Chong received the B.E.(Hons.) degree with First Class Honors from the University of Adelaide South Australia in 1987 graduating top of his class and the M.A. and Ph.D. degrees in 1989 and 1991 respectively both from Princeton University where he held an IBM Fellowship. He joined the School of Electrical and Computer Engineering at Purdue University in 1991 where he was named a University Faculty Scholar in 1999 and promoted to Full Professor in 2001. Since August 2001 he has been a Professor of Electrical and Computer Engineering and Professor of Mathematics at Colorado State University. His current interests are in communication networks and optimization methods. He coauthored the best-selling book An Introduction to Optimization 2nd Edition Wiley-Interscience 2001. He received the NSF CAREER Award in 1995 and the ASEE Frederick Emmons Terman Award in 1998. He coauthored a paper that was awarded Best Paper in the journal Computer Networks 2003. Professor Chong is a Fellow of the IEEE. He was founding chairman of the IEEE Control Systems Society Technical Committee on Discrete Event Systems and until recently served as an IEEE Control Systems Society Distinguished Lecturer. He has been on the editorial board of the IEEE Transactions on Automatic Control. He is currently on the editorial board of the journal Computer Networks. He has also served on the organizing committees of several international conferences. He has been on the program committees for the IEEE Conference on Decision and Control the American Control Conference the IEEE International Symposium on Intelligent Control IEEE Symposium on Computers and Communications and the IEEE Global Telecommunications Conference. Stsliow and Communications Engineering Department. Darmrtadt (RFA) where he was involved in satellite telecommunication ground systems design and testing. In particular he followed the development of two new ESA's satellite tracking systems. In 1988 be joined the ESA's Research and Technology Centre (ESTEC). Noordwijk. The Netherlands where is holding a position as releeommunication enginm in the Electrical System Department. He is presently responsible for the definition and development of advanced satellite communication systems. His mull intenst b ddyrducd with effacnt digital modulation and access techniques for fued and mobile wtdlite services synchronization topics and communication systems simulation techniques. Carlo Elia (S'89) was born in Trepuzzi. Italy in 1964. He received the Doctor Engineer degree in Electronic Engineering from Politecnico di Torino. Torino. Italy. in 1989. He his now attending a Doctorate program at PolitanieO di Torino. S i 1990. he has been with the Eurpean Space Agency (ESA) in the Electrical System Department as Tdeeommunications Syrtcm Engineer. (Bob) Harris (S'69–M'70) received the PhD from the University of Southampton. England in 1971. In 1970 he joined the European Space Agency (then ESRO). based at the European Space Research and Technology Centre (ESTEC) Noordwijk. The Netherlandswas working on telemetry and telecommand systems. Since 1978 he has been Head of the Transmision Techniques Section in the Directorate of Telecom munications. He also is a certified College-Level Instructor in the state of Florida and has done graduate work in Computer Science at the University of Florida. As the Technical Publications and Training Manager Simulation and Control Systems Department. General Electric Company Daytona Beach Fla. he currently is responsible for the costing. planning performance scheduling and timely completion of the Department's Technical Manuals and Technical Training Programs. These Training and Manual contracts cover Ship Systems Programs. Simulation Programs. and Communications Programs for the Armed Services and commercial customers. Mr. Hall has over twenty-years experience as a Technical Writer and Instructor and for the past seventeen years has been at the General Electric Company's Daytona Beach Facility. His experience ranges from teaching Basic Electronics and Radar Circuitry as a civilian instructor for the U.S. Army to writing Manuals Proposals Reports Specifications and Brochures for General Electric's product lines. Mr. Donald G. MOSS is a graduate of Kansas State University from which he received both his B.S. degree in Business Administration and his M.S. degree in Electrical Engineering. He is presently a Senior Systems Engineer for Control Systems in the Simulation and Control Systems Department at the General Electric Company's Daytona Beach Facility.
