The purpose of this initiative is to ensure that citizens use social media to access information about the state of the city. Social media application offers benefits in the form of a channel of communication between the community and the government or the group that has public interest. Through this application, the public could channel complaints about public services. Perception becomes the important key for this condition because user action is determined by their perception toward the government e-services. The result of standard measurement for customer satisfaction on government organization is used to help find the weakness of the service and correct it. The interface is made to be more user-friendly to ensure the effective service. So, it is necessary to develop the system continuously. Perceived quality is one of the important determinants of the success of social media application, therefore needs identification of the user's perception and expectations and involving becomes the key to success besides the good quality that will increase the trust and satisfaction of users. Evaluation of social media applications is needed so that it can provide recommendations to the provincial government of DKI Jakarta related to what things can be done to improve community service. © 2018 IEEE.

Plagiarism in the education sector is as serious issues. In 2015 Indonesia ministry of research, technology and higher education stated to eradicate the plagiarism, and after 2 years the similar statement by Indonesia ministry of research, technology, and higher education. The plagiarism becomes the serious program by the ministry. The plagiarism in higher education happened, the faculty member or even a professor found did the plagiarism. Therefore, this paper research conducted using descriptive analysis methodology to elaborate on deep the correlation plagiarism variables. Hence, warding off the plagiarism might possible to perform using the applications. The aim of this research to find the correlation variables that might use to ward off the plagiarism in the future. The very interesting result from 15 questioners and the report shows there are several significant correlation variables of the plagiarism. © 2018 IEEE.

The information system is one brand for educational institutions to face various challenges from competitors in the same field. The information system is also the main media for consumers to assess and measure the achievements of an educational institution. The purpose of this study was to help the School of computer Science (STIKOM) Dinamika Bangsa Jambi conduct an audit of the academic information system and information technology governance using the COBIT 5 standard. Data were collected using a questionnaire that refers to the scale. Based on the calculation of capability level, the current capability level of STIKOM Dinamika Bangsa Jambi in managing Academic information systems focuses on Evaluate, Direct, and Monitor (EDM) domains. The current capability level generally leads to level 2 managed process with a value of 1.80, which means that IT processes have been carried out, achieved goals, and are well managed. This result is obtained based on the average value of governance practice. © 2018 IEEE.

Lockdown strategy worth lives: The SEIRD modelling in COVID-19 outbreak in Indonesia

Lockdowns, despite their conflicting restrictions and consequences they might offer when enforced as a national strategy, are deemed to be suggestive for a prompt conquer to the Coronavirus Disease-19 (COVID-19) outbreak. There have been some success stories such as in China, South Korea and our ASEAN member fellow, Vietnam, which exhibited extremely fallen numbers of COVID-19 cases post the enforcement of lockdown. Indonesia, however, remains in the crux of dispute whether or not the lockdown is opted to force COVID-19 transmission down under control. We, in this respect, employ the most popular model which has been broadly applied in the field of epidemiology, referred to as SEIRD (Susceptible, Exposed, Infectious, Recovered, and Death), the extension form of an age-structured SEIR, where the Death (D) is included to provide more factual situation. We modify the I (Infectious) fraction as symp-tomatic (Is) and asymptomatic (Ia) infectives. There are three lockdown scenarios simulated in our modified SEIRD with the starting date are 26 April 2020 when the immediate lockdown was enacted-and a-week and two-week-gaps, respectively. We figured out that by stipulating the lockdown without delay (26 April 2020), the new cases could be kept below 10,000. A week delay escalates case number to 5,000 and delay for one more week results in beyond 20,000 new cases. Furthermore, when the intervention is delayed following the delayed lockdown, normalization would demand a longer period within which dealing with more critical and dying patients is unavoidable and should be more anticipated.

Symbolic regression searches for analytic expressions that accurately describe studied phenomena. The main attraction of this approach is that it returns an interpretable model that can be insightful to users. Historically, the majority of algorithms for symbolic regression have been based on evolutionary algorithms. However, there has been a recent surge of new proposals that instead utilize approaches such as enumeration algorithms, mixed linear integer programming, neural networks, and Bayesian optimization. In order to assess how well these new approaches behave on a set of common challenges often faced in real-world data, we hosted a competition at the 2022 Genetic and Evolutionary Computation Conference consisting of different synthetic and real-world datasets which were blind to entrants. For the real-world track, we assessed interpretability in a realistic way by using a domain expert to judge the trustworthiness of candidate models. We present an in-depth analysis of the results obtained in this competition, discuss current challenges of symbolic regression algorithms and highlight possible improvements for future competitions. Text mining is a process to extract data based on text. The source of text mining should be coming from social media users' activities; e.g. posting, fans page, group, hashtag, tweet, etc. As raw data and information, the text mining sources are able to be gold information to be operated for academic analyzing purposes. This paper proposes the Python-based model to scrape text from Twitter user's tweets and then analyze them to see the commerce and tax-income potency in purposely Indonesia. The mathematical and statistical methods are technically operated. The constructed model finally exhibited. Also, the information on sale-behavior and tax-income forecasts are able to be portrayed.

Document management system makes user to access information anytime and anywhere. The purpose of this research is to analyze what variables have impact on the intention to use of document management system. To achieve the objectives conducted by identification problem on the research model developed from the model of Technology Acceptance Model and Unified Theory of Acceptance and Use of Technology to the use of document management system. Furthermore, the data obtained from the respondents tested outer model, inner model test, hypothesis test and to produce a comprehensive analysis will be conducted Importance Performance Analysis. The development of the smartphones that rapidly increasing, and high smartphone Users as a tool to make a lot of information, make emergence of instant messaging applications with a variety of options for use. Telegram, as one of the instant messaging application that is fairly new, offering in its various features compared to other instant messaging applications, so it can grow rapidly and much in demand in only 2 years. One of the interesting features is the Bot telegram, a special account without number that can handle Command from the User and gives answers appropriate to Command functionality. The account serves as the interface of the running system that communicate via Telegram Bot API. This study seeks to build a Bot telegram with database to built The Online Test application uses Telegram Bots Version 1.0. In each lecture meeting, a Lecturer can make a short test in the form of multiple choices to review the material at the previous meeting and get information about what percentage of students understand the material that has been taught before. We can use the application to send realtime messages to facilitate the test. Of course, which supports the creation of bots easily to add features that did not yet exist. Of the many we chose Telegram to be an online test environment by utilizing the Bot creation facilities provided by Telegram. This article will be a guide that makes it easier for lecturers to give a simple test at the beginning of the meeting, so that they can attract students' daily grades. And in order to be more interactive there are features of student value progress reports that can also be accessed individually so that students can know the progress of their learning outcomes.

Revised JNLPBA corpus: A revised version of biomedical NER corpus for relation extraction task

The advancement of biomedical named entity recognition (BNER) and biomedical relation extraction (BRE) researches promotes the development of text mining in biological domains. As a cornerstone of BRE, robust BNER system is required to identify the mentioned NEs in plain texts for further relation extraction stage. However, the current BNER corpora, which play important roles in these tasks, paid less attention to achieve the criteria for BRE task. In this study, we present Revised JNLPBA corpus, the revision of JNLPBA corpus, to broaden the applicability of a NER corpus from BNER to BRE task. We preserve the original entity types including protein, DNA, RNA, cell line and cell type while all the abstracts in JNLPBA corpus are manually curated by domain experts again basis on the new annotation guideline focusing on the specific NEs instead of general terms. Simultaneously, several imperfection issues in JNLPBA are pointed out and made up in the new corpus. To compare the adaptability of different NER systems in Revised JNLPBA and JNLPBA corpora, the F1-measure was measured in three open sources NER systems including BANNER, Gimli and NERSuite. In the same circumstance, all the systems perform average 10% better in Revised JNLPBA than in JNLPBA. Moreover, the cross-validation test is carried out which we train the NER systems on JNLPBA/Revised JNLPBA corpora and access the performance in both protein-protein interaction extraction (PPIE) and biomedical event extraction (BEE) corpora to confirm that the newly refined Revised JNLPBA is a competent NER corpus in biomedical relation application. Unbalanced Data Clustering with K-Means and Euclidean Distance Algorithm Approach Case Study Population and Refugee Data

There is a lot of data that does not have a pattern and unbalanced that is difficult to classify, such as the total population of each country in the world is very varied especially when compared with the number of refugees from each of these countries, China and India numbered more than 2 billion people but the number of refugees is only 0, 01%, while Syria around 70% of the 18 million more residents are refugees. By using the K-Means algorithm, we can group countries that have similar characteristics of population and number of refugees, the average percentage of refugees to the population in each cluster is the character of the cluster. The methodology used in this study are: measures the distance of the data using the Euclidean distance formula, runs the K-Means algorithm, calculate the percentage value of each cluster and find conclusions from the characteristics of the clusters formed. We found how machine learning made a pattern of data without political and social issues, the result is K-Means describing machine learning can grouped every country in cluster that make sense.
