NASA's Global Precipitation Mission will rely on a constellation of cooperative satellites with a variety of microwave radiometers to make global rainfall measurements. Thus, it is crucial to achieve brightness temperature (T b ) measurement consistency among the constellation as well as to maintain sustained calibration accuracy over the lifetime of each satellite sensor. In-orbit inter-satellite radiometric calibration techniques provide a long term, group-wise solution; however, since radiometers operate at different frequencies and viewing angles,T b normalizations are made before making intermediate comparisons of their near-simultaneous measurements. In this paper, we investigate two approaches to perform these normalizations from one satellite's measurements to another. One approach is uses Taylor's series expansion around source frequency to predict T b 's of destination frequency. The relationship between T b 's and frequencies are derived from simulations using an oceanic radiative transfer model (RTM) over a wide variety of environmental conditions. The other approach uses a multi-variable linear regression built from RTMT b simulations among all frequency and V- and H-polarizations. These two approaches are applied in comparing external measurements between WindSat (on Coriolis),TMI (on TRMM) and AMSR (on ADEOS-II). Accuracy prediction and error source analysis are discussed along with calibration results.

The paper presents the development of a coupled scattering matrix method (SMM) with integral equation method for analyzing the power integrity (PI) of multilayered package structure with large number of power/ground vias. Analysis of the entire signal traces and the associated vias, connected between the power and ground, (named as P/G vias) is treated as analyzing the coupling between the external signal traces and the inside vertical vias, and analyzing the scattering effects between the vertical vias. A pair of the layered power/ground planes is considered as the parallel-plate waveguide structure. The scattering matrix method for the parallel-plate waveguide modes is developed by using the Foldy-Lax equations to analyze the scattering effects between the vertical P/G vias. The equivalent layered vias are modeled for the vertical vias connected between the power/grounds planes. The scattering matrices for coupling between the P/G vias including the signal vias are computed, and hence the outgoing wave coefficients for each via are calculated for power integrity analysis. The admittance (Y) matrix of a two-port network is modeled to represent the multiple scattering of the vertical P/G vias with the signal vias. The integral equation method is used to extract the equivalent circuit models for coupling between the external signal traces and the vertical vias. The extracted models are simulated together with the Y-matrix for signal response.

In this paper we demonstrate experimental results of a double-pass erbium-doped fiber amplifier with built-in variable optical Bragg grating (DPF- EDFA) to enhance the performance of the transmission system. The system has achieved power gain of 6 dB which can be translated into an improvement to the distance of about 24 km compared to the conventional double-pass EDFA (DP-EDFA).

Over the last few decades, complex networks have been intensively studied throughout many fields of science, especially in biological and engineering sciences. This paper briefly reviews the main advances in the complex biological and engineering networks, aiming to bridge the gap between the complex biological and engineering networks. Biologists pay more attention to the mechanisms and local dynamics of individuals, however, engineers are more interesting in the global dynamical behaviors. It is the time for the biologists and engineers to work together for better understanding the complex networks.

An online semi-supervised active learning algorithm is proposed, which is based on self-organizing incremental neural network (SOINN). The proposed method do not need any priori knowledge such as number of nodes or number of classes; it can automatically learn number of nodes and teacher vectors needed by the current task; It can realize online incremental learning even life-long learning. The experiments for artificial data and real world data show that the proposed method works efficiently.

Water diffusion measurements have been shown to be sensitive to tissue cellular size, extra cellular volume, and membrane permeability. Therefore, diffusion tensor imaging (DTI) by MRI can be used to characterize highly cellular regions of tumors versus acellular regions, distinguishing cystic regions from solid regions. An automatic segmentation method is proposed in this paper based on a multi-phase clustering algorithm to segment the brain tumors in a feature space extracted from DTI images. The algorithm is applied on images of a total of 20 patients with 4 different types of tumors. The tumor region segmentation was 92% accurate based on the segmentation results using anatomical images and 100% accurate based on biopsy results. In general, the segmentation results obtained by the proposed method revealed a strong agreement with the biopsy results and anatomical images, providing support for the accuracy and robustness of the proposed feature space and the segmentation procedure.

This paper presents the effect of atmospheric attenuation during hazy days for free space optical (FSO) communication in point-to-point connection. The analysis focuses on scattering coefficient and atmospheric attenuation effects on low visibility, which falls in the range of 1.8 km to 4.5 km. The performance comparison is also done for the wavelength of 850 nm and 1550 nm. The result shows that the performance of 1550 nm is better than 850 nm in both performance parameters. As the link range between transmitter and receiver increases, the atmospheric attenuation increases too. Deployment distance of less than 1km can reduce the effect of atmospheric attenuation. These challenges limit FSO to the short distance application.
