For rate control (RC) of hierarchical structure coding, an independent rate-quantization (R-Q) model was proposed based on mean absolute differences (MADs) in different temporal levels (TLs). In the proposed R-Q model, a novel MAD model was developed according to the hierarchical structure. The experimental results demonstrate that the proposed algorithm provides better performance, in terms of average peak signal-to-noise ratio (PSNR) and quality smoothness, than the H.264 reference model, JM14.2, under various sequences.

A lot of industrial applications required infrared measurement of temperature on temperatures around ambient temperature or lowers temperatures. Measurements below 0 °C are complicated because of the ice coating created on the target surface, caused by presence of atmospheric moisture. These are main reasons why calibration of standard infrared thermometer utilizing these types of blackbodies is inconvenient even for industrial purpose. This fact was the start impulse for temperature laboratory at Czech Metrology Institute to developed own blackbody radiation source. This blackbody provides radiance temperatures in range from −30 to +30 °C. The special effort was made to reduce of the effect of moisture and ambient reflection. Thanks to geometrical shape of cavity-depth and surface material, this blackbody has high emissivity. The design and construction of this source is presented with the results of the metrological characterization of the blackbody.

This paper presents an extension of the trapezoidal integration rule, that in the present work is applied to devise a pseudo-recursive numerical algorithm for the numerical evaluation of fractional-order integrals. The main benefit of pseudo recursive implementation arises in terms of higher accuracy when the algorithm is run in the “short memory” version. The rule is suitably generalized in order to build a numerical solver for a class of fractional differential equations. The algorithm is also specialized to derive an efficient numerical algorithm for the on-line implementation of linear fractional order controllers. The accuracy of the method is theoretically analyzed and its effectiveness is illustrated by simulation examples.

Membrane computing is an emergent branch of natural computing, which is inspired by the structure and the functioning of living cells, as well as the organization of cells in tissues, organs, and other higher order structures. Tissue P systems are a class of the most investigated computing mod- els in the framework of membrane computing, especially in the aspect of efficiency. To generate an exponential resource in a polynomial time, cell separation is incorporated into such systems, thus obtaining so called tissue P systems with cell separation. In this work, we exploit the computational efficiency of this model and construct a uniform family of such tissue P systems for solving the independent set problem, a well-known NP-complete problem, by which an efficient so- lution can be obtained in polynomial time.
