According to the different QoS requirements of services in power communication network, a random early detection based active queue management algorithm combined with the differentiated service model is proposed in this paper. The congested queue can take advantage of other idle queues to ensure the QoS requirement of the high priority queue. The simulation shows that the algorithm presented in this paper has better performance in reducing the overall packet loss rate and enhancing the utilization ratio of buffer. © 2015 Taylor & Francis Group, London.

This paper revisits the problem of estimating the domain of attraction of a saturated system with an algebraic loop. A piecewise quadratic Lyapunov function of an augmented state vector composing of the system state and the saturated input has been proposed for use in estimating the domain of attraction for a saturated system. Considering the relationship between the system states and the saturation function, we propose in this paper a generalized piecewise quadratic Lyapunov function, which results from adding a term that characterizes the regional sector condition of the saturated input to the piecewise quadratic Lypunov function. The matrix associated with the generalized piecewise quadratic Lyapunov function is not required to be positive definite, and thus a set of less conservative stability conditions are established, from which a larger estimate of the domain of attraction can be obtained. Simulation results indicate that the effectiveness and superiority of the proposed method.

In order to solve the problem of low wavelength resource utilization caused by the huge gap between the capacity need by the service and the single wavelength capacity in OTN, a Layered Interconnected Graph Model (LIGM) based algorithm for Traffic grooming is presented. The LIGM is based on the optical network physical topology, and the costs of every link represent the optical network resources. The initial solution set is calculated with the grooming path optimization selection strategy and the optimal grooming route is chosen from the set with the O/E/O number of each path. By adapting the load balancing mechanism, the algorithm can perfectly solve the problem of traffic grooming in optical networks. The simulation shows that, compared with other traffic grooming algorithms, the algorithm LIGA effectively reduces the blocking probability and makes full use of the optical network resource at the same time. © 2015 Taylor & Francis Group, London.

This paper proposes a boundary feedback control design for open canal networks using the linearization of boundary conditions. For open canal networks with any types of cross-sections, which can be modelled by the Saint-Venant equations, the characteristic form in terms of Riemann invariants has been established. Under this established characteristic form, the stabilizing boundary control law has been developed by linearizing the boundary conditions for both a single reach and the open-channel network composed by multi-reaches in a cascade. The design of the boundary feedback control laws for both a single canal and the cascaded networks is illustrated in a unified framework, which extends the results in the literature. © The Author(s) 2014.

In order to meet the smart distribution grid's demand for communicating, a heterogeneous wireless network selection model is built. This model has 3 goals, real-time services' blocking rate, non-real-time services' mean transmission time, and network load. And the model is simulated by using the quantum clonal immune multi-objective optimization algorithm. Compared to the MLB algorithm and RBF-FNN algorithm, the simulating results show that the proposed algorithm has better performance in real-time service blocking rate, mean transmission time of non-real-time services and network load balancing.

Background: The COVID-19 pandemic highlighted gaps in health surveillance systems, disease prevention, and treatment globally. Among the many factors that might have led to these gaps is the issue of the financing of national health systems, especially in low-income and middle-income countries (LMICs), as well as a robust global system for pandemic preparedness. We aimed to provide a comparative assessment of global health spending at the onset of the pandemic;characterise the amount of development assistance for pandemic preparedness and response disbursed in the first 2 years of the COVID-19 pandemic;and examine expectations for future health spending and put into context the expected need for investment in pandemic preparedness. Methods: In this analysis of global health spending between 1990 and 2021, and prediction from 2021 to 2026, we estimated four sources of health spending: development assistance for health (DAH), government spending, out-of-pocket spending, and prepaid private spending across 204 countries and territories. We used the Organisation for Economic Co-operation and Development (OECD)'s Creditor Reporting system (CRS) and the WHO Global Health Expenditure Database (GHED) to estimate spending. We estimated development assistance for general health, COVID-19 response, and pandemic preparedness and response using a keyword search. Health spending estimates were combined with estimates of resources needed for pandemic prevention and preparedness to analyse future health spending patterns, relative to need. Findings: In 2019, at the onset of the COVID-19 pandemic, US$9·2 trillion (95% uncertainty interval [UI] 9·1–9·3) was spent on health worldwide. We found great disparities in the amount of resources devoted to health, with high-income countries spending $7·3 trillion (95% UI 7·2–7·4) in 2019;293·7 times the $24·8 billion (95% UI 24·3–25·3) spent by low-income countries in 2019. Background: Hearing loss affects access to spoken language, which can affect cognition and development, and can negatively affect social wellbeing. We present updated estimates from the Global Burden of Disease (GBD) study on the prevalence of hearing loss in 2019, as well as the condition's associated disability. Methods: We did systematic reviews of population-representative surveys on hearing loss prevalence from 1990 to 2019. We fitted nested meta-regression models for severity-specific prevalence, accounting for hearing aid coverage, cause, and the presence of tinnitus. We also forecasted the prevalence of hearing loss until 2050. Findings: An estimated 1·57 billion (95% uncertainty interval 1·51–1·64) people globally had hearing loss in 2019, accounting for one in five people (20·3% [19·5–21·1]). Of these, 403·3 million (357·3–449·5) people had hearing loss that was moderate or higher in severity after adjusting for hearing aid use, and 430·4 million (381·7–479·6) without adjustment. The largest number of people with moderate-to-complete hearing loss resided in the Western Pacific region (127·1 million people [112·3–142·6]). Of all people with a hearing impairment, 62·1% (60·2–63·9) were older than 50 years. The Healthcare Access and Quality (HAQ) Index explained 65·8% of the variation in national age-standardised rates of years lived with disability, because countries with a low HAQ Index had higher rates of years lived with disability. By 2050, a projected 2·45 billion (2·35–2·56) people will have hearing loss, a 56·1% (47·3–65·2) increase from 2019, despite stable age-standardised prevalence. Interpretation: As populations age, the number of people with hearing loss will increase. Interventions such as childhood screening, hearing aids, effective management of otitis media and meningitis, and cochlear implants have the potential to ameliorate this burden. In this paper, based on model checking method for system modeling, three modules(i.e. rendering management server, rendering nodes and storage system) are modeled and analyzed. Firstly, by analyzing the system's typical infrastructure, messages-driven finite state machines of such three modules are studied. Then, the properties of such three modules are described using CTL(Computational Tree Logic). Furthermore, safety and livenesses are verified with SMV(Symbolic Model Verification). The methodology of this paper offers important theoretical guide to software development.

Characteristic modeling and the adaptive control design based on it have attracted increasing attention from the research community due to their many successful practical applications that have been reported. This paper presents a Matlab simulation platform that has been developed to facilitate the study of characteristic model based adaptive control systems. The simulation platform consists of two interweaving components: for a given continuous-time linear time-invariant plant, represented by a transfer function, and a specified sampling period, the simulation platform calculates a discretized model of the plant, and the corresponding characteristic model, and with a specified set of initial conditions of the characteristic model and its coefficients, along with the specified duration of simulation and reference input, the simulation platform will adaptively tune the coefficients of the characteristic model and calculate the outputs of the plant and the characteristic model. All the data needed for the simulation will be entered through a graphic user interface, which also plots the evolution of the outputs of the plant and the characteristic model as well as the evolution of the coefficients of the characteristic model. The simulation results can also be saved for off line plotting and analysis through the graphic user interface.
