A soft expert system is defined to be one that is qualitatively fuzzy. We present such a system known as KASER which stands for Knowledge Amplification by Structural Expert Randomization. KASER facilitates reasoning using domain specific expert and commonsense knowledge. It accomplishes this through object-classed predicates and an associated novel inference engine. It addresses the high cost associated with the knowledge acquisition bottleneck. It also enables the entry of a basis of rules and provides for the automatic extension of that basis through domain symmetries. We demonstrate an application for KASER in the design of an intelligent tutoring system that teaches the basic science of crystal-laser design. It enables the student to experiment with various design concepts and receive feedback on the functionality of the proposed design. This is possible without a need to preprogram all possible scenarios.

Work‐zone delay is very costly to the movement of goods and people. It is increasingly problematic for logistics management if the travel time or delay information cannot be estimated in an accurate way. This paper describes a study to investigate the effects of work zones, enhance computer‐based capability to estimate the associated work‐zone delays, assess the interrelationship of significant factors that affect work‐zone delays and develop a user‐friendly tool to assist transportation operations and logistics planning. A computerized information system, called lane‐occupancy‐delay estimation system (LODES), is developed to assess work‐zone delays that may affect short‐ or long‐term logistic activities. The results from trials and their implications are discussed and, finally, areas of further research are proposed.

Energy-efficient communication is critical for increasing life of power limited wireless ad hoc networks. There has been considerable interest in minimum energy broadcast operations. In this paper, we develop bounds and an algorithm for minimizing energy cost for broadcasting from any source to all other nodes in the network. Most prior work have used simpler model for energy cost for wireless communications by accounting only the analog radiation cost for transmission and ignored the fixed cost for electronics in transmission and reception circuitry in nodes. Furthermore, in a network it is possible for some node pairs not be able to communicate directly even though they are in their radio ranges due to obstacles present in the terrain of the network.

Simulations are often used to model real physical systems prior to electrical, mechanical, and computer hardware development. This allows engineers and scientists to experiment with various concepts before committing time and effort into hardware. Simulations can also be run concurrently with real-time systems to build knowledge of the environment that the real-time system is operating in, then provide feedback to the system to optimize its performance. For both of these types of simulations, the simulation must accurately model the real physical system. A comparison of simulations to real-time controlled physical systems is illustrated in this paper using several simple robotic and artificial Neural Network examples. The robotics examples show how real-time control of mobile robots and robotic-arms, and the resultant governing equations and software algorithms can provide several interesting simulation problems to overcome if the simulation is to accurately model the physical system. The Neural Network example demonstrates how computational speed and numerical precision can become an issue when comparing simulations to real-time Neural Network hardware. In general, comparison of simulations to real physical systems often enhances understanding of the underlying governing principles and equations, and results in simulations that accurately model the real world.

Advising is an important task for success of college students, especially students with professional majors, such as engineering. In addition to meeting the breadth of a college education, students in a professional major must also complete depth of study in math and science and the application of this knowledge in professional development. The requirements are strict and the sequencing of courses is critical for both academic success and efficiency in graduating by the desired date. Advisors are more than schedulers of classes. The selection and scheduling of classes should be efficient so both the student and the advisor can focus on issues critical to the academic success of the student. In a global sense, advisors provide the service of career development ranging in process from selection of major to professional development and management of a system of life-long learning. This paper identifies the duties of a modern advisor and discusses the advising process with the aid of web-based tools to increase both the efficiency and quality of advisement. Applications of this technology in the College of engineering at Texas Tech University have been very successful. Students appreciate the quickness of the process and the ability to consider and plan all activities - not just the courses. Advisors are also happy with the shift away from scheduling and toward professional and personal issues that promote long-term academic and professional success.

Color quantization is often used to convert 24-bit RGB images to 8-bit palette-table images. However, in some cases, the imposed 8 bits per pixel may be too stringent to adequately represent the image. For other images, 8 bits per pixel are unnecessarily generous. For image storage and transmission, it is important to compress an image as much as possible without exceeding an allowable level of degradation. The paper describes the use of a dynamically-growing self-organizing map (SOM) to determine the palette-table required to adequately represent the colors of an RGB image, given an allowable degree of quantization error.
