This paper presents an information systems architecture (ISA) model that comprises the integration of information systems, technology, business processes and users in public sector environment. The ISA model presented considers specific aspects of the public sector as well characteristics of information systems development and use in this sector found in the literature and in the studies realised in informatic services brazilian State public enterprises. The model proposed was structured with five components: (a) Government structure (mission and organisational culture, Planning and government platform);(b) Public services (considered the " business" of public structure, with the information for citizens, for top level and government administrative technical);(c) Information systems (by including the legacy systems and executives systems information);(d) Information technology (centred in investment policies and the government computational platforms-as micro-computer and mainframe relationship) and (e) Users (centred in the necessities for public-training, adaptation and use of the SI). The model proposed was submitted to validation from informatic services Brazilian State public enterprises. The results point out the relevance of the integrated vision of their components and they permit to establish strategies for implantation of ISA model, in order to observing public sector specificity.

A neural-statistical approach to biomedical image interpolation using generalized regression neural networks is presented. These networks are basis function architectures that approximate any arbitrary function between input and output vectors directly from training samples, and with any desired degree of smoothness, and thus can be used for multidimensional interpolation. Experimental results compare favorably with other interpolation techniques. Because of their flexibility and ease of training, generalized regression networks can be used to complement existing approaches, and can be especially useful for post-registration image fusion and visualization.

The rapid proliferation of embedded multimedia applications necessitates efficient implementations which satisfy the computing demands of the various media processing algorithms. Several hardware and software solutions for media processing have appeared in the recent literature. The complexity, variety of techniques and tools associated with multimedia processing points to the opportunities for reconfigurable computing devices. These devices will be able to adapt the underlying hardware dynamically in response to changes in the input data or processing environment. In order to understand the static and dynamic nature of media processing techniques, there is a need to first perform a detailed complexity analysis on the set of candidate algorithms that encompass multimedia processing. This in turn will facilitate the design of a reconfigurable embedded hardware system. In this paper, we present a summary of the various implementation alternatives for media processing followed by the proposed approach for designing reconfigurable processors. We have chosen the latest multimedia standard namely, MPEG 4 as an example to demonstrate the potential for reconfigurability.

We report an observation of essentially full spatial coherence in a high average power soft-x-ray laser. Rapid coherence buildup due to strong refractive antiguiding in a long plasma column is experimentally demonstrated. This allows the generation of fully coherent, milliwatt-level average power soft-x-ray radiation by a tabletop device. The peak brightness of this laser reaches 2×1025photonss−1mm−2mrad−2 within 0.01% spectral bandwidth, making it one of the brightest soft-x-ray sources available.

Autism is a mental disorder characterized by deficits in socialization, communication, and imagination. Along with the deficits, autistic children may show savant skills ("islets of ability") of unknown origin that puzzles their families and the psychologists. Comorbidity with epilepsy and mental retardation has brought the researchers' attention to neurobiological and cognitive theories of the syndrome. The present article proposes a neurobiological model for the autism based on the fundamental biological process of neuronal competition. A neural network capable of defining neural maps-synaptic projections preserving neighborhoods between two neural tissues-simulates the process of neurodevelopment. Experiments were performed reducing the level of neural growth factor released by the neurons, leading to ill-developed maps and suggesting the cause of the aberrant neurogenesis present in autism. The computer simulations hint that brain regions responsible for the formation of higher level representations are impaired in autistic patients. The lack of this integrated representation of the world would result in the peculiar cognitive deficits of socialization, communication, and imagination and could also explain some "islets of abilities", like excellent memory for raw data and stimuli discrimination. The neuronal model is based on plausible biological findings and on recently developed cognitive theories of autism. Close relations are established between the computational properties of the neural network model and the cognitive theory of autism denominated "weak central coherence", bringing some insight to the understanding of the disorder.

Routing in ad-hoc networks is a difficult challenge that involves a tradeoff between efficiency and responsiveness. An ad-hoc network routing algorithm must adapt rapidly enough to topology changes to meet the performance demands of users, without over-utilizing network resources. This paper presents the (/spl alpha/,t) cluster framework which utilizes a distributed dynamic clustering strategy to organize nodes into clusters in which the probability of path failure due to node movement can be bounded over time. The objective of the clustering strategy is to achieve scalability and support robust, efficient routing subject to a wide range of mobility rates. Based on the (/spl alpha/,t) cluster scheme, routes within clusters are maintained on a proactive basis, whereas hierarchical routing between clusters is managed on a demand-basis. Simulation results show that the cluster organization can be effectively adapted to node mobility and that routing is both more robust and efficient than routing in fully proactive, reactive or fixed-hybrid schemes.

A micro-mechanical switch has been designed and fabricated in which the bounce after contact closure has been reduced by using mechanical momentum transfer and magnetic damping, while maintaining high contact forces. The period of chatter has been reduced from 1.5 milliseconds to less than 0.3 milliseconds, while the switching speed is 5 millisecond. The switch has been fabricated using Permalloy (78% Ni and 22% Fe) and copper. The LIGA process was used in the fabrication of the switch. An improved copper process allowed the fabrication of high aspect ratio (20:1) structures which were subsequently freed and assembled.

There are those who now think that traditional library services, such as cataloging and reference, will no longer be needed in the future, or at least will be fully automated. Others are equally adamant that human intervention is not only important but essential. Underlying such positions are a host of assumptions - about the continued existence and place of paper, the role of human intelligence and interpretation, the nature of research, and the significance of the human element. This panel brings together experts in libraries and digital technology to uncover such issues and assumptions and to discuss and debate the place of people and machines in cataloging and reference work.

We present the fuzzy Bayes predictor (FBP), a hybrid system for the task of monthly electric load forecasting. The FBP is a modification we introduce in the naive Bayes classifier in order to enable it to predict numerical values. We consider three versions of the FBP, each one with a different dependence among the input data: independence, first-order and second-order dependence. For verifying the efficiency of the FBP's prediction, we compare it with two fuzzy systems and two traditional forecasting methods, Box-Jenkins and Winters exponential smoothing.
