He joined SPERRY UNIVAC Defense Systems Division in June 1960 where he is now Manager of the Surface Combat Systems Group in the Navy Systems Engineering Department. He is currently active in the development of Navy Command and Control Systems. He has been active in the field of Navy systems computer digital communications analysis and design and was responsible for the system design of the NTDS Serial Interface specified in Military Standard MIL-STD-1397.

The Shipboard Integrated Processing And Display System (SHINPADS) Serial Data Bus is a high speed digital interconnect system designed to provide a real time data bus communication facility for Naval Electronic systems. The Serial Data Bus (SDB) can be used to interconnect devices currently using Military Standard MIL‐STD‐1397 Input/Output Interfaces and it has been designed to suit the needs of Naval Combat systems. The SHINPADS Serial Data Bus was specified with an eye to the future. A large growth margin was designed into the system, while minimizing costs, by properly distributing functions between software, firmware, and hardware. The Serial Data Bus protocol enables future evolution to Fiber Optic Transmission without impacting system software. The Serial Data Bus provides the potential for accomplishing many of the features attributed to Distributed Processing systems. However, the accomplishment of Distributed Processing improvements can only occur through proper and enlightened system design. © 1979 American Society of Naval Engineers

An approach to the topic of computer arithmetic is suggested which may have a particular conceptual, pedagodical, and practical appeal to the designer of multiple-valued logic processors. computer arithmetic deals with the physical representation of finite sets of numbers and the design, analysis, and implementation of algorithms for mechanizing arithmetic operations on these sets. Finite number representation systems (FNRS) are specified by defining a set of symbols and a mapping from the elements of this symbol set to a subset of the real numbers. A formal definition of a FNRS provides a basis for a set of definitions which in turn provide the framework for the classification of a large set of number systems. Emphasis in this paper is on the following positive, fixed radix systems: unsigned, sign and magnitude, radix complement, and diminished radix complement. We offer an annotated listing of primitive digit vector algorithms for the four common number representation systems with an arbitrary, positive integer, fixed radix. These digit vector algorithms are ones which the designer of multi-valued logic arithmetic processors will need to implement to provide general arithmetic computation. © 1978 Advanced Automotive Batteries. This paper presents the results of one phase of a study concerning methods for addition of P>;2 numbers, each encoded as a vector of digits (digit vector) of length N. Such multi-operand addition has been studied most often in the context of reducing a set of partial products to a single result in the implementation of multiplication. More generalized multi-operand addition, most notably in the form of inner product calculations is, however, central to numerous scientific applications of digital computers. Although multi-operand addition is trivially accomplished by accumulation (iteration in time) in any general purpose machine, demands for very high-speed computation, typified by 2- and 3-D signal processing prompt implementation of dedicated, hardware-intensive structures for multi-operand addition. This study, for example, is motivated in part by requirements for rapid simultaneous addition of up to 100, 16-bit operands in the design of a dedicated processor for real-time reconstruction of 3-D images of the beating heart and breathing lungs [1].

An examination is made of linear regulator problems with an additional cost for applying a nonzero control at each instant. The dual of this problem is the least-squares filtering problem with a cost for taking measurements. Because a solution to the general problem involves solving a two point boundary value problem in nonlinear matrix differential or defference equations, two easily-computed suboptimal control schemes and some useful bounds are proposed. A class of problems is also delineated for which the optimum solution has some special properties which enable it to be computed simply and directly.

It has become clear that the automation or labor saving of discrete manufacturing should be considered as the total integrated system. The concept of an integrated manufacturing system (IMS) is proposed. Cooperation among each equipment is the key to integrating the production system as the whole. System control Software plays an essential role in cooperation ired has two main functions, namely, branch and cooperation control, and schedule advance control. Compact IMS application to an induction motor-shaft machining shop has successfully been done to realize the usefulness of system control software.

He completed his undergraduate studies at Manhattan College in 1952 receiving his BCE degree during which time he was also engaged in land surveying. Following this he did postgraduate study at Virginia Polytechnic Institute obtaining his MS in 1954. He joined Naval Ship Research and Development Center in 1953 as a Junior Engineer and is currently the Head of the Engineering & Facilities Division Structures Department. His field of specialization is Structural Research and Development. Franklin I. Siegrist was born in Knoxville Tenn. in 1937 receiving his earlier education in the Public Schools of Erie Pa. He attended Pennsylvania State University graduating in 1962 with a Bachelor of Science degree in Electrical Engineering having prior to that time served four years in the U. S. Navy. He was a Junior Engineer in the AC Spark Plug Division of General Motors from 1962 until 1964 at which time he came to the David Taylor Model Basin as an Electrical Engineer in the Industrial Department. He is currently Supervisory Engineer for Electrical and Electronics Engineering Structures Department Naval Ship Research and Development Center. His field of specialization is Electrical Engineering Control Systems Data Collection Systems Computer Applications to Structural Research and Hydraulic System Design. In the last of these he holds Patent Rights on a “Hydraulic Supercharge and Cooling Circuit” granted in 1970.

A bound is derived on the accuracy in causally estimating a Gaussian process from nonlinear observations. Both additive Gaussian noise and Poisson observations are included. The bound is used to study the control of a stochastic linear dynamical system with nonlinear observations of either type and an average quadratic cost. An asymptotic Separation Theorem is established showing that a linear feedback control law, involving a state estimate, is asymptotically optimum as the accuracy of the state estimate approaches the bound. Die Schranke wird benutzt, um die Steuerung eines linearen stochastischen dynamischen systems mit nichtlinearen Beobachtungen beider Typen und durchschnittlichen quadratischen Kosten zu studieren. Ein asymptotisches Separationstheorem wird eingeführt, das zeigt, daß ein eine Zustandsschätzung einschließendes lineares Regelungsgesetz asymptotisch optimal ist, so wie sich die Genauigkeit der Zustandsschätzung der Schranke nähert. The paper deals with the problem of "compound" and "cascade threshold" element "synthesis" of an arbitrary Boolean function from the "multithreshold weight threshold vector" (MTWTV). The above synthesis procedure is presented to reveal a unique feature of the multithreshold weight threshold vector, from which several realizations of threshold element nets can be obtained from one of the multithreshold weight threshold vectors.
