking student interest in the field. The second is the development of new upper level Machine Learning courses for advanced undergraduate students. The paper will focus on the details of the integration of a machine learning module (related to neural networks) applied to a Numerical Analysis class, taught to sophomores and juniors in the engineering Departments at the University of Central Florida. Furthermore, it will report results on the assessment and evaluation of the effectiveness of the module by the students taking the class. Finally, based on the assessment results some conclusions will be drawn regarding the potential of the modules in attracting undergraduate students into research, specifically machine-learning

We present the design, implementation and evaluation of a location detection system built over a Radio Frequency network based on the IEEE 802.11 standard. Our system employs beacons to broadcast identifying packets from strategic positions within a building infrastructure in such a way that each resolvable position is covered by a unique collection of beacons;a user of such a system can thus determine his location by means of the beacon packets received. The locations from which beacons broadcast is determined from a formalization of the problem based on identifying codes over arbitrary graphs. We present experimental evidence that our location detecting system is practical and useful, and that it can achieve good accuracy even with a very small number of beacons. © IFIP International Federation for Information Processing 2004.

The events of the California energy crisis of 2000 quickly led to complaints being filed at the Federal Energy Regulatory Commission (FERC) and subsequent prolonged litigation over prices and profits. The simplicity (perhaps excessively so) of the commission's procedure for determining mitigated market prices rapidly fell prey to the litigation proceedings and quickly lost any connection it might initially have had to either power engineering or economic reality. This paper examines selected aspects of the California market mitigation process, comparing theoretically desired outcomes of market mitigation with the actual process in California. Results are presented that demonstrate the distortion of such basic steps as market definition and the identification of full incremental costs. The mitigation results and the lessons learned by the various groups involved are analyzed both with respect to engineering and economic realities and with respect to political exigencies. The results in California are then placed in the broader context of a likely end phase of electric industry restructuring.

We consider in this paper how to leverage heterogeneous mobile computing capability for efficient processing of real-time range-monitoring queries. In our environment, each mobile object is associated with a resident domain and when an object moves, it monitors its spatial relationship with its resident domain and the monitoring areas inside it. An object reports its location to server whenever its movement affects any query results (i.e., crossing any query boundaries) or it moves out of its resident domain. In the first case, the server updates the affected query results accordingly while in the second case, the server determines a new resident domain for the object. This distributive approach is able to provide accurate query results and real-time monitoring updates with minimal location update and server processing costs. In addition, the new scheme allows a mobile object to negotiate a resident domain based on its computing capability. Thus, a more capable object can have a larger resident domain reducing its chance of having to request a new resident domain because of moving out of it. This feature makes the new approach highly adaptive to the heterogeneity of mobile objects. In our performance study, we compare it with an existing approach using simulation. The study shows that the new technique is many times better in reducing mobile communication and server processing costs.

The miniaturization of chemical synthesis and analysis systems has gained enormous interest recently. In particular, the important progress has been achieved in the area of micro-fluidic devices for biomolecular analysis. These micro synthesis and analytical devices offer many advantages, for example, labor and cost savings over the conventional systems. We have developed two different methods for micro peptide synthesis on a glass chip surface, spotting method and photolithography method. We have modified the glass surfaces in various ways for the effective pep-tide synthesis and high-throughput screenings and proved that hydrophilic polymer modified surfaces are suitable for peptide synthesis and bioassays. Information technology is providing manufacturers with additional flexibility with regard to their supply chain network choices. Our research studies supply chain network organization structures categorized by the organic and mechanistic management control structures. The structural impacts on cost and fill rate performance are studied in two-echelon and two-supply-chain network organization models under different market coordination conditions using system dynamic simulations. Our results show significant effects of demand and network structural factors, and their interactions, on these measures. As demand becomes dynamic, the cooperative interaction model, where supply chains cooperate to satisfy customer demand, is found to have better system performance than the competitive supply chain model. The analysis also suggests that increasing the responsiveness at the downstream plant is particularly important to the overall system performance improvement.

Acoustic signals from different sources in a natural environment form an auditory scene. Auditory scene analysis (ASA) is the process in which the auditory system segregates an auditory scene into streams corresponding to different sources. Segmentation is an important stage of ASA where an auditory scene is decomposed into segments, each of which contains signal mainly from one source. We propose a system for auditory segmentation based on analyzing onsets and offsets of auditory events. Our system first detects onsets and offsets, and then generates segments by matching corresponding onsets and offsets. This is achieved through a multiscale approach based on scale-space theory. Systematic evaluation shows that much target speech, including unvoiced speech, is correctly segmented, and target speech and interference are well separated into different segments. © SAPA 2004.
