He currently the program manager for the Sustainable Hardware and Affordable Readiness Practice Program (SHARP). is a Navy-wide logistics research and development prgram aimed at the successful transiton of proved technologies inot the fleet. SHARP focuses on reducing acquisition performance capability reliability maintainability and readiness of these systems. Mr. Grubb has served as a department director for the past eleven years. His most recent assignment was as director of the Tactical Computer Resources and Test Equipment Department. This organization provided acquisition and in-service engineering support of the Navy's tectical embedded computers priphirals displays and mass memory storage devices. The organization also provided a complete range of product engineering and metrology engineerig services for SSP NevSeaSysCom and the Trident Program. Prior to this appointment Mr. Grubb was deptuy director psysical security programs department and site responsible for program management and system integration of ashore integrated security systems. Mr. Grubb holds a B.S. degree in industrial engineering from Iowa State Universtiy an M.S. degree in industrial engineering from Purdue University and has copleted the course work (Dec.'96 for a master's degree in public and environment affairs at Indiana University-Purdue Univeristy Indianapolis. Dr. Alfred Skolnick operates System Science Consultants (SSC) specilizing in strategic planning technical program definiton technology assessment and engineering analyses on selected matters of national interest. He has taught physics mathematics and management sciences at University of Virginia and Marymount University and is currently adjunct professor of mathematics at Northern Virginia Community College. In an era of fiscal austerity, downsizing and unforgiving pressure upon human and economic capital, it is an Augean task to identify resources for fresh and creative work. The realities of the day and the practical demands of more immediate fleet needs can often dictate higher priorities. Yet, the Navy must avoid eating its seed corn. Exercising both technical insight and management foresight, the fleet, the R&D community, the Office of the Chief of Naval Operations (OpNav) and the product engineering expertise of the Naval Surface Warfare Center (NSWC) are joined and underway with integrated efforts to marry new, fully demonstrated technologies and operational urgencies. Defense funding today cannot sponsor all work that can be mission-justified over the long term because budgets are insufficient to support product maturation within the classical development cycle. However, by rigorous technical filtering and astute engineering of both marketplace capabilities and currently available components, it is possible in a few select cases to compress and, in effect, integrate advanced development (6.3), engineering development (6.4), weapon procurement (WPN), ship construction (SCN), operation and maintenance (O&M,N) budgetary categories when fleet criticalities and technology opportunities can happily meet. In short, 6.3 funds can be applied directly to ''ripe gateways'' so modern technology is inserted into existing troubled or aging systems, sidestepping the lengthy, traditional development cycle and accelerating practical payoffs to recurrent fleet problems. To produce such constructive results has required a remarkable convergence of sponsor prescience and engineering workforce excellence. hMDCE: The hierarchical multidimensional directed cycles ensemble network

This paper discusses a massively parallel interconnection scheme for multithreaded architecture and introduces a new class of direct interconnection networks called the hierarchical Multidimensional Directed Cycles Ensemble (hMDCE). Its suitability for massively parallel systems is discussed. The network is evolved from the Multidimensional Directed Cycles Ensemble (MDCE) network, where each node is substituted by lower-level sub-networks. The new network addresses some serious problems caused by the increasing scale of parallel systems, such as longer latency, limited throughput and high implementation cost. This paper first introduces the MDCE network and then presents and examines in detail the hierarchical MDCE network. Bisection bandwidth of hMDCE is considerably reduced from its ancestor MDCE and the network performs significantly higher throughput and lower latency under some practical implementation constraints. The gate count and delay time of the compiled circuit for the routing function are insignificant. These results reveal that the hMDCE network is an important candidate for massively parallel systems interconnection.

Complex applications in domains such as decision support systems and real time systems require a functionality that is achieved by combining the active and temporal database technologies. In this paper we present TALE, a Temporal Active Language and Execution model. TALE is a temporal active database programming language, combined with an execution model that enables a correct and efficient processing of operations. As such, TALE is a step in accommodating software engineering challenges in modern information systems. TALE primitives are presented using examples and an EBNF. The run-time control mechanism of the model is introduced and TALE properties, namely active and temporal capabilities, and reflective programming capabilities are discussed.

A method for learning disjunctive rules using a combination of two existing neural network schemes is proposed. The hybrid network consists of two layers; the first is an unsupervised network while the second is a supervised network. The first layer is used for ordering the inputs of training instances into clusters. Initial rules are extracted from this layer using an existing technique called Unsupervised BRAINNE. These rules are then fed into the second layer which is trained using the delta rule. The second layer is then examined to determine which clusters define the output nodes. This method is able to identify disjunctive rules directly rather than utilising a generate and test paradigm as was used in previous supervised versions of BRAINNE.

Fault detection, isolation and recovery (FDIR) functions are essential components of complex engineering systems. The design, validation, implementation, deployment and maintenance of FDIR systems are extremely information intensive tests requiring in-depth knowledge of the engineering system. The paper gives an overview of a model-integrated toolset supporting FDIR from design, into post deployment. The toolset is used for development of large, complex spacecraft systems during the engineering design phase.

Scientific applications often require some strategy for temporary data storage to do the largest possible simulations. The use of virtual memory for temporary data storage has received criticism because of performance problems. However, modern virtual memory found in recent operating systems such as Cenju-3/DE give application writers control over virtual memory policies. We demonstrate that custom virtual memory policies can dramatically reduce virtual memory overhead and allow applications to run out-of-core efficiently. We also demonstrate that the main advantage of virtual memory, namely programming simplicity, is not lost.

Determination of Contact Forces for Two Manipulators Mutually Lifting a Rigid Object Using A Technique of Dynamic Load Distribution

This article presents a new technique and approach for dynamically distributing the payload when two serial link manipulators mutually hold and transport a rigid object. A new vector variable which parameterizes the internal stress contact force and torque degrees of freedom (DOF) is introduced and defined as a linear function of the contact forces.” When this equation is combined with the object's dynamical equations, the resulting system yields a well specified solution for the contact forces as a function of the internal stress DOF parameterizing variable. The article investigates two different approaches to selecting the matrix which transforms the contact forces to obtain the internal force parameterizing variable. In one approach the matrix is selected to be orthogonal to the transformation matrix in the object's dynamical equations and in the other it is a function of two constrained scalar parameters which govern the distribution of the payload between the object motion inducing components of the contact forces. Motivated by the latter choice, a new definition of what equally distributing the load between the manipulators means is proposed. The next problem considered is determining an optimal solution for the contact forces by minimizing a performance index which quantifies the distance between the vector of unknown contact forces and a known vector of corrective contact forces in a Euclidean norm sense. The performance index is optimized with respect to the internal force DOF parameterizing variable and, if applicable, the two scalar parameters which govern the distribution of the payload among the motion inducing contact forces. © 1996 Taylor & Francis Group, LLC.

In this paper, we show the relevance of fuzzy systems in an integrated symbolic-subsymbolic architecture, GENUES (generic neuro-expert system), for information processing. Fuzzy logic is used for modelling knowledge in different phases of the GENUES architecture. As an illustration we show the application of fuzzy logic in the decision phase and post-processing phase of GENUES for power system fault diagnosis.

Based on the POPSMAC protocol proposed in Chung-Sheng Li et al. (1993), we propose an improved medium access protocol for wavelength division multiple access (WDMA) photonic networks. Using the same set of photonic devices as in POPSMAC, the proposed protocol alleviates the drawbacks of the POPSMAC protocol, e.g., invalid data transmissions following receiver collisions and possible acknowledgement packet collisions with header/data packets, while retaining many advantages of POPSMAC. As a result, the network performance in terms of the throughput and the packet delay is improved. Analytical models based on the timing diagram analysis, the continuous-time Markov chain, and the randomization technique are developed to assess the performance of the proposed protocol. The performance is evaluated in terms of channel utilization, mean packet delay, and packet delay distribution with variations in the number of nodes, the offered traffic, the size of data packets, and the network propagation delay. Numerical results show that the proposed protocol achieves better channel utilization and incurs lower packet delays than POPSMAC.
