Over the last four years, a community of researchers working on Grid and High Performance Computing technologies started discussing the barriers and opportunities that grid technologies must face and exploit for the development of health-related applications. This interest lead to the first Healthgrid conference, held in Lyon, France, on January 16th–17th, 2003, with the focus of creating increased awareness about the possibilities and advantages linked to the deployment of grid technologies in health, ultimately targeting the creation of a European/international grid infrastructure for health. The topics of this conference converged with the position of the eHealth division of the European Commission, whose mandate from the Lisbon Meeting was "To develop an intelligent environment that enables ubiquitous management of citizens’ health status, and to assist health professionals in coping with some major challenges, risk management and the integration into clinical practice of advances in health knowledge." In this context "Health" involves not only clinical procedures but covers the whole range of information from molecular level (genetic and proteomic information) over cells and tissues, to the individual and finally the population level (social healthcare). Grid technology offers the opportunity to create a common working backbone for all different members of this large "health family" and will hopefully lead to an increased awareness and interoperability among disciplines. The first HealthGrid conference led to the creation of the Healthgrid association, a non-profit research association legally incorporated in France but formed from the broad community of European researchers and institutions sharing expertise in health grids. After the second Healthgrid conference, held in Clermont-Ferrand on January 29th–30th, 2004, the need for a "white paper" on the current status and prospective of health grids was raised. We pertain to the recognition of textural regions for color video analysis. The proposed scheme uses the covariance of 2/sup nd/-order statistics on the wavelet domain, between the different color channels of the video frames. These features, named as color wavelet covariance (CWC), are used as color textural descriptors. A support vector machine was chosen for the classification of the CWC feature vectors. Experiments were conducted using both animated Vistex texture mosaics and standard video clips. The estimated average accuracy ranged from 90% to 97%. The results show that the proposed methodology could efficiently be used in various multimedia applications as a complete supervised color texture recognition system.

Human systems integration and advanced technology in engineering department workload and manpower reduction

LIVELY graduated from the University of Colorado with a BS in applied mathematics and an MS in mathematics in 1976 and from the Massachusetts Institute of Technology with an MS in electrical engineering and the degree ocean engineer in naval architecture and marine engineering in 1984. He retired from the U.S. Navy in 1989 after 23 years of service. Assignments included electrical officer on the USS Constellation (CV 64) project engineer for the DDG 51 machinery control system (NAVSEA) and DDG 51 Technical Director (NAVSEA). He was vice president of the PDI Division of Bird-Johnson Company from July 1989 to November 1998 where he managed various gas turbine and machinery controls related development projects. He joined Anteon Corporation's Systems Engineering Group as senior controls engineer in December 1998 where he provided technical support to the integrated power systems program (NAVSEA PMS 510) and managed the Office of Naval Research Afloat Laboratory. DR. MARK KIRKPATRICK is currently an independent consultant in human factors and work-load/manning analysis and modeling. He holds a Ph.D. degree in experimental psychology from The Ohio State University and has 34 years of experience in applied human factors. From 1982 through 2000 Dr. Kirkpatrick served as the senior vice president of Carlow International. Prior to joining Carlow in 1982 Dr. Kirkpatrick served as a member of the technical staff at North American Rockwell's Missiles Division and as a project director and vice president for Essex Corporation. His areas of expertise include workload simulation task analysis operator-in-the-loop simulation human performance experimentation statistical analysis and human factors T&E. Aboard current ships, such as the DDG 51, engineering control and damage control activities are manpower intensive. It is anticipated that, for future combatants, the workload demand arising from operation of systems under conditions of normal steaming and during casualty response will need to be markedly reduced via automated monitoring, autonomous control, and other technology initiatives. Current DDG 51 class ships can be considered as a manpower baseline and under Condition III typical engineering control involves seven to eight watchstanders at manned stations in the Central Control Station, the engine rooms and other machinery spaces. In contrast to this manning level, initiatives such as DD 21 and the integrated engineering plant (IEP) envision a partnership between the operator and the automation system, with more and more of the operator's functions being shifted to the automation system as manning levels decrease. This paper describes some human systems integration studies of workload demand reduction and, consequently, manning reduction that can be achieved due to application of several advanced technology concepts. Advanced system concept studies in relation to workload demand are described and reviewed including. Piecemeal applications of diverse automation and remote control technology concepts to selected high driver tasks in current DDG 51 activities. Development of the reduced ship's crew by virtual presence system that will provide automated monitoring and display to operators of machinery health, compartment conditions, and personnel health. The IEP envisions the machinery control system as a provider of resources that are used by various consumers around the ship. Resource needs and consumer priorities are at all times dependent upon the ship's current mission and the availability of equipment pawnbrokers.

In addition to the integration of vehicles into traditional networks (e.g. access to the Internet via cellular) the Ad-hoc connection of vehicles within a limited area is a technology that promises a lot of innovative and exciting services. This paper starts with the description of some services to motivate Ad-hoc networking in the vehicular environment. It then gives an overview of the current challenges (especially routing protocols) in this field. If the geographic position of the network nodes is known, better performance can be achieved with the utilization of so called geocast routing-algorithms. An overview of geocast-routing is given and shortcomings of the existing protocols for the usage in inter-vehicle Ad-hoc networks are explained. Finally we make a proposal for a vehicle-optimized geocast routing, protocol that is based on AODV and present our prototype implementation.

Finite state machines (FSM) have been successfully used to implement the control of an agent to solve particular sequential tasks. Nevertheless, finite state machines must be hand-coded by the engineer, which might be very difficult for complex tasks. Researchers have used evolutionary techniques to evolve finite state machines and find automatic solutions to sequential tasks. Their approach consists on encoding the state-transition table defining a finite state machine in the genome. However, the search space of such approach tends to be innecesarily huge. In this article, we propose an alternative approach for the automatic design of finite state machines using artificial evolution and learning techniques: the SOS-algorithm. We have obtained very impresive results on experimental work solving partially observable problems. © Springer-VerlagBerlin Heidelberg 2001.

We report on our experiences in a participatory design project to develop ICTs in a hospital ward working with deliberate self-harm patients. This project involves the creation and constant re-creation of socio-technical ensembles that satisfy the various, changing and often contradictory and conflicting needs in this context. Such systems are shaped in locally meaningful ways but nevertheless reach beyond their immediate context to gain wider importance and to be integrated with the larger environment.

In this paper we present a method for path delay fault testing of multiplexer-based shifters. We show that many paths of the shifter are non-robustly testable and we give a path selection method so as all the selected paths to be robustly testable by 20*log/sub 2/n+2 test-vector pairs, where n is the length of the shifter. The propagation delay along all other paths is a function of the delays along the selected paths.

The first processing step in computational early vision usually consists of convolutions with a number of kernels. These kernels often are derived from a mother kernel that is rotated, scaled, or deformed with respect to other degrees of freedom. This paper presents an efficient computational approach to calculate the responses of arbitrary mother kernels with arbitrary deformations. Analytical solutions to this problem in most cases are difficult or not possible. Therefore, a numerical approach that emphasizes an algebraical point of view is presented.
